As California's historic drought continues, a growing number of cities and towns are taking increasingly dramatic steps to keep the taps flowing. We visit Montague in Siskyou County, half an hour south of the Oregon border. The city is desperately trying to avoid trucking water in, what one official calls a "nightmare scenario."
