It'll be years before the package of bills signed by Gov. Jerry Brown this week will have any real impact on the pumping of California's over-stressed groundwater basins. But change could come a lot faster, depending on the outcome of a little-known lawsuit wending its way through the courts. The state Supreme Court has been asked to take up a legal fight that could force local authorities to place limits on groundwater pumping.
