Don't forget to make sure the federal government has not put a crimp in your plans first.\u003c/p>\n\u003cp>Budget cuts, stemming from the federal sequester that went into effect Sunday, brought delays to East Coast airports as well as to Los Angeles International Airport over the weekend. Around the country, about 400 delays were attributed to the cuts, the Federal Aviation Administration reported.\u003c/p>\n\u003caside class=\"pullquote alignleft\">These websites give information about flight delays:\n\u003cul>\n\u003cli>\u003ca href=\"http://www.fly.faa.gov/flyfaa/swmap.jsp\">The Federal Aviation Administration\u003c/a>\u003c/li>\n\u003cli>\u003ca href=\"//www.flightview.com/TravelTools/ViewAirport.asp?airport=SMF\">FlightView\u003c/a>\u003c/li>\n\u003cli>\u003ca href=\"http://flightaware.com\">FlightAware\u003c/a>\u003c/li>\u003c/ul>\u003c/aside>\n\n\n\u003cp>The budget cuts have not affected SFO yet, said airport spokesman Doug Yakel. \"So far, we have not had delays,\" he said.\u003c/p>\n\u003cp>But federal officials \u003ca href=\"http://www.aviationweek.com/Article.aspx?id=/article-xml/awx_04_18_2013_p0-571013.xml\">named San Francisco\u003c/a> as one of the airports that could be most affected in the future. That could be because of its size (it is one of the 10 largest airports in the country) and because its runway space is relatively limited, Yakel said.\u003c/p>\n\u003cp>The Associated Press gave the background:\u003c/p>\n\u003cblockquote>\u003cp>Government budget cuts that kicked in last month are forcing the FAA and other agencies to cut their spending. FAA officials have said they have no choice but to furlough all 47,000 agency employees, including nearly 15,000 controllers. Each employee will lose one day of work every other week. So, if a lot of people call in sick or bad weather requires special procedures, the strain might become apparent.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Users of smaller airports can expect even bigger disruptions if the FAA follows through on its plan to cut funding for \u003ca href=\"http://www.faa.gov/news/media/List_of_149_FCTs_with_Date_Funding_Ceases.pdf\">149 control towers\u003c/a> nationwide, including 11 in California.\u003c/p>\n\u003cp>Those cuts were scheduled to begin April 7, but have been delayed until June 15. Around the country, about 400 delays were attributed to the cuts, the Federal Aviation Administration reported.\u003c/p>\n\u003caside class=\"pullquote alignleft\">These websites give information about flight delays:\n\u003cul>\n\u003cli>\u003ca href=\"http://www.fly.faa.gov/flyfaa/swmap.jsp\">The Federal Aviation Administration\u003c/a>\u003c/li>\n\u003cli>\u003ca href=\"//www.flightview.com/TravelTools/ViewAirport.asp?airport=SMF\">FlightView\u003c/a>\u003c/li>\n\u003cli>\u003ca href=\"http://flightaware.com\">FlightAware\u003c/a>\u003c/li>\u003c/ul>\u003c/aside>\n\n\n\u003cp>The budget cuts have not affected SFO yet, said airport spokesman Doug Yakel. \"So far, we have not had delays,\" he said.\u003c/p>\n\u003cp>But federal officials \u003ca href=\"http://www.aviationweek.com/Article.aspx?id=/article-xml/awx_04_18_2013_p0-571013.xml\">named San Francisco\u003c/a> as one of the airports that could be most affected in the future. That could be because of its size (it is one of the 10 largest airports in the country) and because its runway space is relatively limited, Yakel said.\u003c/p>\n\u003cp>The Associated Press gave the background:\u003c/p>\n\u003cblockquote>\u003cp>Government budget cuts that kicked in last month are forcing the FAA and other agencies to cut their spending. FAA officials have said they have no choice but to furlough all 47,000 agency employees, including nearly 15,000 controllers. Each employee will lose one day of work every other week. But the “$2.1 million recovery described in the DOT report would not have an appreciable effect on SFO,” he said.\u003c/p>\n\u003cp>The airport repaid $137,000 to the Transportation Security Administration after \u003ca href=\"http://bayc.it/dKQ2/\" target=\"_blank\">a 2011 audit\u003c/a> found it had made $303,000 in questionable payments to a construction management firm with funds that were intended for a baggage inspection system.\u003c/p>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>Yakel said that the earlier misuse of baggage system funds was the result of a “recording error” and the amount repaid totaled less than 1 percent of the stimulus award. The airport had received $15.3 million from the Transit Safety Administration for baggage screening equipment.\u003c/p>\n\u003cp>Taking back improperly used stimulus money is a rare occurrence, said Craig Jennings of the watchdog group OMB Watch.