Late this fall the U.S. Bureau of Reclamation is scheduled to finish years of work on a proposal to make Shasta Dam higher. Adding height to the 70-year-old dam would also enlarge Shasta Lake, the state's biggest reservoir. Farm water agencies and urban water districts around the state like the idea. They say it could give them a more reliable supply. But the Winnemem Wintu tribe, not even recognized by the federal government, has made a dramatic vow to stop the project.
