President Donald Trump's emergency declaration to fund a border wall could have a big impact on military bases and anti-drug trafficking efforts.

The administration plans to pull $3.6 billion from the military construction budget and $2.5 billion from Department of Defense anti-drug trafficking measures.

With his emergency declaration, Trump will attempt to redistribute money that has already been appropriated for other purposes to a border wall.

One line item that may be at risk is a $48 million project to improve drinking water at the Marine Corps Base Camp Pendleton, where human waste has been found in drinking water.
