A little bit of government transparency was erased this month when Gov. Jerry Brown signed a law that will make it harder for the public to know who's getting favors from elected officials. Lawmakers will no longer have to file disclosure documents when they ask a state agency to award taxpayer-funded grants to private businesses. Those requests are part of a murky world of money that doesn't go to a lawmaker's political campaign, but rather to some cause or effort that's a pet project of the lawmaker.
