"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. "content": "\u003cp>\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/03/pgelogo.gif\">\u003cimg decoding=\"async\" loading=\"lazy\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/03/pgelogo.gif\" alt=\"\" title=\"pgelogo\" width=\"68\" height=\"76\" class=\"alignleft size-full wp-image-19052\">\u003c/a> I know it’s a little late, but I just wanted to do one last wrap-up about the NTSB’s San Bruno hearings last week. \u003c/p>\n\u003cp>Because even though I like my investor-owned regulated monopolies as much as the next guy, and I’m happy with the \u003ca href=\"http://articles.sfgate.com/2011-03-01/business/28640638_1_prepaid-debit-debit-card-prepaid-card\">$25 debit card\u003c/a> PG&E recently sent my way, it was hard to be someone charged with monitoring events at the hearing without feeling a little overwhelmed by the drumbeat of damaging revelations that emerged.\u003c/p>\n\u003cp>Here’s the full boat of p.r. nightmares, in list form:\u003c/p>\n\u003cul>\n\u003cli>\u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17514619?source=pkg\">Confusion and chaos at PG&E on night of San Bruno explosion\u003c/a> (Mar 1, Bay Area News Group)\u003cbr>\n\u003cblockquote>\u003cp>On Tuesday, nearly six months after the tragedy, federal investigators released thousands of pages of documents that provide the first public look behind the scenes at the confusion, chaos and high-stakes decisions occurring in PG&E’s nerve center as the disaster raged. At first, the control center staff thought a gas station had exploded. Then, they thought it was a plane crash. Even though the flames were being shown live on Bay Area television news broadcasts from helicopters, the TV wasn’t turned on in the PG&E control room. It wasn’t until roughly an hour after the 6:11 p.m. blast that the control center workers — whose responsibilities are similar to air-traffic controllers, and who oversee thousands of miles of gas lines from Bakersfield to Oregon 24 hours a day — had a clear understanding of what had happened, \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17519664\">transcripts\u003c/a> of their calls show. \u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003c/li>\u003cli>\u003ca href=\"http://www.mercurynews.com/san-mateo-county/ci_17514608?source=pkg\">PG&E officials grilled about automatic shut-off valves\u003c/a> (Mar 1, San Jose Mercury News)\u003cbr>\n\u003cblockquote>\u003cp>Gas feeding the flames devouring a San Bruno neighborhood could have been shut off at least an hour earlier, but PG&E had decided in 2006 that adding automatic or remotely controlled shut-off valves to its natural gas pipelines did not significantly increase safety, company officials testified Tuesday… (I)n the hearing, most of the board’s attention was focused on testimony by PG&E officials about their lack of interest in automatic and remotely controlled shut-off valves. A 2006 memo by Chih-hung Lee, PG&E senior consulting gas engineer, found that the valves would have “little or no effect on increasing human safety or protecting properties” in the event of a rupture because most of the damage would occur in the first 30 seconds before shut-off valves could halt the flow of gas. “It’s frightening to me to think that’s the kind of analysis that PG&E would engage in when making an assessment on safety,” said Rep. Jackie Speier, D-Hillsborough, who attended the hearing. “It’s absolutely outrageous.”\u003c/p>\n\u003cp>Lee acknowledged that his report only used natural gas industry sources and ignored a Department of Transportation report that found that such valves could reduce damage. That report focused mainly on smaller distribution lines, rather than the sort of large transmission lines that exploded in San Bruno.