Federal Shutdown Jams Immigration Courts
What does the government shutdown mean for some 250,000 federal workers living in California? It's not entirely clear. The president has said Yosemite will be closed, while the Post Office will continue to deliver and air traffic controllers are staying in their towers. Federal immigration courts remain open, but support staff will be furloughed and caseloads will shrink.

Covered California Open for Business
Covered California, the state's insurance marketplace, launches on Tuesday. Eligible people can now sign up for plans, premiums and subsidies. The plan itself kicks into effect on January 1, 2014. Lisa Aliferis, editor of the California Report blog, State of Health, brings us up to date.

Videos of mentally ill prison inmates being pepper sprayed and dragged out of prison cells will be front and center in a federal case being heard in Sacramento Tuesday. The videotapes are the latest controversy in a long-running legal battle over mental health care in state prisons.
