A stretch of coastline in Long Beach was closed Thursday after tar balls washed ashore. It's the latest Southern California beach to close because of the oily goo. While we don't know the exact cause, experts suspect it's from the oil spill in Santa Barbara County. That's where California Attorney General Kamala Harris was Thursday, to say she's weighing whether the state should bring criminal charges against the pipeline's owner-operator, Plains All American Pipeline.
