(Photo: Randy Pench/Sacramento Bee)\u003c/figcaption>\u003c/figure>\n\u003cp>Yet another report was released yesterday detailing the failures of the parole process that allowed the captivity of Jaycee Dugard by Philip and Nancy Garrido to go undetected for 18 years. \u003c/p>\n\u003cp>From the \u003ca href=\"http://www.mercurynews.com/news/ci_18603227?source=email\">Contra Costa Times\u003c/a>:\u003c/p>\n\u003cblockquote>\u003cp>(In the) report from the El Dorado County District Attorney's Office...District Attorney Vern Pierson says Phillip Garrido manipulated a flawed system to leave prison, and that parole policy must change fundamentally to prevent repeating the terror he inflicted on Dugard and other unknown victims... Despite a history of rapes and abductions, the report argues, the system repeatedly underplayed Phillip Garrido's danger and gave his parole agents the impression that the twice-convicted kidnapper and rapist had genuinely reformed himself...\u003c/p>\n\u003cp>The new report points out 59 instances during his federal parole -- which lasted from 1988 to 1999 before it was transferred to California -- when Phillip Garrido either violated his parole or was left unsupervised for long periods of time.\u003c/p>\n\u003c/blockquote>\n\u003cp>The report was accompanied by a video in which Nancy Garrido is seen being questioned by a detective after her arrest in November, 2010. The video also includes intentionally blurred and redacted footage of Nancy Garrido talking to a five-year-old girl in the back of the couples' van. \u003c!--more-->\u003c/p>\n\u003cp>In her conversation with the detective, Garrido says she lured girls into the van in order to record shots of them for her husband. \u003c/p>\n\u003cp>\"You were supposed to sit down next to them, play nice, sound interested, and somehow coax them into moving around so they can be videotaped,\" the detective suggests, as Garrido nods and says, \"right.\" Garrido approximates she did this about 10 times. \u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>On the second part of the video, Garrido is heard directing the girl to perform different gymnastic moves.\u003c/p>\n\u003cp>El Dorado County D.A. Vern Pierson and \u003ca href=\"http://cssrc.us/web/1/news.aspx?id=11087\">State Senator Ted Gaines\u003c/a> (R-Roseville) are holding a forum in Sacramento today to \"review the sad facts in this report and gather input from other experts to identify a bipartisan solution that will strengthen our state’s public safety system,\" according to a statement by Gaines.\u003c/p>\n\u003cp>The report is the third lamenting oversights during the period when Dugard was held captive in the Garridos' backyard even as parole officials inspected their home; those visits stemmed from an earlier conviction of Phillip Garrido for sexual assault. (Photo: Randy Pench/Sacramento Bee)\u003c/figcaption>\u003c/figure>\n\u003cp>Yet another report was released yesterday detailing the failures of the parole process that allowed the captivity of Jaycee Dugard by Philip and Nancy Garrido to go undetected for 18 years. \u003c/p>\n\u003cp>From the \u003ca href=\"http://www.mercurynews.com/news/ci_18603227?source=email\">Contra Costa Times\u003c/a>:\u003c/p>\n\u003cblockquote>\u003cp>(In the) report from the El Dorado County District Attorney's Office...District Attorney Vern Pierson says Phillip Garrido manipulated a flawed system to leave prison, and that parole policy must change fundamentally to prevent repeating the terror he inflicted on Dugard and other unknown victims... Despite a history of rapes and abductions, the report argues, the system repeatedly underplayed Phillip Garrido's danger and gave his parole agents the impression that the twice-convicted kidnapper and rapist had genuinely reformed himself...\u003c/p>\n\u003cp>The new report points out 59 instances during his federal parole -- which lasted from 1988 to 1999 before it was transferred to California -- when Phillip Garrido either violated his parole or was left unsupervised for long periods of time.\u003c/p>\n\u003c/blockquote>\n\u003cp>The report was accompanied by a video in which Nancy Garrido is seen being questioned by a detective after her arrest in November, 2010. The video also includes intentionally blurred and redacted footage of Nancy Garrido talking to a five-year-old girl in the back of the couples' van. \u003c!--more-->\u003c/p>\n\u003cp>In her conversation with the detective, Garrido says she lured girls into the van in order to record shots of them for her husband. \u003c/p>\n\u003cp>\"You were supposed to sit down next to them, play nice, sound interested, and somehow coax them into moving around so they can be videotaped,\" the detective suggests, as Garrido nods and says, \"right.\" Garrido approximates she did this about 10 times. \u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