\u003c/p>\u003c/blockquote>\n\u003c/li>\u003cli>\u003ca href=\"http://www.mercurynews.com/breaking-news/ci_17526435\">PG&E inspector faulted sewer work under San Bruno gas line\u003c/a> (Bay Area News Group)\u003cbr>\n\u003cblockquote>\u003cp>A PG&E inspector has expressed concerns to federal investigators about the methods used in 2008 to install a sewer line just inches below the natural gas line that erupted in San Bruno on Sept. 9, according to documents made public this week. The sewer project under investigation by the National Transportation Safety Board is of concern to some experts and government regulators in large part because the work involved a procedure that produces violent ground shaking. The inspector said the sewer line was installed without his direct oversight and closer to the gas pipe than he wanted — a claim the contractor on the job disputes in part. But the inspector ultimately concluded that the work “seemed to be OK.”\u003c/p>\u003c/blockquote>\n\u003cul>\n\u003cli>\u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/03/03/MNJU1I2BE9.DTL\">Watchdog criticizes PG&E spikings\u003c/a> (Mar 3, SF Chronicle)\u003cbr>\n\u003cblockquote>\u003cp>A top gas-safety regulator for California called Pacific Gas and Electric Co.’s practice of intentionally spiking the pressure on older urban gas pipelines “a wrong-headed approach to safety” on Wednesday, and he would not dismiss the possibility that it contributed to the deadly San Bruno explosion.\n\u003c/p>\u003c/blockquote>\n\u003c/li>\n\u003cli>\u003ca href=\"http://www.sfexaminer.com/local/2011/03/robot-camera-reveals-pipeline-flaws-wake-san-bruno-blast\">Robot camera reveals pipeline flaws in wake of San Bruno blast\u003c/a> (Mar 3, SF Examiner)\u003cbr>\n\u003cblockquote>\u003cp>A few weeks after gas pipeline 132 in San Bruno split open and spewed a deadly geyser of flames, PG&E sent a robot with a camera through the out-of-service pipelines around the break, searching for other potential hazards that had existed in it without their knowledge. And they apparently found plenty. In one dramatic case, the pipe had been punctured and hastily plugged with a makeshift patch. In another, the pipe had been dented, causing a small split in a nearby seam. In several cases, liquid sat pooled in the pipe, a problem that could lead to corrosion.\n\u003c/p>\u003c/blockquote>\n\u003c/li>\n\u003cli>\u003ca href=\"http://www.baycitizen.org/pge/story/people-will-pay-pges-pipeline-problems/\">The People Will Pay for PG&E’s Pipeline Problems\u003c/a> (Mar 3, Bay Citizen)\u003cbr>\n\u003cblockquote>\u003cp>The hearings, by the National Transportation Safety Board, revealed that the Sept. 9 explosion, which killed eight people, was caused in part by the failure of a matrix of antiquated pipes installed in the 1950s. Possible preventive actions that were discussed included replacing aging pipes; more frequent inspections; installing pipe-burrowing cameras and automatic or remote-controlled gas shutoff valves; and new leak detection systems, firefighter training and public awareness campaigns…Under California’s utility rules, customers pay for safety improvements, a tab that includes an 8.79 percent profit margin for PG&E. The safety measures already identified by the company could cost customers nearly $100 apiece in rate increases, which would be added to bills over several years if approved by the California Public Utilities Commission. Those two measures are not likely to satisfy all of the proposed new regulations, however, and final costs to customers could be much higher. \u003c/p>\u003c/blockquote>\n\u003c/li>\n\u003cli>\u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17531799\">Gas official calls San Bruno explosion ‘an anomaly’\u003c/a> (Mar 3, San Jose Mercury News)\u003cbr>\n\u003cblockquote>\u003cp>A gas trade association official created a stir Thursday when she described the San Bruno pipeline explosion as “an anomaly” during a National Transportation Safety Board fact-finding hearing into the rupture that killed eight people and destroyed 38 homes…Her response provoked a challenge from NTSB investigator Bob Trainor, who asked how it could be an anomaly when two incidents, the San Bruno blast on Sept. 9 and a 2007 explosion in Carmichael, Miss., have claimed 10 lives. Sames replied, “to me that is still an anomaly.” But she added that it’s one that has lessons for the gas industry.