"content": "\u003cp>\u003ca href=\"https://www.marincountyparks.org/depts/pk/divisions/open-space/deer-island\">Deer Island Preserve\u003c/a>, east of Novato in Marin County, doesn’t really look like an island, at least in the fact that it’s not surrounded by a body of water. The open space more closely resembles a hill covered in dry, golden grass with dots of oak and bay trees. Trails to the top of the preserve offer a view of what once was thousands of acres of wetlands by the San Pablo Bay.\u003c/p>\n\u003cp>“Deer Island was a really beautiful hill surrounded by tidal water with birds, fish and other wildlife,” says Marin County Flood Control District senior engineer Roger Leventhal. “What you see down here would have been subject to the daily tides.”\u003c/p>\n\u003cp>The former marsh below, its tributaries and the stream that historically fed it — Novato Creek — is mostly dried up now. Now it’s subject to flooding for almost half the year, according to a Marin County Flood Control District report. Leventhal says vital infrastructure like the flood-prone Highway 37, the SMART rail line and parts of downtown Novato are at risk. The Deer Island Tidal Basin Restoration Project’s goal is to restore close to 200 acres of the basin by breaking levees along Novato Creek and allowing water to flow back in and out with the tides. Further down the road, the district hopes to restore up to 1,200 acres of wetlands in the Novato watershed.\u003c/p>\n\u003cp>Leventhal says this will increase the entire Bay Area’s amount of healthy wetlands, which act as a sponge against sea level rise.\u003c/p>\n\u003cp>“We need to expand the bay in order to spread sea level rise out a little bit because if we wall the bay off, like we’re going to have to do in some areas to protect people, we’re going to exacerbate the rise in water surface and the impacts to everybody,” says Leventhal.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>But it’ll take some time before this choked wetland can return to its former glory. Leventhal says final plans for the restoration project are expected to be done by the end of 2020.\u003c/p>\n\n",

The open space more closely resembles a hill covered in dry, golden grass with dots of oak and bay trees. Trails to the top of the preserve offer a view of what once was thousands of acres of wetlands by the San Pablo Bay.\u003c/p>\n\u003cp>“Deer Island was a really beautiful hill surrounded by tidal water with birds, fish and other wildlife,” says Marin County Flood Control District senior engineer Roger Leventhal. “What you see down here would have been subject to the daily tides.”\u003c/p>\n\u003cp>The former marsh below, its tributaries and the stream that historically fed it — Novato Creek — is mostly dried up now. Now it’s subject to flooding for almost half the year, according to a Marin County Flood Control District report. Leventhal says vital infrastructure like the flood-prone Highway 37, the SMART rail line and parts of downtown Novato are at risk. In fact, Novato Creek has flooded the city more than a dozen times since the wetlands were drained.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

The Deer Island Tidal Basin Restoration Project’s goal is to restore close to 200 acres of the basin by breaking levees along Novato Creek and allowing water to flow back in and out with the tides. Further down the road, the district hopes to restore up to 1,200 acres of wetlands in the Novato watershed.\u003c/p>\n\u003cp>Leventhal says this will increase the entire Bay Area’s amount of healthy wetlands, which act as a sponge against sea level rise.\u003c/p>\n\u003cp>“We need to expand the bay in order to spread sea level rise out a little bit because if we wall the bay off, like we’re going to have to do in some areas to protect people, we’re going to exacerbate the rise in water surface and the impacts to everybody,” says Leventhal.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>But it’ll take some time before this choked wetland can return to its former glory. Leventhal says final plans for the restoration project are expected to be done by the end of 2020.\u003c/p>\n\n\u003c/div>\u003c/p>",

