Prop. 14: Would Open Primaries Change Anything?
California's primary election is just five days away, and all signs point to a low voter turnout. That will change, say supporters of Proposition 14, if voters are allowed to choose any candidate they want in a primary. Supporters further argue that all of that competition will produce lawmakers who are less partisan and more open to compromise.
