The U.S. government tracked journalists, activists and lawyers while investigating last year's migrant caravan, including a freelance photographer working for KQED.

The government produced a report titled "San Diego Sector Foreign Operations Branch: Migrant Caravan FY-2019, Suspected Organizers, Coordinators, Instigators and Media," and developed more detailed dossiers that delved into personal details.
