This week, cities across California held local elections, but getting voters to the polls was nearly impossible. In Los Angeles, only about 9 percent of registered voters turned out. But the voters passed two charter amendments to move city and school board elections to even-numbered years. We discuss the change with KPCC's Frank Stoltze.