A <a href=\"previous report, by the Office of the Inspector General for California, on the state's supervision of Garrido, found that he \"committed numerous parole violations and that the (Department of Corrections) failed to properly\u003cbr>\nsupervise Garrido and missed numerous opportunities to discover his victims.\"\u003c/p>\n\u003cp>You can \u003ca href=\"http://www.oig.ca.gov/media/reports/BOI/Special%20Report%20on%20CDCRs%20Supervision%20of%20Parolee%20Phillip%20Garrido.pdf\">read that report\u003c/a> (pdf), from 2009, here. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Here's the statement about today's release from the El Dorado DA's office:\u003c/p>\n\u003cblockquote>\u003cp>\nThe District Attorney’s Office is releasing: a video of a CDCR parole officer’s search of the Garrido residence (circa 2000-2007), two video clips showing some of the Garridos’ activities videotaping children in public (circa 1989-1993), a map of South Lake Tahoe showing Garrido victims known to law enforcement prior to the abduction of Jaycee Lee Dugard, and various additional documents (4 pages of federal parole documents, 1972 booking photo, 7 pages related to Phillip Garrido 1977 conviction, 2 photographs showing the condition of the tapes, and note signed by Jaycee Lee Dugard). It is hoped that these details begin to shed some light on several lingering unanswered questions, such as: How did Phillip Garrido get paroled from a 50 year Federal sentence and a five-to-life Nevada sentence after only 11 years? How did Phillip Garrido, a repeated kidnapper and rapist, with a history of kidnapping and raping in Lake Tahoe, who was on Federal parole, and was registered sex offender, avoid becoming a suspect in the disappearance of Jaycee in 1991? How did Phillip\u003cbr>\nGarrido keep Jaycee hidden for 18 years while on Federal and State Parole?\u003c/p>\n\u003cp>All of this will be discussed at the August 3, 2011 public meeting at the State Capitol with Senator Ted Gaines, District Attorney Vern Pierson, various law enforcement leaders and victims’ rights organizations as they seek to explore deficiencies in state law and identify potential legislative solutions to prevent these kinds of tragedies from ever occurring again.\u003c/p>\u003c/blockquote>\n\n",

(AP) — Federal parole agents failed to properly monitor convicted sex offender Phillip Garrido during the time he kidnapped, raped and held captive Jaycee Dugard, missing chances to stop his crimes, according to a confidential review made public Friday by the chief federal judge in San Francisco.\u003c/p>\n\u003cp>“Had Mr. Garrido’s federal supervision been conducted properly from the onset, it is possible that he may have been deterred from some of the acts now attributed to him,” Chief U.S. District Judge James Ware wrote in releasing the 43-page report written after the review conducted last year by the Administrative Office of the United States Courts.\u003c/p>\n\u003cp>Garrido was a federal parolee from December 1988 to June 1999 after serving 11 years for kidnapping a Nevada woman. California officials then assumed responsibility and did an equally poor job supervising Garrido, missing numerous chances to learn that he had Dugard hidden in a shed in a secret backyard of his Antioch home, according to previously released reports.\u003c/p>\n\u003cp>Garrido pleaded guilty last month to snatching Dugard, then 11, in 1991 and is serving a sentence of 431 years to life.\u003c/p>\n\u003cp>Garrido’s federal supervision was “substandard,” the confidential report concludes.\u003c/p>\n\u003cp>It said he was rightly classified as a high-risk offender after he served his federal prison sentence, but the federal probation office “failed to supervise him accordingly,” Ware wrote after reviewing the report: Home visits were rare and his probation officer never talked with neighbors or local law enforcement.\u003c/p>\n\u003cp>It took the probation officer more than two months to question Garrido in 1989 after the nursing home where he worked reported that three female co-workers said he made them nervous. In addition, Garrido’s plan to sell products door-to-door in 1990 should have raised concerns from his probation officer, given his history.\u003c/p>\n\u003cp>Moreover, on several occasions Garrido tested positive for drug use and was found to have submitted diluted urine samples, the report said. But there is no indication the probation office told Nevada state parole officials about his drug use. The U.S. Parole Commission was told about the illegal drug use just once, which resulted in a short prison term and home confinement.