Among the mountain of bills Gov. Jerry Brown signed into law over the past few weeks, two were considered major victories for electronic privacy advocates. These bills could end up protecting the privacy of anyone with a cell phone or mobile device, plus email users. The laws are considered models for other states around the country, but they're not well understood. Ali Winston of the Center for Investigative Reporting explains.
