Voters in Irvine, Tustin and elsewhere in Orange County's Third District head to the polls today to elect their representative to the county Board of Supervisors. Orange County was hit hard with a blue wave in November and today's election is a test on whether that will trickle down to local races.

Stockton Experiments With Guaranteed Income

This week, more than a hundred people in Stockton will receive $500 debit cards -- no strings attached. It will be their second cash infusion since the city began an experiment last month. They're testing whether offering Stockton residents a guaranteed income for the next year and a half can alleviate poverty. A quarter of the city's population lives in poverty.
