It was just over a year ago that voters approved a major change to how California treats low-level criminal offenders. Prop. 47 made crimes like petty theft and drug possession misdemeanors instead of felonies, and directed state officials to offer treatment instead of jail time. But a new report by the ACLU finds large variations in how local governments are treating misdemeanor offenders around the state.
