"content": "\u003cp>Fire officials and bike advocates are warning people to take precautions when buying, charging and storing \u003ca href=\"https://www.kqed.org/news/tag/e-bikes\">e-bikes\u003c/a> following the death of a man who tried to extinguish a battery fire in the \u003ca href=\"https://www.kqed.org/news/tag/south-bay\">South Bay\u003c/a> last week.\u003c/p>\n\u003cp>As the popularity of e-bikes grows, so does the risk of fires from damaged, failing or lower-quality battery packs that power them. Taking safety measures, such as never leaving an e-bike charging unattended, can help reduce the likelihood of a fire, injuries or death if the batteries do ignite, officials said.\u003c/p>\n\u003cp>“All across the country, we’re seeing a rapid increase in lithium-ion battery fires,” San José Fire Department Battalion Chief Jeff Fielding said Monday during a news conference. “It is becoming a much more common problem.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Around 8:30 a.m. on Friday, fire officials received reports of a fire in an apartment on Norwalk Drive in West San José. Firefighters arrived to find one person collapsed in a hallway, and another who had escaped the fire.\u003c/p>\n\u003cp>According to the incident report from SJFD, a woman who lived in the apartment told fire investigators she heard “buzzing and popping” coming from the e-bike, and it immediately caught fire, looking like “it had fireworks coming from it.”\u003c/p>\n\u003cp>The woman ran to the balcony, while a man came out of a bedroom and tried to extinguish the fire amid thick smoke. And one of the biggest topics this time around is the use of Artificial Intelligence.\u003c/p>\n\u003cp>\u003ca href=\"https://variety.com/2026/film/news/sag-aftra-amptp-studio-talks-media-blackout-1236657118/\">“SAG-AFTRA was way out in front on this topic, way back in 2018, 2019,”\u003c/a> said Variety Senior Media Reporter Gene Maddaus. “They’ve been warning about what this could mean for performers and now it’s only gotten more urgent with all of the developments that have occurred in the last months. These advances in AI are just coming leaps and bounds and it creates a real problem for workers. Performers having potentially viable careers in an era where you can just sort of push a button and create a performance.”\u003c/p>\n\u003cp>During the last contract negotiations, SAG-AFTRA, the union representing actors and performers, received some safeguards from AI. “Really, the focus in 2023 was on consent and compensation, and what they were sort of going for was if you’re going to use my image, my likeness, then it’s going to be with my permission and I’m going to get a cut of it,” Maddaus said. “What they didn’t get was really any protection around a synthetic actor — that would be a performer that doesn’t resemble any actor, a living person. And so that has become more of an issue as the technology has advanced. Now they can sort of put all the performances in the world and into a soup and create a performance out of that that doesn’t really resemble any one person. They will be held accountable. The license plate will be clear. We ‘ll know who violated the rules of the road. And we’ll be able to hold them accountable. "content": "\u003cp>As the \u003ca href=\"https://www.kqed.org/news/12050242/marin-moves-forward-with-ban-on-some-e-bikes-for-youth-as-research-into-safety-continues\">popularity of e-bikes\u003c/a> surges across California, the number of doppelgangers, like e-mopeds and e-motorcycles, capable of reaching speeds beyond legal limits, complicate efforts to improve safety and reduce related accidents, according to \u003ca href=\"https://transweb.sjsu.edu/research/2423-Electric-Bicycle-Safety-Data-Policy\">a recent report\u003c/a> commissioned by the California Legislature.\u003c/p>\n\u003cp>In \u003cem>Exploring Electric Bicycle Safety Performance Data and Policy Options for California\u003c/em>, published by the Mineta Transportation Institute at San José State University, researchers sought to provide recommendations to state lawmakers that would expand e-bike use and protect public safety.