General Counsel, Senior Executive Advisor, and Corporate Secretary

Bill Lowery joined KQED in February 2008 as deputy general counsel, was appointed interim general counsel and corporate secretary in March 2010 and was promoted to the permanent position later that year. He is responsible for managing KQED's diverse legal affairs, which range from FCC regulatory issues to content licensing and distribution, intellectual property matters, contract negotiation and litigation management. He is also responsible for counseling the Board of Directors on corporate governance and compliance issues, and advising the CEO and others on a variety of matters.

Bill came to KQED from the Washington, DC, communications law firm Miller & Van Eaton, where he was a partner and the managing director of the firm's San Francisco office. He first came to the Bay Area as a law student at U.C. Hastings College of the Law, where he earned his J.D. in 1993. Following law school, he practiced as a litigation associate in the San Francisco firm Steefel, Levitt and Weiss, and later joined some former Steefel colleagues at a small startup firm, where he participated in jury and bench trials.

Bill's arrival at KQED marked a full-circle transition in his professional career, which started as an undergraduate with a production assistant position at PBS member station WOUB-TV on the campus of Ohio University. After earning a Bachelor of Science in communications there, Bill launched a television-production career that included producer-director and production manager positions at commercial stations across the country. He also holds a Master of Arts in radio and television from San Francisco State University, where he has developed and taught graduate courses in media ethics in the broadcasting and electronic communication arts department.
