When Gov. Jerry Brown was sworn in, he inherited a prison system bursting at the seams. Federal judges ordered California to reduce its prison population by 40,000. Brown did that and more, making criminal justice reform one of his signature issues. The system could change dramatically after Brown leaves office, depending on his successor.
