It's Election Day. Last year at this time, Los Angeles County had the lowest voting rate in the state. Just 31 percent of its registered voters cast ballots. The county is home to more than a quarter of California's registered voters. Officials think they've got one solution to the problem, with new machines that could roll out in 2018.