\u003c/p>\n\u003cp>But as researchers studied the safety risks of riding e-bikes relative to other modes of travel, they encountered a “major stumbling block”: It’s highly likely that many of the electric bicycles involved in crashes aren’t legal e-bikes, but rather would be classified as e-motorcycles and e-mopeds, which can reach speeds of around 38 mph, according to Asha Weinstein Agrawal, a professor of urban and regional planning at SJSU and one of the report’s authors.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>“ There are all kinds of devices out there, and some of them fit California’s very specific legal definition of what an e-bike is, but many of them don’t,” Agrawal said.\u003c/p>\n\u003cp>E-bikes in California are divided into three categories: Class I, II and III, based on the motor’s maximum speed (20 or 28 miles per hour) and how the rider engages the motor, either by pedaling or using a throttle.\u003c/p>\n\u003cfigure id=\"attachment_12051119\" class=\"wp-caption aligncenter\" style=\"max-width: 2000px\">\u003ca href=\"https://cdn.kqed.org/wp-content/uploads/sites/10/2025/08/250731-MARINEBIKES-01-KQED.jpg\">\u003cimg loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-12051119\" src=\"https://cdn.kqed.org/wp-content/uploads/sites/10/2025/08/250731-MARINEBIKES-01-KQED.jpg\" alt=\"\" width=\"2000\" height=\"1333\" srcset=\"https://cdn.kqed.org/wp-content/uploads/sites/10/2025/08/250731-MARINEBIKES-01-KQED.jpg 2000w, https://cdn.kqed.org/wp-content/uploads/sites/10/2025/08/250731-MARINEBIKES-01-KQED-160x107.jpg 160w, https://cdn.kqed.org/wp-content/uploads/sites/10/2025/08/250731-MARINEBIKES-01-KQED-1536x1024.jpg 1536w\" sizes=\"auto, (max-width: 2000px) 100vw, 2000px\">\u003c/a>\u003cfigcaption class=\"wp-caption-text\">Professor Asha Weinstein Agrawal stands near her home in Palo Alto on July 31, 2025. Dave Min, an Orange County Democrat, who at the time was a state senator.\u003c/p>\n\u003cp>“E-bikes are convenient and play an important role in helping to reduce carbon emissions,” Min wrote in a legislative analysis of the bill. “But, the rise in the popularity and use of e-bikes also creates new challenges, which requires us to rethink the rules that keep our roads safe. The report analyzed California emergency room data from 2023 and found that for each reported e-bike injury, there were nine times more people injured by conventional bikes and 60 times more people injured in motor vehicle incidents.\u003c/p>\n\u003cp>When e-bike injuries do occur, riders have somewhat more severe outcomes than those on conventional bicycles on average, and people injured and killed on e-bikes tend to be older than those in incidents with conventional bicycles, according to the report.\u003c/p>\n\u003cp>Bob Mittelstaedt, co-founder of the e-bike advocacy group \u003ca href=\"https://www.ebikeaccess.org/\">E-bike Access\u003c/a>, called these high-powered devices “e-motorcycles.” He said safety concerns associated with these e-motos lead to “bike-lash,” or whiplash, against e-bikes.[aside postID=news_12050242 hero='https://cdn.kqed.org/wp-content/uploads/sites/10/2025/08/250805-MARINEBIKES-03-KQED-1.jpg']Last year, Mittelstaedt conducted surveys of the kinds of e-bikes parked at 19 different middle and high schools in Marin and San Mateo County. His findings, in coordination with the San Mateo County Office of Education Safe Routes to School Program, showed that 88% of the electric devices parked at schools did not comply with California’s three-class system for e-bikes, meaning they had more power than legally allowed, and more closely resembled e-motorcycles or e-mopeds.\u003c/p>\n\u003cp>“It’s not just a technical, legal issue. It’s a matter of literally life and death for these kids,” said Mittelstaedt, who owns two e-bikes himself, and whose work was featured in the state report.\u003c/p>\n\u003cp>Last year, \u003ca href=\"https://www.kqed.org/news/12050242/marin-moves-forward-with-ban-on-some-e-bikes-for-youth-as-research-into-safety-continues\">Marin County began enforcing a pilot program\u003c/a> that bans children under 16 years old from operating a class II e-bike, after a reported rise in e-bike crashes among youth in the county. County officials and public health professionals in Marin County have brought attention to a spike in e-bike-related crashes in the county in recent years.