"content": "\u003cp>The job of lieutenant governor tends to be a low-profile office in California. But the campaign to recall Gov. Gavin Newsom will put current Lt. Gov. Eleni Kounalakis front and center.\u003c/p>\n\u003cp>At first glance, Kounalakis’ role seems pretty straightforward.\u003c/p>\n\u003cp>She must set a date for an election within 60 to 80 days after the recall petition signatures are officially certified, which will happen in the fall. Kounalakis said she’s focusing on what’s best for voters.\u003c/p>\n\u003cp>“I think the general principle is that it should be a day that is relatively convenient for California voters,” she said. “To make sure they have ample time to consider the questions on the ballot and are able to get their ballot and send it in and make sure that their vote counts.”\u003c/p>\n\u003cp>[pullquote align=\"right\" size=\"medium\" citation=\"Brandon Stracener, senior research fellow, California Constitution Center\"]‘We’re not denying ballot access to any serious candidate, but perhaps there could be a consideration for not overwhelming the voters with a number of non-serious vanity candidates as well.’[/pullquote]And while she has a 20-day window to set the election, Kounalakis said the exact date shouldn’t affect the process too much.\u003c/p>\n\u003cp>“To tell you the truth, it’s hard for me to believe that 20 days, one way or another, really will make much of a difference,” she said.\u003c/p>\n\u003cp>But Brandon Stracener, a senior research fellow at the California Constitution Center, a non-partisan academic research institution \u003ca href=\"https://www.law.berkeley.edu/research/california-constitution-center/\">based out of Berkeley Law\u003c/a>, said it actually might.\u003c/p>\n\u003cp>Setting the election further back in the 20-day window would give candidates more time to file papers needed to qualify for the ballot. That could result in a large number of candidates.\u003c/p>\n\u003cp>[aside label ='More Recall Coverage' tag='newsom-recall']That’s what happened in the 2003 recall when 135 candidates clogged up the ballot. Gov. Cruz Bustamante\u003c/a>, Kounalakis said she will not run. Bustamante ran as sort of an insurance policy to prevent Republicans from winning the office if then-Gov. Gray Davis was recalled — which he was.\u003c/p>\n\u003cp>But Republican Arnold Schwarzenegger easily beat Bustamante.\u003c/p>\n\u003cp>And Bustamante’s critics maintain his entrance in the race may have contributed to Davis’ defeat. Kounalakis said Democrats know better this time around.\u003c/p>\n\u003cp>“Our insurance policy is that we all recognize that Gov. Newsom has been doing a very good job during an unprecedentedly difficult time,” she said. “Our insurance policy is let’s vote no on the recall and make sure that Gov. The state has never come close to accurately reflecting the majority of adult Californians — who are female — nor electing a female governor.\u003c/p>\n\u003cp>Why the gap?\u003c/p>\n\u003cp>Political scientists have noted that women sometimes face a double standard of judgment even from female voters and that women typically face more obstacles raising campaign cash.\u003c/p>\n\u003cp>There’s another potential barrier that deters women from running and winning elected office — the need for childcare. A bill introduced by Democratic Assemblyman Rob Bonta of Alameda aims to lessen that barrier.\u003c/p>\n\u003cp>Even Bonta, when he first ran for Assembly, found that a lack of childcare impacted him. “I had to miss meetings,” he said. “I had to miss important campaign events.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Assemblywoman Blanca Rubio, who has children, recalled traveling to events where her departing flight left at 7 a.m. and her returning flight at 9 p.m. She even filled in 16 different names on her children’s emergency contact forms so that a vast cadre of family and friends were authorized to pick up her kids when she was on the campaign trail.\u003c/p>\n\u003cp>While the law now allows candidates to spend a maximum of $200 per event on childcare — according to the California Fair Political Practices Commission’s campaign manual — Bonta’s bill would eliminate that cap.