\u003c/p>\n\u003cp>“You just don't see that a lot,” said Jennings. “I would like to think it had a lot to do with the transparency requirements in the law.”\u003c/p>\n\u003cp>Misuse of funds allocated by the Department of Transportation, which distributes federal dollars for transportation projects across the country, is a broader issue, according to the inspector general, an independent watchdog for the transportation department.\u003c/p>\n\u003cp>Although the department has improved in recent years, there are still improper payments slipping through the cracks, the inspector general said in its November report. That includes an estimated $31 million given to airports across the country for improvements.\u003c/p>\n\u003cp>“Reduction and recovery of improper payments are longstanding challenges for DOT,” the report said.\u003c/p>\n\u003cp>The inspector general estimated in 2011 that Department of Transportation made $450 million in improper payments in its federal highway aid program. The department distributes about $60 billion each year.\u003c/p>\n\u003cp>Justin Nisly, a spokesman for the department, said it had a \"strong record of oversight.\"\u003c/p>\n\u003cp>Last year, the Department of Transportation reviewed 90 percent of its financial programs and found an error rate of “less than 1 percent,” Nisly said.\u003c/p>\n\u003cp>“Within that rate, the majority of improper payments was due primarily to individual errors in project paperwork, such as administrative or documentation mistakes, rather than improper use of funds,” he said.\u003c/p>\n\u003cp>The $14.5 million in stimulus money went to resurface two runways, reconstruct sections of the runways, upgrade the lighting with LED lights, repaint the runway markings and improve drainage, according to a \u003ca href=\"http://www.faa.gov/news/press_releases/news_story.cfm?newsId=11797&print=go\" target=\"_blank\">2010 press release \u003c/a>from the FAA.\u003c/p>\n\u003cp>Spokesmen for the airport, the Department of Transportation and the inspector general’s office declined to comment on the nature of the airport’s unauthorized construction.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Nisly declined to comment on what would become of the $2.1 million to be returned by the airport, saying the matter was being still being investigated by the inspector general.\u003c/p>\n\n",

But the “$2.1 million recovery described in the DOT report would not have an appreciable effect on SFO,” he said.\u003c/p>\n\u003cp>The airport repaid $137,000 to the Transportation Security Administration after \u003ca href=\"http://bayc.it/dKQ2/\" target=\"_blank\">a 2011 audit\u003c/a> found it had made $303,000 in questionable payments to a construction management firm with funds that were intended for a baggage inspection system.\u003c/p>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>Yakel said that the earlier misuse of baggage system funds was the result of a “recording error” and the amount repaid totaled less than 1 percent of the stimulus award. The airport had received $15.3 million from the Transit Safety Administration for baggage screening equipment.\u003c/p>\n\u003cp>Taking back improperly used stimulus money is a rare occurrence, said Craig Jennings of the watchdog group OMB Watch.\u003c/p>\n\u003cp>“You just don't see that a lot,” said Jennings. “I would like to think it had a lot to do with the transparency requirements in the law.”\u003c/p>\n\u003cp>Misuse of funds allocated by the Department of Transportation, which distributes federal dollars for transportation projects across the country, is a broader issue, according to the inspector general, an independent watchdog for the transportation department.\u003c/p>\n\u003cp>Although the department has improved in recent years, there are still improper payments slipping through the cracks, the inspector general said in its November report. That includes an estimated $31 million given to airports across the country for improvements.\u003c/p>\n\u003cp>“Reduction and recovery of improper payments are longstanding challenges for DOT,” the report said.\u003c/p>\n\u003cp>The inspector general estimated in 2011 that Department of Transportation made $450 million in improper payments in its federal highway aid program. The department distributes about $60 billion each year.\u003c/p>\n\u003cp>Justin Nisly, a spokesman for the department, said it had a \"strong record of oversight.\"\u003c/p>\n\u003cp>Last year, the Department of Transportation reviewed 90 percent of its financial programs and found an error rate of “less than 1 percent,” Nisly said.\u003c/p>\n\u003cp>“Within that rate, the majority of improper payments was due primarily to individual errors in project paperwork, such as administrative or documentation mistakes, rather than improper use of funds,” he said.