A sweeping new energy and climate change bill titled, “The American Power Act,” would eliminate state cap and trade programs, and boost spending on nuclear, coal, and natural gas. Senators Kerry and Lieberman, creators of the bill, propose reducing greenhouse gasses 83 percent by the year 2050. We consider the potential impact on California.
