Arts education in California schools cratered during the recession. In many districts, like Los Angeles Unified, thousands of kids still get no art or music. But in some places, arts instruction is making a comeback. Nowhere is that more true than in Chula Vista, near San Diego. The elementary school district has made an unprecedented investment in the arts for its 30,000 students, going from five full-time arts teachers to about 70.