\u003c/p>\n\u003cp>The $14.5 million in stimulus money went to resurface two runways, reconstruct sections of the runways, upgrade the lighting with LED lights, repaint the runway markings and improve drainage, according to a \u003ca href=\"http://www.faa.gov/news/press_releases/news_story.cfm?newsId=11797&print=go\" target=\"_blank\">2010 press release \u003c/a>from the FAA.\u003c/p>\n\u003cp>Spokesmen for the airport, the Department of Transportation and the inspector general’s office declined to comment on the nature of the airport’s unauthorized construction.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Nisly declined to comment on what would become of the $2.1 million to be returned by the airport, saying the matter was being still being investigated by the inspector general.\u003c/p>\n\n\u003c/div>\u003c/p>",

"content": "\u003cp>Rageh al-Murisi made his first appearance in San Francisco's Federal Court today after being arrested for charging a cockpit door on a San Francisco-bound flight.\u003c/p>\n\u003cp>The government laid out some of its case against al-Murisi. Assistant US Attorney Elise Becker said he came down the aisle from the back of the plane chanting \"Allah Akbar\" - God is Great - as he tried to barge into the cockpit.\u003c/p>\n\u003cp>Becker said al-Murisi began his journey in New York and said he was headed to visit relatives in Vallejo. His relatives in Vallejo said they had no knowledge of the visit. Becker also told the judge that al-Murisi had no baggage and traveled with $47 cash and a pair of sunglasses.\u003c/p>\n\u003cp>More details the government laid out before the judge:\u003c/p>\n\u003cul>\n\u003cli>Al-Murisi entered the country on an immigrant visa in January 2010. He has a permanent residency card.\u003c/li>\n\u003cli>They believe he held a job in New York at some point although they didn’t have more detail.\u003c/li>\n\u003cli>Al-Murisi was traveling with a number of identification cards, some valid and some expired, including 2 New York State learner’s permits, a New York State drivers license issued last month, and an expired California ID card with his Vallejo relative’s address\u003c/li>\n\u003cli>He used the address of his relatives in Vallejo as his stated address when he entered the country.\u003c/li>\n\u003c/ul>\n\u003cp>After al-Murisi was led back into custody, his cousin from Vallejo, 25-year-old Ahmed al-Moraissi spoke to reporters outside the courtroom. He confirmed that the family hadn’t know about al-Murisi’s visit, but maintained he was not a threat.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>“He’s a normal guy he has no intentions of hurting nobody. I don’t know what happened on the plane,” said al-Moraissi. He went on to say that his cousin’s actions on the plane “didn’t make sense. When I first heard it, I didn’t believe it.”\u003c/p>\n\u003cp>He did say that his cousin had been a math teacher in Yemen.\u003c/p>\n\u003cp>In the hearing, Rageh al-Murisi mostly looked downward. Assistant US Attorney Elise Becker said he came down the aisle from the back of the plane chanting \"Allah Akbar\" - God is Great - as he tried to barge into the cockpit.\u003c/p>\n\u003cp>Becker said al-Murisi began his journey in New York and said he was headed to visit relatives in Vallejo. His relatives in Vallejo said they had no knowledge of the visit. Becker also told the judge that al-Murisi had no baggage and traveled with $47 cash and a pair of sunglasses.\u003c/p>\n\u003cp>More details the government laid out before the judge:\u003c/p>\n\u003cul>\n\u003cli>Al-Murisi entered the country on an immigrant visa in January 2010. He has a permanent residency card.\u003c/li>\n\u003cli>They believe he held a job in New York at some point although they didn’t have more detail.\u003c/li>\n\u003cli>Al-Murisi was traveling with a number of identification cards, some valid and some expired, including 2 New York State learner’s permits, a New York State drivers license issued last month, and an expired California ID card with his Vallejo relative’s address\u003c/li>\n\u003cli>He used the address of his relatives in Vallejo as his stated address when he entered the country.\u003c/li>\n\u003c/ul>\n\u003cp>After al-Murisi was led back into custody, his cousin from Vallejo, 25-year-old Ahmed al-Moraissi spoke to reporters outside the courtroom. He confirmed that the family hadn’t know about al-Murisi’s visit, but maintained he was not a threat.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

How can TSA claim that air travel is safe when they can’t even keep thousands of pounds of marijuana and hundreds of pounds of cocaine off our commercial aircraft as shown in the arrest in Puerto Rico in October 2010? They can’t and punishing the Patriot Pilot is not going to make the sky’s any safer, either.
