The California Public Utilities Commission is charged with regulating privately owned electric, gas and transportation companies. But ever since a PG&E gas pipeline exploded in the town of San Bruno five years ago, the CPUC?s independence and integrity have been called into question. Consumer advocates hoped mounting criticism would help push the CPUC in a new direction.