\u003c/p>\n\u003cp>Garrido’s wife, Nancy Garrido, kept Jaycee locked up while he was imprisoned in 1993 for the failed drug test. Nancy Garrido also pleaded guilty last month and was sentenced to 36 years to life in state prison.\u003c/p>\n\u003cp>Ware said he decided to release the report to show that officials are serious about making improvements. A previous report, by the Office of the Inspector General for California, on the state’s supervision of Garrido, found that he “committed numerous parole violations and that the (Department of Corrections) failed to properly\u003cbr>\nsupervise Garrido and missed numerous opportunities to discover his victims.” \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>You can \u003ca href=\"http://www.oig.ca.gov/media/reports/BOI/Special%20Report%20on%20CDCRs%20Supervision%20of%20Parolee%20Phillip%20Garrido.pdf\">read that report\u003c/a> (pdf), from 2009, here. \u003c/p>\n\u003cblockquote>\u003cp>\nSACRAMENTO, Calif. (AP) — Federal parole agents failed to properly monitor convicted sex offender Phillip Garrido during the time he kidnapped, raped and held captive Jaycee Dugard, missing chances to stop his crimes, according to a confidential review made public Friday by the chief federal judge in San Francisco.\u003c/p>\n\u003cp>“Had Mr. Garrido’s federal supervision been conducted properly from the onset, it is possible that he may have been deterred from some of the acts now attributed to him,” Chief U.S. District Judge James Ware wrote in releasing the 43-page report written after the review conducted last year by the Administrative Office of the United States Courts.\u003c/p>\n\u003cp>Garrido was a federal parolee from December 1988 to June 1999 after serving 11 years for kidnapping a Nevada woman. California officials then assumed responsibility and did an equally poor job supervising Garrido, missing numerous chances to learn that he had Dugard hidden in a shed in a secret backyard of his Antioch home, according to previously released reports.\u003c/p>\n\u003cp>Garrido pleaded guilty last month to snatching Dugard, then 11, in 1991 and is serving a sentence of 431 years to life.\u003c/p>\n\u003cp>Garrido’s federal supervision was “substandard,” the confidential report concludes.\u003c/p>\n\u003cp>It said he was rightly classified as a high-risk offender after he served his federal prison sentence, but the federal probation office “failed to supervise him accordingly,” Ware wrote after reviewing the report: Home visits were rare and his probation officer never talked with neighbors or local law enforcement.\u003c/p>\n\u003cp>It took the probation officer more than two months to question Garrido in 1989 after the nursing home where he worked reported that three female co-workers said he made them nervous. In addition, Garrido’s plan to sell products door-to-door in 1990 should have raised concerns from his probation officer, given his history.\u003c/p>\n\u003cp>Moreover, on several occasions Garrido tested positive for drug use and was found to have submitted diluted urine samples, the report said. But there is no indication the probation office told Nevada state parole officials about his drug use. The U.S. Parole Commission was told about the illegal drug use just once, which resulted in a short prison term and home confinement.\u003c/p>\n\u003cp>Garrido’s wife, Nancy Garrido, kept Jaycee locked up while he was imprisoned in 1993 for the failed drug test. Nancy Garrido also pleaded guilty last month and was sentenced to 36 years to life in state prison.\u003c/p>\n\u003cp>Ware said he decided to release the report to show that officials are serious about making improvements. She gave birth to two daughters fathered by Garrido while he held her in a secret backyard compound.\u003c/p>\n\u003cp>The defendants, both dressed in orange jumpsuits, made no eye contact with anyone in the room and kept their heads down as Dugard’s mother, Terry Probyn, read her daughter’s statement at the ongoing hearing that Dugard did not attend.\u003c/p>\n\u003cp>“I chose not to be here today because I refuse to waste another second of my life in your presence,” Dugard wrote in a portion of the statement directed to Phillip Garrido. “Everything you ever did to me was wrong and I hope one day you will see that.\u003cbr>\n\u003c!--more-->\u003cbr>\n“I hated every second of every day for 18 years,” she said in her first public statement since resurfacing. “You stole my life and that of my family.”