Lawmakers are in special session in Sacramento right now, and one of the things they're discussing is whether the state can find a way to bring Medi-Cal reimbursement rates for doctors back up. Medi-Cal is the state's health care program for low-income folks. And in 2011, when California was in a financial crisis, lawmakers cut reimbursement rates by 10 percent.