\u003c/p>\n\u003cp>The manual currently doesn’t specify what constitutes an event or whether parents may spend money on child care when they have flight schedules that conflict with their children’s school schedule. "content": "\u003cp>You’d never know that Eleni Kounalakis was taking an oath of office for an afterthought of a job that has been occupied by men who generally become answers to political trivia questions.\u003c/p>\n\u003cp>As U.S. House Speaker Nancy Pelosi, four other members of Congress and numerous legislators looked on, Gov. Gavin Newsom swore Kounalakis in as California’s 50th lieutenant governor on Monday — the first woman to be elected as governor in waiting.\u003c/p>\n\u003cp>Former Michigan Gov. Jennifer Granholm served as master of ceremonies for the event in a packed Sacramento Public Library auditorium that bears the name of Kounalakis’ father, developer Angelo Tsakopoulos.\u003c/p>\n\u003cp>No governor in recent memory had sworn in a lieutenant governor. In fact, most governors look upon lieutenant governors as upstarts to be kept at arm’s length. Governors and California’s independently elected lieutenant governors “don’t always see eye to eye,” Newsom noted.\u003c/p>\n\u003cp>“That’s about to change,” Newsom said.\u003c/p>\n\u003cp>Exactly what duties Newsom might cede to Kounalakis remain to determined. There was no promise.\u003c/p>\n\u003cp>As “lite guv,” Kounalakis’ duties — at least when Newsom is around — are limited to serving as a University of California regent, a California State University trustee, a member of the State Lands Commission, which has oversight over beaches and offshore oil drilling, and presiding over the hazily defined and sporadically funded California Commission for Economic Development. \u003c/p>\n\u003caside class=\"alignright\">\n\u003ch3>\u003ca href=\"https://www.kqed.org/forum/2010101867607/election-2018-lt-governor-candidate-eleni-kounalakis\">KQED Forum: Lt. During his tenure, Newsom would joke about the job, repurposing the old witticism by another ex-lieutenant governor, John Kerry, that his post mainly required its occupant to “wake up every morning, pick up the paper, read the obituaries, and if the governor’s name doesn’t appear in there, go back to sleep.”\u003c/p>\n\u003cp>Once in 2013, when a mother and her son asked Newsom to pose with them for a photo, the boy asked him what a lieutenant governor does. “I ask myself that every day,” the lite guv replied. \u003c/p>\n\u003cp>But clearly Newsom made the most of the post, and over the years came to see it more generously. And Kounalakis, a longtime Democratic activist and fundraiser, campaigned hard for it, pumping $9 million of her own money into her campaign, besides an independent expenditure of more than $5 million by her father and other major donors.\u003c/p>\n\u003cp>“It ain’t such a bad job,” Newsom said on Monday.\u003c/p>\n\u003cp>Kounalakis, 52, was U.S. ambassador to Hungary under President Barack Obama. She defeated Democratic state Sen. Ed Hernandez with 56.6 percent of the vote in November.\u003c/p>\n\u003cp>Kounalakis paid homage to her father, who arrived in Lodi from Greece at age 14 not speaking English, worked his way through Sacramento State College and became a major developer, a Democratic donor and a philanthropist. He sat in the front row as she took the oath.\u003c/p>\n\u003cp>Kounalakis vowed to block any attempts to expand offshore oil drilling, and work to expand access to public universities, calling it the “the best way to address our rapidly changing digital economy.” UC President Janet Napolitano was in the audience. \u003c/p>\n\u003cp>In 1999, former Gov. Davis took umbrage at one of the early actions of then Lt. Gov. Cruz Bustamante. Bustamante’s staff suddenly lost preferred parking privileges, though Davis’ staff at the time called it mere coincidence.\u003c/p>\n\u003cp>“Pay no attention to the critics who say the job has no influence,” Davis said when asked what advice he would offer to Kounalakis.