\u003c/p>\n\u003cp>The crux of efforts to address e-bike safety lies in the classification of e-bikes and related devices, said Ash Lovell, vice president of government relations at People for Bikes, the trade association for the bicycle industry in the United States.\u003c/p>\n\u003cp>“Our main offensive state-level policy priority right now is defining what is not an e-bike,” Lovell said.\u003c/p>\n\u003cp>People for Bikes is developing model legislation that would define and regulate an e-motorcycle, and legislators from 15 states, including California, have expressed interest, Lovell said.\u003c/p>\n\u003cp>The SJSU report makes several recommendations aimed at improving safety — including restrictions on the capabilities of e-bikes sold in the state, driver’s license requirements for e-motos or e-mopeds, disclosure requirements for retailers and producing more high-quality bicycle infrastructure in the state.\u003c/p>\n\u003cp>“ I strongly believe we should allow e-bikes,” Agrawal said. “But we need to clarify what we mean by e-bike and define it in a way that is safe for everybody to ride.”\u003c/p>\n\u003cp>\u003c/p>\n",

The report analyzed California emergency room data from 2023 and found that for each reported e-bike injury, there were nine times more people injured by conventional bikes and 60 times more people injured in motor vehicle incidents.\u003c/p>\n\u003cp>When e-bike injuries do occur, riders have somewhat more severe outcomes than those on conventional bicycles on average, and people injured and killed on e-bikes tend to be older than those in incidents with conventional bicycles, according to the report.\u003c/p>\n\u003cp>Bob Mittelstaedt, co-founder of the e-bike advocacy group \u003ca href=\"https://www.ebikeaccess.org/\">E-bike Access\u003c/a>, called these high-powered devices “e-motorcycles.” He said safety concerns associated with these e-motos lead to “bike-lash,” or whiplash, against e-bikes.\u003c/p>\u003c/div>",

His findings, in coordination with the San Mateo County Office of Education Safe Routes to School Program, showed that 88% of the electric devices parked at schools did not comply with California’s three-class system for e-bikes, meaning they had more power than legally allowed, and more closely resembled e-motorcycles or e-mopeds.\u003c/p>\n\u003cp>“It’s not just a technical, legal issue. It’s a matter of literally life and death for these kids,” said Mittelstaedt, who owns two e-bikes himself, and whose work was featured in the state report.\u003c/p>\n\u003cp>Last year, \u003ca href=\"https://www.kqed.org/news/12050242/marin-moves-forward-with-ban-on-some-e-bikes-for-youth-as-research-into-safety-continues\">Marin County began enforcing a pilot program\u003c/a> that bans children under 16 years old from operating a class II e-bike, after a reported rise in e-bike crashes among youth in the county. County officials and public health professionals in Marin County have brought attention to a spike in e-bike-related crashes in the county in recent years.\u003c/p>\n\u003cp>The crux of efforts to address e-bike safety lies in the classification of e-bikes and related devices, said Ash Lovell, vice president of government relations at People for Bikes, the trade association for the bicycle industry in the United States.\u003c/p>\n\u003cp>“Our main offensive state-level policy priority right now is defining what is not an e-bike,” Lovell said.\u003c/p>\n\u003cp>People for Bikes is developing model legislation that would define and regulate an e-motorcycle, and legislators from 15 states, including California, have expressed interest, Lovell said.\u003c/p>\n\u003cp>The SJSU report makes several recommendations aimed at improving safety — including restrictions on the capabilities of e-bikes sold in the state, driver’s license requirements for e-motos or e-mopeds, disclosure requirements for retailers and producing more high-quality bicycle infrastructure in the state.\u003c/p>\n\u003cp>“ I strongly believe we should allow e-bikes,” Agrawal said. “But we need to clarify what we mean by e-bike and define it in a way that is safe for everybody to ride.”\u003c/p>\n\u003cp>\u003c/p>\n\u003c/div>\u003c/p>",

