Congress may not be moving to address the surge of children crossing the Mexican border, but California looks set to. Gov. Jerry Brown and state lawmakers unveiled a proposal Thursday to provide $3 million in aid to overwhelmed legal aid groups in California helping the children navigate the U.S. immigration system.
