A labor dispute at West Coast ports between dockworkers and terminal operators is shutting down most operations for four days starting on Thursday. It's the latest in a series of gridlock-inducing events, and there are concerns that if the dispute goes on, or if it turns into a strike, it could disrupt our economy. By one estimate, the congestion could cost retailers up to $7 billion this year. We talk to two small business people who are already feeling the effects.
