"bio": "Amanda joined KQED Science’s engagement team as a Senior Audience Engagement Strategist in the spring of 2019. She has helped craft messaging around wildfires, the coronavirus pandemic, climate change and many other stories. She has also brought KQED Science to new platforms such as Reddit’s Ask Me Anything series. Prior to joining KQED Science, Amanda spent seven years as an engagement producer with Forum, KQED’s daily live call-in show. She got her start in radio at KALW's weekly call in show, City Visions, before going on to an internship and stint at NPR's Talk of the Nation.\r\n\r\nPrior to journalism, Amanda taught English at Lowell High School. She's a native of Petaluma and currently lives under the \"South San Francisco the Industrial City\" sign in South City. She believes that engagement is vital to news’s future and that good journalism listens as much as it asks questions.",

Sure, \u003ca href=\"http://articles.sfgate.com/2010-09-28/bay-area/24100350_1_hot-weather-record-setting-heat-hot-spots\" target=\"_blank\" rel=\"noopener\">the record breaking temperatures\u003c/a> might have something to do with it (okay, probably a lot) but the fact that today marks the first day of the regular season for Major League Baseball can’t merely be a coincidence.\u003c/p>\n\u003cp>\u003cem>Update\u003c/em>\u003cbr>\n\u003ca href=\"http://oakland.athletics.mlb.com/index.jsp?c_id=oak\" target=\"_blank\" rel=\"noopener\">The A’s\u003c/a> host Seattle \u003cdel>tonight\u003c/del> Friday — first pitch is set for 7:05 p.m. (Looks like I was so excited for the A’s to start that I sped up their home opener by a day. Brown’s \u003ca href=\"http://articles.latimes.com/2011/jan/15/local/la-me-local-budget-20110115\">proposal\u003c/a> to eliminate hundreds of redevelopment agencies around the state. This \u003ca href=\"http://www.signonsandiego.com/news/2011/jan/15/panelists-split-ending-redevelopment-agencies/\">article\u003c/a> from the San Diego Union-Tribune describes the plan in capsule:\u003c/p>\n\u003cblockquote>\u003cp>Gov. Jerry Brown issued his budget for 2011-12 this week and one of the many proposals was eliminating local redevelopment agencies and redistributing the money back to counties, schools, cities and other special districts – after sending the surplus for one year to the state.\u003c/p>\n\u003cp>Redevelopment bond payments and other obligations would continue, but future economic development projects could be funded by bonds with 55 percent of voter approval, down from the current 66.7 percent requirement. Kevin Johnson’s been quoted as saying “Those dollars are catalytic, they create jobs, they do some amazing things.” Chuck Reed’s stated, “Given the difficult times California is in, I am shocked that Sacramento is looking to eliminate the only tools we have to spur job creation, increase tax revenues, and induce economic growth.” \u003c/p>\n\u003cp>And KQED’s John Myers is now tweeting various other \u003ca href=\"http://twitter.com/#!/KQED_CapNotes/status/30401192337084416\">expressions \u003c/a>of consternation from different mayors at the confab…\u003c/p>\n\u003cp>As for the governor, the \u003ca href=\"http://latimesblogs.latimes.com/california-politics/2011/01/jerry-brown-to-big-city-mayors-redevelopment-money-is-not-there.html\">LA Times\u003c/a> has this report about a press conference Brown gave today:\u003c/p>\n\u003cblockquote>\u003cp>Striking a strident tone in an afternoon press conference, Brown called the redevelopment agencies a “piggy bank” that the state needs to crack open to fund education and local services as California grapples with a $25-billion deficit. He said shutting down the state’s nearly 400 municipal redevelopment agencies is a crucial part of his budget proposal and will save $1.7 billion.\u003c/p>\n\u003cp>Cities across the state have angrily denounced the idea as they rush to squirrel away redevelopment dollars in ways that would shield the funds from any state raids.\u003c/p>\n\u003cp>Brown challenged the mayors to find alternative spending cuts if they want to keep redevelopment alive. “My message is: If not you, who?” Brown said.\u003c/p>\u003c/blockquote>\n\u003cp>So what are these redevelopment funds anyway? Here’s a \u003ca href=\"http://www.calredevelop.org/tools/what_is_redevelopment.aspx\">primer\u003c/a> from the California Redevelopment Association. While keeping in mind that the group is a trade association \u003ca href=\"http://www.calredevelop.org/external/wcpages/wcwebcontent/webcontentpage.aspx?contentid=438\">fighting\u003c/a> Brown’s proposal tooth and nail, you can still get a decent overview of the redevelopment process. \u003c/p>\n\u003cblockquote>\u003cp>\n\u003cem>What is redevelopment?\u003c/em>\u003cbr>\nRedevelopment is a process authorized under California law that enables local government entities to revitalize deteriorated and blighted areas in their jurisdictions. Redevelopment agencies develop a plan and provide the initial funding to launch revitalization of identified areas. In doing so, redevelopment encourages and attracts private sector investment that otherwise wouldn’t occur…\u003c/p>\n\u003cp>\u003cem>What is a redevelopment agency?