\u003c/p>\u003c/blockquote>\n\u003c/li>\n\u003cli>\u003ca href=\"http://www.mercurynews.com/bay-area-news/ci_17534589\">PG&E replaced San Bruno pipelines in 1993, but stopped one block short of doomed section\u003c/a> (Mar 4, San Jose Mercury News)\u003cbr>\n\u003cblockquote>\u003cp>PG&E officials were so concerned about the risk of their natural gas transmission lines bursting during an earthquake that, in 1993 and 1994, they replaced five miles of aging underground steel pipes in San Bruno. "content": "\u003cdiv class=\"post-body\">\u003cp>\u003cp>\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/03/pgelogo.gif\">\u003cimg decoding=\"async\" loading=\"lazy\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/03/pgelogo.gif\" alt=\"\" title=\"pgelogo\" width=\"68\" height=\"76\" class=\"alignleft size-full wp-image-19052\">\u003c/a> I know it’s a little late, but I just wanted to do one last wrap-up about the NTSB’s San Bruno hearings last week. \u003c/p>\n\u003cp>Because even though I like my investor-owned regulated monopolies as much as the next guy, and I’m happy with the \u003ca href=\"http://articles.sfgate.com/2011-03-01/business/28640638_1_prepaid-debit-debit-card-prepaid-card\">$25 debit card\u003c/a> PG&E recently sent my way, it was hard to be someone charged with monitoring events at the hearing without feeling a little overwhelmed by the drumbeat of damaging revelations that emerged.\u003c/p>\n\u003cp>Here’s the full boat of p.r. nightmares, in list form:\u003c/p>\n\u003cul>\n\u003cli>\u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17514619?source=pkg\">Confusion and chaos at PG&E on night of San Bruno explosion\u003c/a> (Mar 1, Bay Area News Group)\u003cbr>\n\u003cblockquote>\u003cp>On Tuesday, nearly six months after the tragedy, federal investigators released thousands of pages of documents that provide the first public look behind the scenes at the confusion, chaos and high-stakes decisions occurring in PG&E’s nerve center as the disaster raged. At first, the control center staff thought a gas station had exploded. Then, they thought it was a plane crash. Even though the flames were being shown live on Bay Area television news broadcasts from helicopters, the TV wasn’t turned on in the PG&E control room. It wasn’t until roughly an hour after the 6:11 p.m. blast that the control center workers — whose responsibilities are similar to air-traffic controllers, and who oversee thousands of miles of gas lines from Bakersfield to Oregon 24 hours a day — had a clear understanding of what had happened, \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17519664\">transcripts\u003c/a> of their calls show. \u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003c/li>\u003cli>\u003ca href=\"http://www.mercurynews.com/san-mateo-county/ci_17514608?source=pkg\">PG&E officials grilled about automatic shut-off valves\u003c/a> (Mar 1, San Jose Mercury News)\u003cbr>\n\u003cblockquote>\u003cp>Gas feeding the flames devouring a San Bruno neighborhood could have been shut off at least an hour earlier, but PG&E had decided in 2006 that adding automatic or remotely controlled shut-off valves to its natural gas pipelines did not significantly increase safety, company officials testified Tuesday… (I)n the hearing, most of the board’s attention was focused on testimony by PG&E officials about their lack of interest in automatic and remotely controlled shut-off valves. A 2006 memo by Chih-hung Lee, PG&E senior consulting gas engineer, found that the valves would have “little or no effect on increasing human safety or protecting properties” in the event of a rupture because most of the damage would occur in the first 30 seconds before shut-off valves could halt the flow of gas. “It’s frightening to me to think that’s the kind of analysis that PG&E would engage in when making an assessment on safety,” said Rep. Jackie Speier, D-Hillsborough, who attended the hearing. “It’s absolutely outrageous.”\u003c/p>\n\u003cp>Lee acknowledged that his report only used natural gas industry sources and ignored a Department of Transportation report that found that such valves could reduce damage. That report focused mainly on smaller distribution lines, rather than the sort of large transmission lines that exploded in San Bruno.