There's no requirement that civil courts in California use interpreters, and that leaves non-English-speakers at a huge disadvantage in dealing with evictions, divorce or child custody, etc. Now the state judicial council has decided to offer free interpretation for all within two years. But where will the strapped state court system find the $92 million to do it?