\u003c/em>\u003cbr>\nState law gives a local government (city or county) the authority to form a redevelopment agency with the specific goal of revitalizing deteriorated areas. There are 397 active redevelopment agencies throughout California, all of which are overseen by the local city council, county board of supervisors or a separate appointed board — all accountable to the public. Because they are locally governed and their boards are comprised of local elected or appointed officials, redevelopment agencies are in the best position to work with local citizens and businesses to identify community needs and to work with private investors on local projects to meet those needs….\u003c/p>\n\u003cp>\u003cem>How are redevelopment agencies funded?\u003c/em>\u003cbr>\nRedevelopment agencies do not levy taxes and do not have the ability to raise taxes. They receive a portion of the property tax revenues generated when property values rise as a result of new investment. When redevelopment agencies improve deteriorated areas, property values within those areas rise, thus increasing property tax revenues. The increased property taxes resulting from redevelopment activity are referred to as “tax increment.” State law allows redevelopment agencies to pledge tax increment so that they can repay bonds and other types of debt incurred to make investments in project areas. In essence, redevelopment agencies fund themselves when they make improvements to their communities. They stimulate increases in property values that otherwise would not have occurred.\n\u003c/p>\u003c/blockquote>\n\u003cp>Here are different \u003ca href=\"http://www.signonsandiego.com/news/2011/jan/15/panelists-split-ending-redevelopment-agencies/\">views\u003c/a> of Brown’s proposal, pro and con, of some academics, officials, and economists, published in the San Diego Union Tribune. Two below:\u003c/p>\n\u003cblockquote>\u003cp>(I)n practice the benefits of public redevelopment subsidies are often captured by private developers, while the costs are borne by local residents. And if the taxes needed to pay for the programs end up forcing businesses and jobs to leave the state, it is hard to argue that this is a net benefit for the local economy. –James Hamilton, University of California San Diego\u003c/p>\n\u003cp>Redevelopment agencies are an important tool for public officials to promote local economic development, so eliminating them would reduce the options to boost local economies. Sending the surplus for one year to the state would also take money out of local economies, which would hurt in this economic environment. This shows though how desperate the state budget situation is.\u003cbr>\n–Alan Gin, University of San Diego\u003c/p>\n\u003c/blockquote>\n\u003cp>Get it? Well, a lot more entertaining than all of this is Brown’s Jan 19 \u003ca href=\"http://www.youtube.com/watch?v=_VR2eKJWt48&feature=player_embedded\">address\u003c/a> to the League of California Cities, which — \u003ca href=\"http://www.cacities.org/index.jsp?zone=locc&previewStory=28355\">guess what\u003c/a> — doesn’t much like his plan either. As Brown said at the beginning of his speech, “Everybody eaten already? Because you look a little hungry to me.” \u003c/p>\n\u003cp>He then goes on, speaking about the desperate financial straits of government in general these days: “It’s very difficult at the city, the county, the state, or the federal government to look truth in the eye and say okay, there it is, let’s deal with it honestly…I’m willing to walk down that road hopefully with as many of you as possible, or walk there myself.”\u003c/p>\n\u003cdiv style=\"text-align: center\">\u003ciframe loading=\"lazy\" width=\"425\" height=\"349\" src=\"http://www.youtube.com/embed/_VR2eKJWt48\" frameborder=\"0\">\u003c/iframe>\u003c/div>\n\u003cp>\u003c/p>\n\u003cbr>\nLooks like the latter. Cities have been \u003ca href=\"http://www.mercurynews.com/breaking-news/ci_17196434\">maneuvering\u003c/a> to protect the funds and \u003ca href=\"http://www.mercurynews.com/breaking-news/ci_17196434\">expedite\u003c/a> projects before the well runs dry. Meanwhile, state Controller John Chiang has announced plans to \u003ca href=\"http://www.latimes.com/news/local/la-me-redevelopment-20110125,0,7355022.story\">audit\u003c/a> 18 redevelopment agencies, \u003ca href=\"http://www.sco.ca.gov/eo_pressrel_controller_launches_rda_review.html\">including\u003c/a> San Jose, Fremont, Hercules, and Sacramento County. \n\u003cp>[ad floatright]\u003c/p>\n\u003cp>Looks like the fight has just begun…\u003c/p>\n\n",