\u003c/p>\u003c/blockquote>\n\u003c/li>\u003cli>\u003ca href=\"http://www.mercurynews.com/breaking-news/ci_17526435\">PG&E inspector faulted sewer work under San Bruno gas line\u003c/a> (Bay Area News Group)\u003cbr>\n\u003cblockquote>\u003cp>A PG&E inspector has expressed concerns to federal investigators about the methods used in 2008 to install a sewer line just inches below the natural gas line that erupted in San Bruno on Sept. 9, according to documents made public this week. The sewer project under investigation by the National Transportation Safety Board is of concern to some experts and government regulators in large part because the work involved a procedure that produces violent ground shaking. The inspector said the sewer line was installed without his direct oversight and closer to the gas pipe than he wanted — a claim the contractor on the job disputes in part. But the inspector ultimately concluded that the work “seemed to be OK.”\u003c/p>\u003c/blockquote>\n\u003cul>\n\u003cli>\u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/03/03/MNJU1I2BE9.DTL\">Watchdog criticizes PG&E spikings\u003c/a> (Mar 3, SF Chronicle)\u003cbr>\n\u003cblockquote>\u003cp>A top gas-safety regulator for California called Pacific Gas and Electric Co.’s practice of intentionally spiking the pressure on older urban gas pipelines “a wrong-headed approach to safety” on Wednesday, and he would not dismiss the possibility that it contributed to the deadly San Bruno explosion.\n\u003c/p>\u003c/blockquote>\n\u003c/li>\n\u003cli>\u003ca href=\"http://www.sfexaminer.com/local/2011/03/robot-camera-reveals-pipeline-flaws-wake-san-bruno-blast\">Robot camera reveals pipeline flaws in wake of San Bruno blast\u003c/a> (Mar 3, SF Examiner)\u003cbr>\n\u003cblockquote>\u003cp>A few weeks after gas pipeline 132 in San Bruno split open and spewed a deadly geyser of flames, PG&E sent a robot with a camera through the out-of-service pipelines around the break, searching for other potential hazards that had existed in it without their knowledge. And they apparently found plenty. In one dramatic case, the pipe had been punctured and hastily plugged with a makeshift patch. In another, the pipe had been dented, causing a small split in a nearby seam. In several cases, liquid sat pooled in the pipe, a problem that could lead to corrosion.\n\u003c/p>\u003c/blockquote>\n\u003c/li>\n\u003cli>\u003ca href=\"http://www.baycitizen.org/pge/story/people-will-pay-pges-pipeline-problems/\">The People Will Pay for PG&E’s Pipeline Problems\u003c/a> (Mar 3, Bay Citizen)\u003cbr>\n\u003cblockquote>\u003cp>The hearings, by the National Transportation Safety Board, revealed that the Sept. 9 explosion, which killed eight people, was caused in part by the failure of a matrix of antiquated pipes installed in the 1950s. Possible preventive actions that were discussed included replacing aging pipes; more frequent inspections; installing pipe-burrowing cameras and automatic or remote-controlled gas shutoff valves; and new leak detection systems, firefighter training and public awareness campaigns…Under California’s utility rules, customers pay for safety improvements, a tab that includes an 8.79 percent profit margin for PG&E. The safety measures already identified by the company could cost customers nearly $100 apiece in rate increases, which would be added to bills over several years if approved by the California Public Utilities Commission. Those two measures are not likely to satisfy all of the proposed new regulations, however, and final costs to customers could be much higher. \u003c/p>\u003c/blockquote>\n\u003c/li>\n\u003cli>\u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17531799\">Gas official calls San Bruno explosion ‘an anomaly’\u003c/a> (Mar 3, San Jose Mercury News)\u003cbr>\n\u003cblockquote>\u003cp>A gas trade association official created a stir Thursday when she described the San Bruno pipeline explosion as “an anomaly” during a National Transportation Safety Board fact-finding hearing into the rupture that killed eight people and destroyed 38 homes…Her response provoked a challenge from NTSB investigator Bob Trainor, who asked how it could be an anomaly when two incidents, the San Bruno blast on Sept. 9 and a 2007 explosion in Carmichael, Miss., have claimed 10 lives. Highlights of the first day's testimony center on PG&E's admission that after a 2006 review of automatic and remotely operated pipeline-shutoff valves, it decided that the devices wouldn't do much to protect life or property and that it didn't need to install them. \u003c/p>\n\u003cp>That judgment came in a memo from PG&E senior consulting engineer Chih-Hung Lee, who was setting out proposed guidelines for the utility in response to a federal law (\u003ca href=\"http://edocket.access.gpo.gov/cfr_2009/octqtr/pdf/49cfr192.935.pdf\" target=\"_blank\">CFR 49 Section 192.935\u003c/a>) that directed pipeline operators to \"take additional measures beyond those already required ... to prevent a pipeline failure and to mitigate the consequences of a pipeline failure in a high-consequence area.