Find all the stories \u003ca href=\"https://www.kqed.org/news/tag/measure-aa\" target=\"_blank\" rel=\"noopener\">here\u003c/a>.\u003c/em>\u003c/p>\n\u003cp>Some of San Francisco's most iconic parks including \u003ca href=\"https://goldengatepark.com/history-geography.html\" rel=\"noopener\" target=\"_blank\">Golden Gate Park\u003c/a> and \u003ca href=\"https://www.nps.gov/prsf/learn/historyculture/crissy-field.htm\" rel=\"noopener\" target=\"_blank\">Crissy Field\u003c/a> only came about after years of planning and fundraising.\u003c/p>\n\u003cp>Now, with a boost from Measure AA tax money, city officials are looking to build San Francisco's next great park in a neighborhood you might not expect.\u003c/p>\n\u003cp>The heart of the park would be in a cove in the Bayview Hunter’s Point district called India Basin that looks out onto the San Francisco Bay. The shoreline here was historically used as a shipbuilding yard, says San Francisco Recreation and Parks Department general manager Phil Ginsburg.\u003c/p>\n\u003cp>“This is where the scow schooner boats were built and maintained,” Ginsburg said. \"And it’s where goods moved along the bay.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>But its days as a shipbuilding yard are long gone. Ginsburg says the area, now referred to by its address 900 Innes, was abandoned for more than a decade before the city bought the property in 2014 with a vision to create \u003ca href=\"http://ibwaterfrontparks.com/\" target=\"_blank\" rel=\"noopener\">The India Basin Waterfront Park\u003c/a>. After more than a century of industrial use, India Basin's shoreline has become severely degraded with debris like creosote logs, discarded tires and contaminants like metal, oil and PCBs.\u003c/p>\n\u003cp>That's where Measure AA comes in.\u003c/p>\n\u003cp>The San Francisco Bay Restoration Authority is proposing to spend $5 million to help get the first phase of this park project off the ground. Find all the stories \u003ca href=\"https://www.kqed.org/news/tag/measure-aa\" target=\"_blank\" rel=\"noopener\">here\u003c/a>.\u003c/em>\u003c/p>\n\u003cp>The San Pablo Bay comprises the north end of the larger San Francisco Bay and its shores reach three North Bay counties.\u003c/p>\n\u003cp>From the top of a hill near the Sonoma Raceway and overlooking Sonoma Creek, you can get a good look at this vast body of water and what’s left of its surrounding wetlands. Julian Meisler, with the \u003ca href=\"https://www.sonomalandtrust.org/\">Sonoma Land Trust\u003c/a>, says this area used to be an expanse of tidal wetlands.\u003c/p>\n\u003cp>“If you came here 150 years ago this would have been tidal marsh and open water,” says Meisler. “You might have seen bears, eagles, salmon and steelhead swimming up Sonoma Creek.”\u003c/p>\n\u003cp>But all that changed in the mid 1800s when farmers and landowners built levees, drained the marshes and generally cut off the North Bay’s streams from the San Pablo Bay. Because of that, the land here subsided, or dropped, by more than six feet below sea level, says Meisler. That drop has resulted in chronic flooding, even from minor storms. Find all the stories \u003ca href=\"https://www.kqed.org/news/tag/measure-aa\" target=\"_blank\" rel=\"noopener\">here\u003c/a>.\u003c/em>\u003c/p>\n\u003cp>The parking lot outside of \u003ca href=\"https://www.sanleandro.org/depts/pw/wpcp/about.asp\" target=\"_blank\" rel=\"noopener\">San Leandro’s Water Pollution Control Plant\u003c/a> has a lingering stench. Its odor partly comes from the average 5 million gallons of wastewater it processes a day and from its neighbor, a trash dump.\u003c/p>\n\u003cp>A short walk away from the lot the smell subsides a little at a small patch of wetland. That’s where I met up with plant manager Justin Jenson. He’s showing me another project getting tax money from Measure AA, the “Clean and Healthy Bay” measure passed two years ago. To me, the area just looks like a neglected pond.\u003c/p>\n\u003cp>“This used to be a polishing pond,” says Jenson. “That means we used to actually send our treatment plant effluent out here and process it further.”\u003c/p>\n\u003cp>Effluent is the treated water that comes out of wastewater facilities. Jenson says, now, this 4.3 acre pond is basically just used as temporary water storage. A broken foot bridge crosses over it. \u003ccite>(San Leandro Water Pollution Control Plant)\u003c/cite>\u003c/figcaption>\u003c/figure>\n\u003cp>The flora in a treatment wetland make the water very, very clean by filtering out additional nutrients, like nitrogen and phosphorous, coming out of the wastewater plant. According to the U.S. Geological Survey, too much of these nutrients in a body of water can actually begin to pollute it and cause harmful algae blooms.\u003c/p>\n\u003cp>Jenson says, the state water board has strict regulations regarding cleaned wastewater discharge into the San Francisco Bay and he expects water quality rules to become even tighter in the years to come. He says water treatment alternatives like this project will help the San Leandro plant stay ahead of the curve while also keeping the Bay’s water cleaner and healthier.\u003c/p>\n\u003cp>“With more people moving to the Bay Area, there’s more potential for pollution and nutrient build-up in bay,” says Jenson. “We want to make sure that we’re able to meet the water regulations. This pond could be something that helps us weather them.”\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Jenson hopes this project will become part of a growing network of water treatment wetlands across the Bay Area. Its odor partly comes from the average 5 million gallons of wastewater it processes a day and from its neighbor, a trash dump.\u003c/p>\n\u003cp>A short walk away from the lot the smell subsides a little at a small patch of wetland. That’s where I met up with plant manager Justin Jenson. He’s showing me another project getting tax money from Measure AA, the “Clean and Healthy Bay” measure passed two years ago. To me, the area just looks like a neglected pond.\u003c/p>\n\u003cp>“This used to be a polishing pond,” says Jenson. “That means we used to actually send our treatment plant effluent out here and process it further.”\u003c/p>\n\u003cp>Effluent is the treated water that comes out of wastewater facilities. Jenson says, now, this 4.3 acre pond is basically just used as temporary water storage. But it has the potential to be so much more.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

