Thefts, including those at retail stores, are down by 9% compared to this time last year, according to the report.\u003c/p>\n\u003cp>\"Not every crime is reported, but we can only go by what we know: It's been a steady decrease,\" said SFPD Police Chief Bill Scott. \"The statistics are counter to the narrative.\"\u003c/p>\n\u003cp>Scott, who presented the data with Mayor London Breed at a press conference Monday, said viral videos and news coverage of crime in San Francisco are contributing to a false perception of lawlessness.\u003c/p>\n\u003cp>\"We know that numbers don't matter when you're a victim of a crime, any crime, in any capacity,\" said Breed. \"But at the end of the day, we have to use this data to make a decision about our policies and our investments.\"\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>While most violent crime is down, gun violence and burglaries are up. "content": "\u003cp>\u003cem>Updated 3:50 p.m.\u003c/em>\u003c/p>\n\u003cp>The First Amendment Coalition filed a lawsuit Tuesday against San Francisco Mayor London Breed and the city's Police Department for allegedly refusing to release records and communications connected to the \u003ca href=\"https://www.kqed.org/news/11728381/san-francisco-public-defender-jeff-adachi-dies-at-age-59\">death\u003c/a> of Public Defender Jeff Adachi and the subsequent \u003ca href=\"https://www.kqed.org/news/11746494/freedom-of-the-press-concerns-raised-after-police-fbi-raid-journalists-home-over-leaked-report\">investigation\u003c/a> into the journalist who was leaked a police report on Adachi's death.\u003c/p>\n\u003cp>The police report revealed that Adachi, who died suddenly on Feb. 22, was at a friend's apartment with a woman who was not his wife, and that officers found empty bottles of alcohol and marijuana gummies. Freelance journalist Bryan Carmody sold the police report, along with video footage he shot of the apartment where Adachi was found unresponsive, to several news outlets.\u003c/p>\n\u003cp>[aside label=\"related coverage\" tag=\"bryan-carmody\"]\u003c/p>\n\u003cp>San Francisco police conducted a highly publicized\u003ca href=\"https://www.kqed.org/news/11746494/freedom-of-the-press-concerns-raised-after-police-fbi-raid-journalists-home-over-leaked-report\"> raid\u003c/a> of Carmody's home and office in May as part of an investigation into how he obtained the police report. They also conducted three searches of his phone records. "content": "\u003cp>The chief of the San Francisco Police Department, Bill Scott, issued an apology Friday for a recent raid on the home of a freelance journalist connected with the unauthorized leak of a police report about the death of the city's former public defender.\u003c/p>\n\u003cp>The sudden death of 59-year-old Jeff Adachi in February, the subsequent leak of a police report, and a May 10 police raid executed with a sledgehammer has roiled local sensibilities in a city that takes pride in its reputation as a progressive haven for free expression and respect for the First Amendment.\u003c/p>\n\u003cp>Scott \u003ca href=\"https://www.sfgate.com/bayarea/article/San-Francisco-police-chief-concedes-raid-on-13895536.php?t=052c08a3c6\" target=\"_blank\" rel=\"noopener\">told\u003c/a> \u003cem>The San Francisco Chronicle\u003c/em> that the searches of the home and office of freelance journalist Bryan Carmody were probably illegal, saying, \"I'm sorry it happened.\"\u003c/p>\n\u003cp>In a \u003ca href=\"https://www.sanfranciscopolice.org/news/sfpd-chief-bill-scott-statement-adachi-report-criminal\" target=\"_blank\" rel=\"noopener\">statement\u003c/a> issued late Friday, Scott said he is asking outside agencies for an independent criminal investigation of his department to determine the source of a leak about the death of Jeff Adachi. The former public defender had been critical of the police. Scott said he is concerned by the lack of due diligence by his department investigators in obtaining search warrants and the possible violation of California's law that shields reporters from divulging their sources.\u003c/p>\n\u003cp>Scott told the \u003cem>Chronicle \u003c/em>that applications for warrants to search Carmody's home did not adequately identify him as a journalist. Scott also said that the officers who executed the warrants violated department policy by not first consulting with the district attorney's office.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>The controversy has dogged the police department and Mayor London Breed ever since officers, armed with warrants, appeared at Carmody's home and used a sledgehammer on the front gate of his home, seizing his computers, phones and other devices. Police handcuffed and detained Carmody for several hours, interrogating him about how he had come to possess a police report on Adachi's death.\u003c/p>\n\u003cp>As NPR's Laurel Wamsley \u003ca href=\"https://www.npr.org/2019/05/13/722745266/san-francisco-police-raid-journalists-home-after-he-refuses-to-name-source\" target=\"_blank\" rel=\"noopener\">reported\u003c/a>,\u003c/p>\n\u003cblockquote>\u003cp>\"Within hours of Adachi's collapse in a San Francisco apartment, details from a leaked police investigation into his death were already showing up in news reports, \u003ca href=\"https://www.sfchronicle.com/crime/article/SF-police-raid-journalist-s-home-in-probe-over-13837363.php\">according to\u003c/a> the \u003cem>San Francisco Chronicle\u003c/em>.\u003c/p>\n\u003cp>\"A number of the details in the police report were salacious, suggesting that perhaps one or more members of the police department were trying to tarnish the reputation of Adachi, who was \u003ca href=\"https://www.sfchronicle.com/bayarea/article/Public-Defender-Jeff-Adachi-dies-13638785.php?psid=4iM4l#photo-16972298\">known as\u003c/a> a police watchdog and fierce advocate for criminal justice reform. We think he owes an apology to Mr. Carmody also,\" the statement said.\u003c/p>\n\u003cp>Berkowitz and Burke added, \"We were also encouraged to see that Mayor Breed called for an independent, external investigation of the San Francisco Police Department's conduct in this matter.