\u003c/p>\n\u003cp>Davis suggested that she use her position as a UC regent and CSU trustee and work at each campus to “help solve their problems.” In most cities, Davis noted, the colleges are the most important economic engines where they’re located.\u003c/p>\n\u003cp>Students, faculty, administrators, university donors and alumni vote. "content": "\u003cp>Since California became a state in 1850, the state has had \u003ca href=\"https://en.wikipedia.org/wiki/List_of_Governors_of_California\" target=\"_blank\" rel=\"noopener\">39 governors\u003c/a> and \u003ca href=\"https://en.wikipedia.org/wiki/List_of_lieutenant_governors_of_California\" target=\"_blank\" rel=\"noopener\">49 lieutenant governors\u003c/a>. Every single one of the people elected to those jobs was a man. (One woman, Mona Pasquil, briefly served as acting Lt. Governor when the incumbent, John Garamendi, was elected to Congress.)\u003c/p>\n\u003cp>Businesswoman Eleni Kounalakis is trying to break that glass ceiling and become the first woman elected lieutenant governor of California.\u003c/p>\n\u003cp>Kounalakis has never run for office, but she’s been involved in Democratic politics for years. President Barack Obama named her U.S. ambassador to Hungary. And she worked on Hillary Clinton’s 2016 presidential campaign as a fundraiser and foreign policy adviser.\u003c/p>\n\u003cp>With an MBA from UC Berkeley, she says she was drawn to the lieutenant governor’s office for the role she could play in economic development and higher education.\u003c/p>\n\u003cp>“I haven’t held elective office, but I held office,” she said. “I was a senior officer in the Department of State. I was the equivalent of a five-star general in the U.S. Foreign Service.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Actually, Foreign Service rankings only reach the equivalent of four-stars — and that’s for \u003cem>career \u003c/em>diplomats. When asked to clarify, Kounalakis said she misspoke, but emphasized she was the highest U.S. official in Hungary.\u003c/p>\n\u003caside class=\"alignright\">\n\u003ch3>Women Who’ve Run for California Governor\u003c/h3>\n\u003cp>1990: Democrat \u003cstrong>Dianne Feinstein\u003c/strong> lost to Republican Pete Wilson in the general election by 49 percent to 46 percent.\u003c/p>\n\u003cp>1994: Democrat \u003cstrong>Kathleen Brown\u003c/strong>, Jerry Brown’s sister who was state treasurer at the time, lost to Republican Gov. Pete Wilson 55 percent to 41 percent.\u003c/p>\n\u003cp>2010: Republican nominee \u003cstrong>Meg Whitman\u003c/strong> lost to Democrat Jerry Brown 54 percent to 41 percent.\u003c/p>\n\u003cp>2018: Democrats \u003cstrong>Delaine Eastin\u003c/strong> and \u003cstrong>Amanda Renteria\u003c/strong> are running in 2018.\u003c/p>\n\u003c/aside>\n\u003cp>Kounalakis is well connected politically. Her father, Angelo Tsakopoulos, is a prominent real estate developer in Sacramento. He’s contributed millions of dollars to causes and candidates, mostly Democrats, at the local, state and national level, including more than \u003ca href=\"https://www.fec.gov/data/receipts/individual-contributions/?two_year_transaction_period=2016&committee_id=C00358895&committee_id=C00431569&committee_id=C00575795&committee_id=C00586537&contributor_name=Angelo+Tsakopoulos&min_date=01%2F01%2F2015&max_date=12%2F31%2F2016\">$120,000\u003c/a> to support Hillary Clinton’s 2016 campaign.\u003c/p>\n\u003cp>Kounalakis herself gave more than \u003ca href=\"https://www.fec.gov/data/receipts/individual-contributions/?two_year_transaction_period=2016&committee_id=C00358895&committee_id=C00431569&committee_id=C00575795&committee_id=C00586537&contributor_name=Eleni+Tsakopoulos+&min_date=01%2F01%2F2015&max_date=12%2F31%2F2016\">$170,000\u003c/a> to Clinton for her most recent presidential bid. But she brushes off claims she’s just another wealthy person trying to make a splash in California politics.\u003c/p>\n\u003cp>“I think that people are really pushing back on the idea that they are going to stand by and allow qualified, viable women candidates to be discounted and minimized and just waved away,” she said.