The government produced a report titled "San Diego Sector Foreign Operations Branch: Migrant Caravan FY-2019, Suspected Organizers, Coordinators, Instigators and Media," and developed more detailed dossiers that delved into personal details.
As a cartoonist, I try not to go back to the Statue of Liberty metaphor well too often, but it seemed like a perfect fit when talking about immigration and First Amendment issues.