\u003c/p>\n\u003cp>A judge imposed the maximum possible sentence of 431 years to life on 60-year-old Phillip Garrido, calling his treatment of Jaycee Dugard evil and reprehensible.\u003c/p>\n\u003cp>Garrido, who was on parole for a 1976 rape when Dugard was abducted, pleaded guilty to kidnapping and 13 sexual assault charges, including six counts of rape and seven counts of committing lewd acts captured on video.\u003c/p>\n\u003cp>His plea was part of a deal with prosecutors that saw Nancy Garrido sentenced to 36 years to life after pleading guilty to kidnapping and rape.\u003c/p>\n\u003cp>The deal was designed, in part, to spare Dugard and her children from having to testify at a trial.\u003c/p>\n\u003cp>In the statement, Dugard called Phillip Garrido a liar and said what Nancy Garrido did to her was evil. She said she hoped both of them would have as many sleepless nights as she had.\u003c/p>\n\u003cp>“There is no God in the universe that would condone your actions,” Dugard said in a portion of the statement directed to Nancy Garrido.\u003c/p>\n\u003cp>Dugard also said she was doing well now and told Phillip Garrido “you do not matter anymore.”\u003c/p>\n\u003cp>Dugard was given an opportunity to present El Dorado County Superior Judge Douglas Phimister with an oral or written statement about her experience. Prosecutors typically encourage crime victims and their families to prepare detailed victim impact statements so courts can factor their suffering into sentencing decisions.\u003c/p>\n\u003cp>Dugard, who has written a memoir set to be published next month, has strived to preserve her privacy in the 22 months since she was identified during a chance meeting with Phillip Garrido’s parole officer.\u003c/p>\n\u003cp>In a presentencing memo justifying a sentence of hundreds of years for Phillip Garrido, who was on parole for a 1976 rape and kidnapping when Dugard was taken, District Attorney Vern Pierson said that Dugard spent the first one-and-a-half years after her kidnapping locked in a backyard shed.\u003c/p>\n\u003cp>She did not leave the backyard for the first four years after her abduction.\u003c/p>\n\u003cp>“Phillip Garrido should have spent the rest of his life in prison for the crimes he committed in 1976. He never should have been allowed back on the street to even have the opportunity to commit the crimes he committed in this case,” Pierson said. Garrido “stole the childhood and innocence from an 11-year-old child.”\u003c/p>\n\u003cp>The Garridos and their defense lawyers had an opportunity to address Judge Phimister. Phillip Garrido chose not to.\u003c/p>\n\u003cp>Dugard was grabbed by Nancy Garrido from the South Lake Tahoe street where her family lived and forced into a car driven by Phillip Garrido on June 10, 1991. The abduction occurred as Dugard’s stepfather watched her walk to a school bus stop.\u003c/p>\n\u003cp>Authorities have said the couple drove the girl 168 miles south to their home in Antioch and held her prisoner there for the next 18 years, four months and 16 days. At first, she was locked in the shed then confined to a series of tents she would come to share with the daughters fathered by Phillip Garrido and delivered by his wife.\u003c/p>\n\u003cp>The defendants were arrested in August 2009 after Phillip Garrido inexplicably brought his ragtag clan to a meeting with his parole officer, who had no idea the convicted rapist had been living with a young woman and two girls he described as his nieces.\u003c/p>\n\u003cp>Dugard at first tried to conceal her identity, telling authorities she was hiding from an abusive husband in Minnesota and giving her name as Alyssa, Garrido eventually acknowledged kidnapping her, and Dugard disclosed her identity.\u003c/p>\n\u003cp>Her reappearance proved a costly embarrassment for California parole officials, who had to explain how a parolee under intensive supervision could live with his victim and have children with her undetected.\u003c/p>\n\u003cp>The situation existed despite repeated surprise home visits and a woman telling sheriff’s deputies in 2006 that her sex offender neighbor was living with small children.\u003c/p>\n\u003cp>The state last year paid Dugard a $20 million settlement under which officials acknowledged repeated mistakes were made by parole agents responsible for monitoring Garrido. She gave birth to two daughters fathered by Garrido while he held her in a secret backyard compound.\u003c/p>\n\u003cp>The defendants, both dressed in orange jumpsuits, made no eye contact with anyone in the room and kept their heads down as Dugard’s mother, Terry Probyn, read her daughter’s statement at the ongoing hearing that Dugard did not attend.