Growing up in \u003ca href=\"https://www.kqed.org/news/tag/san-francisco\">San Francisco\u003c/a> with parents who migrated from Mexico and El Salvador, she said she wasn’t exposed to much information about college. “I had no idea how to even declare a major. I didn’t really even know where to look,” said the 21-year-old speaking from campus, where graduation celebrations often include mariachi bands and taco bars.\u003c/p>\n\u003cp>Perez Rojas knew of Saint Mary’s because her older brother had attended — which gave her the confidence that she could find support as a first-generation college student. More than one-third of St. Mary’s students are Latino, and the school is designated a Hispanic Serving Institution, a federal program that allows colleges to apply for grants if at least 25% of their students identify as Hispanic. “I’ve been able to meet great mentors who also fit that description of being first generation, and far beyond being able to see myself through them, they want to see people like myself succeed,” Perez Rojas said.\u003c/p>\n\u003cp>There are 171 Hispanic-Serving Institutions in California — the most of any state — and they have long relied on federal funding to \u003ca href=\"https://www.kqed.org/news/12057033/california-faces-steepest-cuts-as-trump-ends-diversity-grants-how-one-college-is-faring\">pay for programs, staff, and support services. Now, those schools are worried about \u003c/a>the program’s future. Earlier this year, the U.S. Department of Education pulled $350 million that had been allocated to HSIs. In a statement, Secretary of Education Linda McMahon \u003ca href=\"https://www.ed.gov/about/news/press-release/us-department-of-education-ends-funding-racially-discriminatory-discretionary-grant-programs-minority-serving-institutions\">said\u003c/a> the HSI program amounts to “discrimination based upon race or ethnicity,” as the Trump administration scales back initiatives related to diversity, equity and inclusion.\u003c/p>\n\u003cp>The program’s existence was already under threat. In June, the state of Tennessee and Students for Fair Admissions, a nonprofit legal advocacy organization founded by conservative activist Edward Blum for the purpose of challenging affirmative action admissions policies at schools, filed\u003ca href=\"https://www.tn.gov/attorneygeneral/news/2025/6/11/pr25-33.html\"> a federal lawsuit\u003c/a> claiming HSI funding is unconstitutional. The Trump administration declined to contest the case. The idea that the program is discriminatory is misleading, said Gina Ann Garcia, a professor in the UC Berkeley School of Education who studies HSIs and hosts a podcast about them. “A lot of campuses do benefit, including our community college system in California, and have had a good success rate of getting those HSI grants to advance programs that we know are serving students,” Garcia said. “It would be detrimental to California if we no longer have access to those funds.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>HSIs were created in the 1990s to ensure that colleges enrolling large numbers of Latino students received adequate funding to help those students graduate. In California, more than 90% of community colleges, and 21 out of 22 California State Universities and seven of nine University of California undergraduate campuses qualify as HSIs. Community colleges in the state estimate they\u003ca href=\"https://edsource.org/updates/california-community-colleges-to-lose-20-million-next-year-amid-hispanic-serving-institution-grant-cuts\"> will lose at least $20 million this year.\u003c/a>\u003c/p>\n\u003ch2 class=\"page-title\">\u003ca href=\"https://www.capradio.org/articles/2025/08/13/as-e-bike-sales-soar-california-delays-requirements-for-bike-parking/\">\u003cstrong>As E-Bike Sales Soar, California Delays Requirements For Bike Parking\u003c/strong>\u003c/a>\u003c/h2>\n\u003cp>In a cluttered living room in his Sacramento home, Omar Pulido stores four bikes. It’s a stark contrast from the spacious and secure bike parking he enjoys at work. An avid cyclist, Pulido said he only drove his car to work twice last year because UC Davis Medical Center offers long-term bike parking, which is typically indoor with locks or access control. At home, he doesn’t trust parking his bikes outside. “I love my neighbors, but I don’t want to lock up my expensive bikes out there,” he said. “I’d rather have a cluttered living room than leave it out there.”