Budget Bills Seen As Prelude
Today is the deadline for Gov. Jerry Brown to sign something on the order of two dozen budget bills - after lawmakers finish voting on them. It's a beast of a project in any year, but this year, the Democrats see this budget as a prelude to November, when they'll ask voters to approve a tax hike.

For the first election season ever, you can text political donations. The Federal Election Commission recently unanimously voted to follow the lead of California and Maryland and encourage cell phone users to drop a dime - or these days, five dollars - to candidates and campaigns.