\u003c/p>\n\u003cp>“I chose not to be here today because I refuse to waste another second of my life in your presence,” Dugard wrote in a portion of the statement directed to Phillip Garrido. “Everything you ever did to me was wrong and I hope one day you will see that.\u003cbr>\n\u003c!--more-->\u003cbr>\n“I hated every second of every day for 18 years,” she said in her first public statement since resurfacing. “You stole my life and that of my family.”\u003c/p>\n\u003cp>A judge imposed the maximum possible sentence of 431 years to life on 60-year-old Phillip Garrido, calling his treatment of Jaycee Dugard evil and reprehensible.\u003c/p>\n\u003cp>Garrido, who was on parole for a 1976 rape when Dugard was abducted, pleaded guilty to kidnapping and 13 sexual assault charges, including six counts of rape and seven counts of committing lewd acts captured on video.\u003c/p>\n\u003cp>His plea was part of a deal with prosecutors that saw Nancy Garrido sentenced to 36 years to life after pleading guilty to kidnapping and rape.\u003c/p>\n\u003cp>The deal was designed, in part, to spare Dugard and her children from having to testify at a trial.\u003c/p>\n\u003cp>In the statement, Dugard called Phillip Garrido a liar and said what Nancy Garrido did to her was evil. She said she hoped both of them would have as many sleepless nights as she had.\u003c/p>\n\u003cp>“There is no God in the universe that would condone your actions,” Dugard said in a portion of the statement directed to Nancy Garrido.\u003c/p>\n\u003cp>Dugard also said she was doing well now and told Phillip Garrido “you do not matter anymore.”\u003c/p>\n\u003cp>Dugard was given an opportunity to present El Dorado County Superior Judge Douglas Phimister with an oral or written statement about her experience. Prosecutors typically encourage crime victims and their families to prepare detailed victim impact statements so courts can factor their suffering into sentencing decisions.\u003c/p>\n\u003cp>Dugard, who has written a memoir set to be published next month, has strived to preserve her privacy in the 22 months since she was identified during a chance meeting with Phillip Garrido’s parole officer.\u003c/p>\n\u003cp>In a presentencing memo justifying a sentence of hundreds of years for Phillip Garrido, who was on parole for a 1976 rape and kidnapping when Dugard was taken, District Attorney Vern Pierson said that Dugard spent the first one-and-a-half years after her kidnapping locked in a backyard shed.\u003c/p>\n\u003cp>She did not leave the backyard for the first four years after her abduction.\u003c/p>\n\u003cp>“Phillip Garrido should have spent the rest of his life in prison for the crimes he committed in 1976. He never should have been allowed back on the street to even have the opportunity to commit the crimes he committed in this case,” Pierson said. Garrido “stole the childhood and innocence from an 11-year-old child.”\u003c/p>\n\u003cp>The Garridos and their defense lawyers had an opportunity to address Judge Phimister. Phillip Garrido chose not to.\u003c/p>\n\u003cp>Dugard was grabbed by Nancy Garrido from the South Lake Tahoe street where her family lived and forced into a car driven by Phillip Garrido on June 10, 1991. The abduction occurred as Dugard’s stepfather watched her walk to a school bus stop.\u003c/p>\n\u003cp>Authorities have said the couple drove the girl 168 miles south to their home in Antioch and held her prisoner there for the next 18 years, four months and 16 days. At first, she was locked in the shed then confined to a series of tents she would come to share with the daughters fathered by Phillip Garrido and delivered by his wife.\u003c/p>\n\u003cp>The defendants were arrested in August 2009 after Phillip Garrido inexplicably brought his ragtag clan to a meeting with his parole officer, who had no idea the convicted rapist had been living with a young woman and two girls he described as his nieces.\u003c/p>\n\u003cp>Dugard at first tried to conceal her identity, telling authorities she was hiding from an abusive husband in Minnesota and giving her name as Alyssa, Garrido eventually acknowledged kidnapping her, and Dugard disclosed her identity.\u003c/p>\n\u003cp>Her reappearance proved a costly embarrassment for California parole officials, who had to explain how a parolee under intensive supervision could live with his victim and have children with her undetected.\u003c/p>\n\u003cp>The situation existed despite repeated surprise home visits and a woman telling sheriff’s deputies in 2006 that her sex offender neighbor was living with small children.\u003c/p>\n\u003cp>The state last year paid Dugard a $20 million settlement under which officials acknowledged repeated mistakes were made by parole agents responsible for monitoring Garrido.