\u003c/p>\n\u003cp>Kounalakis, who’s been endorsed by Sen. Kamala Harris, said people have encouraged her to run her for years, and that they’re backing her campaign with contributions. She said the inability to raise money has tripped up many women candidates. But she said this year — following the election of Donald Trump and the rise of the Me Too Movement — women are getting more support.\u003c/p>\n\u003cp>“I think, what we’re seeing, this is more of a willingness for institutional organizations and also for everyday people to say, look, we need more women in office and I’m going to help support them and I’m going to help fundraise for them,” she said.\u003c/p>\n\u003cp>[contextly_sidebar id=”Wylh9JIxNeoi11SQpb39aVnV7sf0RnyO”]\u003c/p>\n\u003cp>But money isn’t the only factor in the race, there’s also a strong field of competitors, including State Sen. \u003ca href=\"https://www.google.com/search?client=safari&rls=en&q=ed+hernandez+for+lieutenant+governor&ie=UTF-8&oe=UTF-8\" target=\"_blank\" rel=\"noopener\">Ed Hernandez.\u003c/a> He’s racked up congressional and legislative endorsements and his campaign said he has a strong record of supporting women’s issues. Attorney \u003ca href=\"http://www.jeffbleich.com\" target=\"_blank\" rel=\"noopener\">Jeff Bleich\u003c/a> served as a senior adviser to President Obama and was his ambassador to Australia.\u003c/p>\n\u003cp>With three strong candidates running, none got the party’s endorsement at the recent state Democratic convention.\u003c/p>\n\u003cp>Congresswoman Jackie Speier, who ran for lieutenant governor in 2006, said whoever is elected in November will face another challenge.\u003c/p>\n\u003cp>“The problem with the lieutenant governor’s position is that, unless you have a governor working with you, you’re limited in what you get to do,” she said. “You have to have a governor who is going to be supportive of you to give you the opportunity.”\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>That’s a challenge Kounalakis would surely welcome. But win or lose, she said it’s important for women simply to be in the game.\u003c/p>\n\n",

Every single one of the people elected to those jobs was a man. (One woman, Mona Pasquil, briefly served as acting Lt. Governor when the incumbent, John Garamendi, was elected to Congress.)\u003c/p>\n\u003cp>Businesswoman Eleni Kounalakis is trying to break that glass ceiling and become the first woman elected lieutenant governor of California.\u003c/p>\n\u003cp>Kounalakis has never run for office, but she’s been involved in Democratic politics for years. President Barack Obama named her U.S. ambassador to Hungary. And she worked on Hillary Clinton’s 2016 presidential campaign as a fundraiser and foreign policy adviser.\u003c/p>\n\u003cp>With an MBA from UC Berkeley, she says she was drawn to the lieutenant governor’s office for the role she could play in economic development and higher education.\u003c/p>\n\u003cp>“I haven’t held elective office, but I held office,” she said. “I was a senior officer in the Department of State. Kamala Harris, said people have encouraged her to run her for years, and that they’re backing her campaign with contributions. Attorney \u003ca href=\"http://www.jeffbleich.com\" target=\"_blank\" rel=\"noopener\">Jeff Bleich\u003c/a> served as a senior adviser to President Obama and was his ambassador to Australia.\u003c/p>\n\u003cp>With three strong candidates running, none got the party’s endorsement at the recent state Democratic convention.\u003c/p>\n\u003cp>Congresswoman Jackie Speier, who ran for lieutenant governor in 2006, said whoever is elected in November will face another challenge.\u003c/p>\n\u003cp>“The problem with the lieutenant governor’s position is that, unless you have a governor working with you, you’re limited in what you get to do,” she said. “You have to have a governor who is going to be supportive of you to give you the opportunity.”\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>That’s a challenge Kounalakis would surely welcome. But win or lose, she said it’s important for women simply to be in the game.\u003c/p>\n\n\u003c/div>\u003c/p>",