In doing so, redevelopment encourages and attracts private sector investment that otherwise wouldn’t occur…\u003c/p>\n\u003cp>\u003cem>What is a redevelopment agency?\u003c/em>\u003cbr>\nState law gives a local government (city or county) the authority to form a redevelopment agency with the specific goal of revitalizing deteriorated areas. There are 397 active redevelopment agencies throughout California, all of which are overseen by the local city council, county board of supervisors or a separate appointed board — all accountable to the public. Because they are locally governed and their boards are comprised of local elected or appointed officials, redevelopment agencies are in the best position to work with local citizens and businesses to identify community needs and to work with private investors on local projects to meet those needs….\u003c/p>\n\u003cp>\u003cem>How are redevelopment agencies funded?\u003c/em>\u003cbr>\nRedevelopment agencies do not levy taxes and do not have the ability to raise taxes. They receive a portion of the property tax revenues generated when property values rise as a result of new investment. When redevelopment agencies improve deteriorated areas, property values within those areas rise, thus increasing property tax revenues. The increased property taxes resulting from redevelopment activity are referred to as “tax increment.” State law allows redevelopment agencies to pledge tax increment so that they can repay bonds and other types of debt incurred to make investments in project areas. In essence, redevelopment agencies fund themselves when they make improvements to their communities. They stimulate increases in property values that otherwise would not have occurred.\n\u003c/p>\u003c/blockquote>\n\u003cp>Here are different \u003ca href=\"http://www.signonsandiego.com/news/2011/jan/15/panelists-split-ending-redevelopment-agencies/\">views\u003c/a> of Brown’s proposal, pro and con, of some academics, officials, and economists, published in the San Diego Union Tribune. Two below:\u003c/p>\n\u003cblockquote>\u003cp>(I)n practice the benefits of public redevelopment subsidies are often captured by private developers, while the costs are borne by local residents. And if the taxes needed to pay for the programs end up forcing businesses and jobs to leave the state, it is hard to argue that this is a net benefit for the local economy. –James Hamilton, University of California San Diego\u003c/p>\n\u003cp>Redevelopment agencies are an important tool for public officials to promote local economic development, so eliminating them would reduce the options to boost local economies. Sending the surplus for one year to the state would also take money out of local economies, which would hurt in this economic environment. Well, a lot more entertaining than all of this is Brown’s Jan 19 \u003ca href=\"http://www.youtube.com/watch?v=_VR2eKJWt48&feature=player_embedded\">address\u003c/a> to the League of California Cities, which — \u003ca href=\"http://www.cacities.org/index.jsp?zone=locc&previewStory=28355\">guess what\u003c/a> — doesn’t much like his plan either. As Brown said at the beginning of his speech, “Everybody eaten already? But one of those attractions is gone and a new irritation has appeared. It used to be free. Now, with the Bay Area Toll Authority charging carpools at the Bay Bridge toll plaza (the charge is $2.50 and recorded via FasTrak), “free” is largely a thing of the past and some drivers are actually kind of pushy about getting their dough. \u003c/p>\n\u003cp>Soon after the carpool toll went into effect, I climbed into a car headed for the Civic Center one morning. “Toll” was the last thing on my mind. “Seventy-five cents or a dollar,” the driver chirped before we pulled away from the curb. Huh. That struck me as a little forward. But I complied. Her car, her rules. (Not to say there’s not a debate to be had about the exchange of value here. The greatest service the riders do the drivers is allow them to avoid an often hellacious traffic jam at the bridge. So why ask for money? Also, if you’re going to charge for tolls, why not gas and insurance, too? Not that I want to give anyone an idea.)\u003c/p>\n\u003cp>A few months later, after a long stint of night-only work during which I never used the carpool, I was at the Civic Center line again. I got into the car that was apparently first in line. The driver was nowhere to be seen. It turned out she was chatting with some friends in another car as the line of cars grew. Eventually, she showed up. “Seventy-five cents or a dollar,” she said. Her again. I was actually, how shall I say it, \u003cem>nettled\u003c/em>. Her request was reasonable, for sure. Her approach was a turn-off, even though she was not saying the ride depended on her getting paid. It was just—how about saying “good morning” before you start shaking down your passengers?\u003c/p>\n\u003cp> Of course, I was also a little nonplussed because I didn’t actually have any cash on me. Eventually, I recalled I had a card for a free cup of Peet’s coffee. I asked her whether she’d like that in lieu of a cash payment. To my surprise, she was delighted with that. “I love coffee!” she enthused.