A broken foot bridge crosses over it. \u003ccite>(San Leandro Water Pollution Control Plant)\u003c/cite>\u003c/figcaption>\u003c/figure>\n\u003cp>The flora in a treatment wetland make the water very, very clean by filtering out additional nutrients, like nitrogen and phosphorous, coming out of the wastewater plant. According to the U.S. Geological Survey, too much of these nutrients in a body of water can actually begin to pollute it and cause harmful algae blooms.\u003c/p>\n\u003cp>Jenson says, the state water board has strict regulations regarding cleaned wastewater discharge into the San Francisco Bay and he expects water quality rules to become even tighter in the years to come. He says water treatment alternatives like this project will help the San Leandro plant stay ahead of the curve while also keeping the Bay’s water cleaner and healthier.\u003c/p>\n\u003cp>“With more people moving to the Bay Area, there’s more potential for pollution and nutrient build-up in bay,” says Jenson. “We want to make sure that we’re able to meet the water regulations. This pond could be something that helps us weather them.”\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Jenson hopes this project will become part of a growing network of water treatment wetlands across the Bay Area. All 2 acres of it.\u003c/p>\n\u003cp>“It’s a hidden gem but the locals know it very well,” says Joe Sullivan, program manager for the \u003ca href=\"http://www.ebparks.org/about/planning/#encinal\" target=\"_blank\" rel=\"noopener\">Encinal Dune Restoration and Shoreline Stabilization Project\u003c/a>. “It’s a popular fishing spot. And it’s also a really popular beach for non-motorized boats.”\u003c/p>\n\u003cp>\u003ca href=\"http://sfbaywatertrail.org/trailhead/encinal-beach/\" target=\"_blank\" rel=\"noopener\">Encinal Beach\u003c/a> is on the former naval weapons station at Alameda Point. Sullivan says that, back in the day, the Navy built a structure called a breakwater to protect its base from the bay, and in a happy accident, the breakwater created a small beach.\u003c/p>\n\u003cp>Over the years, this beach formed sand dunes. Sullivan says these plants may look nice, but it doesn’t allow any other vegetation to grow in the area.\u003c/p>\n\u003cp>“It’s good at what it does, which means you get this monoculture of one invasive species,” Sullivan says. “It doesn’t provide any beneficial habitat to any wildlife at all.”\u003c/p>\n\u003cp>Once the dunes are re-established with native plants, the area will be prime habitat for several threatened bird species like the snowy plover, the California least tern and the red knot.\u003c/p>\n\u003cp>This “diamond in the rough,” as Sullivan calls it, will also get a much needed face-lift. Some aged chain-link fencing, an old rusty barge and general debris — like washed-up creosote logs — will be removed.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>And overall access to the beach park will be improved, too, with a new parking lot, an upgraded boat launch platform, signage (no more getting lost trying to find it!) and restrooms.\u003c/p>\n\n",

"content": "\u003cp>Welcome to Alviso, where at any given time it can be 10 to 15 feet below sea level. \u003c/p>\n\u003cp>This neighborhood, which used to be its own bona fide town, sits on the southernmost tip of the bay in San Jose, and it’s the next stop in our series about \u003ca href=\"https://www.kqed.org/news/tag/measure-aa\" rel=\"noopener\" target=\"_blank\">where our money from Measure AA is going\u003c/a>. That’s the “Clean and Healthy Bay” tax measure that passed two years ago.\u003c/p>\n\u003cp>Alviso has a population of about 5,000. It is surrounded by three bodies of water: the San Francisco Bay, Guadalupe River and Coyote Creek. So as you can probably imagine, flooding has always been an issue here. The town now has flood protections from these bodies of water but is still unprotected from the San Francisco Bay. \u003ccite>(U.S. Fish and Wildlife Service)\u003c/cite>\u003c/figcaption>\u003c/figure>\n\u003cp>Alviso currently has flood control measures for its surrounding creeks and streams, but there’s nothing to protect it from the bay.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>That’s why part of the $4.4 million allocated to the shoreline project from Measure AA will go toward the construction of a new levee and flood gates. When finished it’ll protect the area from a one percent flood, also known as a 100 year flood. This project will also restore close to 3,000 acres of former salt ponds to tidal wetlands which will add even more flood protection to Alviso.\u003c/p>\n\u003cp>Officials estimate any flood event in the neighborhood would cause more than $100 million in property damages.
