California's high-speed rail plan got a push down the tracks Thursday when the state Assembly approved roughly $5 billion in bonds to get the project started. Mayors from Los Angeles, Fresno, San Jose and San Francisco applauded the vote and urged the Senate to vote "yes" as well. There's also a sweetener for lawmakers on the fence: money to improve local rail lines.
