The U.S. Forest Service says 2016 was the second-costliest firefighting year in U.S. history. The final tab: $1.6 billion. Only last year was more expensive. White House Office of Management and Budget Director Shaun Donovan says Congress hasn't given the U.S. Forest Service enough firefighting funds.
