But millions of Californians remain priced-out of the housing market -- and a billion-dollar state and local program to help fill in the gaps was phased out starting in 2012. Now, there's momentum to help boost affordable housing. The speaker of the state Assembly rolls out her plan on Wednesday, and a handful of other programs are taking shape.