\u003c/p>\n\u003cp>The 32-year-old’s concerns are shared by many Californians as electric bike sales surge nationwide. According to the U.S. Department of Energy, \u003ca href=\"https://afdc.energy.gov/conserve/active-transportation#:~:text=E%2Dbikes%20have%20seen%20a,the%20United%20States%20in%202022.\">e-bike sales have outpaced electric vehicle sales by 20%\u003c/a>. Yet, building codes haven’t kept up with safe storage needs for these vehicles. Pulido owns several e-bikes priced in the $4,000 range, and \u003ca href=\"https://www.rei.com/learn/expert-advice/cost-electric-bikes.html\">REI estimates the average e-bike costs around $2,000\u003c/a>, with high-end models exceeding $6,000. The lack of secure parking makes them vulnerable to theft or damage.\u003c/p>\n\u003cp>A \u003ca href=\"https://legiscan.com/CA/text/AB2863/id/2609276\">2022 California law\u003c/a> sought to address this gap by requiring the state’s housing agency and its building standards commission to consider mandatory bike parking standards in new commercial and residential buildings. But a new law passed earlier this year, \u003ca href=\"https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202520260AB130\">AB 130\u003c/a>, paused most building code updates until 2027.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Jared Sanchez is a spokesperson for the nonprofit \u003ca href=\"https://www.calbike.org/\">CalBike\u003c/a>, which advocates for better bike infrastructure. He said the law — meant to fast-track post-disaster rebuilding in Los Angeles due to the \u003ca href=\"https://www.capradio.org/articles/2025/06/03/speedy-la-fire-cleanup-hailed-as-historic-safety-questioned/\">Palisades fire\u003c/a> — delayed the new requirements, which were supposed to take effect next year. It’s a stark contrast from the spacious and secure bike parking he enjoys at work. An avid cyclist, Pulido said he only drove his car to work twice last year because UC Davis Medical Center offers long-term bike parking, which is typically indoor with locks or access control. At home, he doesn’t trust parking his bikes outside. “I love my neighbors, but I don’t want to lock up my expensive bikes out there,” he said. “I’d rather have a cluttered living room than leave it out there.”\u003c/p>\n\u003cp>The 32-year-old’s concerns are shared by many Californians as electric bike sales surge nationwide. According to the U.S. Department of Energy, \u003ca href=\"https://afdc.energy.gov/conserve/active-transportation#:~:text=E%2Dbikes%20have%20seen%20a,the%20United%20States%20in%202022.\">e-bike sales have outpaced electric vehicle sales by 20%\u003c/a>. Yet, building codes haven’t kept up with safe storage needs for these vehicles. Pulido owns several e-bikes priced in the $4,000 range, and \u003ca href=\"https://www.rei.com/learn/expert-advice/cost-electric-bikes.html\">REI estimates the average e-bike costs around $2,000\u003c/a>, with high-end models exceeding $6,000. The lack of secure parking makes them vulnerable to theft or damage.\u003c/p>\n\u003cp>A \u003ca href=\"https://legiscan.com/CA/text/AB2863/id/2609276\">2022 California law\u003c/a> sought to address this gap by requiring the state’s housing agency and its building standards commission to consider mandatory bike parking standards in new commercial and residential buildings. But a new law passed earlier this year, \u003ca href=\"https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202520260AB130\">AB 130\u003c/a>, paused most building code updates until 2027.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Jared Sanchez is a spokesperson for the nonprofit \u003ca href=\"https://www.calbike.org/\">CalBike\u003c/a>, which advocates for better bike infrastructure. He said the law — meant to fast-track post-disaster rebuilding in Los Angeles due to the \u003ca href=\"https://www.capradio.org/articles/2025/06/03/speedy-la-fire-cleanup-hailed-as-historic-safety-questioned/\">Palisades fire\u003c/a> — delayed the new requirements, which were supposed to take effect next year.
