Sometimes, knowing the right numbers at the right time can change a nation. It was the work of Dorothy Rice, the first female director of the National Center for Health Statistics that helped make the case for creating Medicare. In later years, her study of the costs of smoking helped states win a $250 billion settlement against the tobacco industry. Rice died recently in Oakland.