\" (High-consequence area? Essentially, that's anywhere a pipeline might pose a risk to human life or important infrastructure. The San Bruno neighborhood where PG&E Line 132 exploded and burned was a high-consequence area.)\u003cbr>\n\u003c!--more-->\u003cbr>\nMore specifically, Section 192.935, Paragraph (c) reads: \u003c/p>\n\u003cblockquote>\u003cp>\u003cem>\"Automatic shut-off valves (ASV) or Remote control valves (RCV)\u003c/em>. If an operator determines, based on a risk analysis, that an ASV or RCV would be an efficient means of adding protection to a high consequence area in the event of a gas release, an operator must install the ASV or RCV. In making that determination, an operator must, at least, consider the following factors—swiftness of leak detection and pipe shutdown capabilities, the type of gas being transported, operating pressure, the rate of potential release, pipeline profile, the potential for ignition, and location of nearest response personnel. \"\u003c/p>\u003c/blockquote>\n\u003cp>Lee's \u003ca href=\"http://www.ntsb.gov/Dockets/PipeLine/DCA10MP008/460475.pdf\" target=\"_blank\">findings\u003c/a> were based on a review of seven industry reports on the issue of the cost and effectiveness of automated or remote shutoff valves. \u003c/p>\n\u003cp>Based on his reading, Lee reported that most damage from a pipeline rupture \"occurs immediately (within 30 seconds) from the initial loss of containment.\" That led him to write that \"the duration of fire [following a pipeline failure] has little or nothing to do with human safety and property damage.\"\u003c/p>\n\u003cp>Lee concluded by repeating that statement and suggesting the company's policy should be to prevent pipeline failures through better design and construction methods and a more thorough and vigilant safety campaign. \u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>It doesn't appear that Lee's memo includes any explicit consideration of the factors set out in the federal law—\"swiftness of leak detection,\" \"pipe shutdown capabilities,\" \"operating pressure,\" \"the rate of potential release,\" and \"location of nearest response personnel\" all have drawn attention as actual or possible problem areas in PG&E's response to the San Bruno disaster\u003c/p>\n\u003cp>(Lee's memo drew an angry and astonished reaction from San Bruno Mayor Jim Ruane, who recalled watching the paint melt off one of the city's fire trucks as the September 9 pipeline fire burned uncontrolled for more than 90 minutes. Rep. He greeted the sold out audience at the Oakland Arena by saying, “It’s always great to be back in snowy San Francisco.”\u003cbr>\n\u003cem>–Paul Ledesma\u003c/em>\u003c/p>\n\u003cp>I was in junior high in ’76 & my dad came in that morning & said ‘if you finish breakfast fast enough you’ll have time to play in the snow before school’. There wasn’t a whole lot to play in, but enough that my younger sister and I had a great time. I also remember my science teacher Mr. White (at the now-defunct Ortega Jr. High in Sunnyvale) got the most awesome photo of a fern with snow on it from that same day; I believe it ended up in the yearbook, I’d have to go check. You definitely don’t see snow on a fragile fern very often!\u003cbr>\n\u003cem>–Jackie VerHulst, San Jose\u003c/em>\u003c/p>\n\u003cp>It must have been eight or nine years ago, and while hardly a “snow storm,” for this native Californian it was an event. \u003c/p>\n\u003cp>My kids were only four or five at the time, so this was their first “snow” and we quickly rushed them out of a warm home and into the front yard. We were soon joined by several neighbors, and made great ceremony over the few flurries blowing around. Nowhere near enough white matter to make a snowman, let alone a snowball, but it certainly made for memories.
