L.A. Considers New Tax to Fight Runoff Pollution
Southern California surfers know to stay out of the ocean after a heavy rain storm because the runoff that flows from city streets to the beach carries a nasty, polluted brew. Today, Los Angeles County supervisors take up a proposal to address the problem, which could be funded by a new parcel tax.
