California might even start running surpluses in a couple of fiscal years. But in the meantime, school districts still have to make do with tight budgets. When it comes to extracurricular programs, districts have to find funding wherever they can. In California's Central Valley, the Firebaugh-Las Deltas School District is using a particularly creative concept.
