It's been a big year for plug-in vehicles. Congress has passed billions in R&D funding and just this week, GM announced the Chevy Volt -- due out next year -- could potentially receive an EPA rating of more than 200 miles per gallon. At the hybrid car industry's second annual conference in Long Beach, the atmosphere was electric.
