The Latino population has surged to almost 50 percent in this conservative city, but Latinos are hardly represented in public office. Now, in the wake of a voting rights challenge, Escondido has joined cities from Modesto to Compton in shifting to district elections -- and this election season, two Latinas are hoping to change the face of the city's leadership.
