"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. "content": "\u003cp>(Bay City News) People biking to work just got a boost from the San Francisco Board of Supervisors, which gave initial approval today to an ordinance requiring commercial building owners in the city to accommodate bicyclists in their buildings.\u003c/p>\n\u003cfigure id=\"attachment_58674\" class=\"wp-caption alignleft\" style=\"max-width: 250px\">\u003ca href=\"http://www.flickr.com/photos/jamesbondsv/3297893049/\">\u003cimg src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2012/03/bikebuildingStevenVanceFlickr-300x225.jpg\" alt=\"\" title=\"bikebuildingStevenVanceFlickr\" width=\"250\" height=\"187\" class=\"size-medium wp-image-58674\">\u003c/a>\u003cfigcaption class=\"wp-caption-text\">Steven Vance/Flickr\u003c/figcaption>\u003c/figure>\n\u003cp>The proposal, introduced by Supervisor John Avalos last August, would allow tenants to bring bicycles into a building or require building owners to provide secure bike parking nearby.\u003c/p>\n\u003cp>Owners who want to put limitations on bike access to their buildings would have to complete a bicycle access plan and submit it to the city's Department of the Environment for approval, according to the ordinance, which will go into effect 30 days after its passage. \u003c/p>\n\u003cp>Owners could also ask for total exceptions to the ordinance if a building's elevators were not available for bicycle access or if there was secure off-street parking or indoor, no-cost parking within three blocks of the building. \u003c/p>\n\u003cp>The application for the exception would require an inspection of the building by the city's Department of Building Inspection and an inspection of the parking site by the Livable Streets subdivision of the Municipal Transportation Agency. \u003c!--more-->\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Avalos said the proposal is \"a very cost-effective way of promoting bicycling in San Francisco,\" and would clear up roads and sidewalks while also reducing bike thefts.\u003c/p>\n\u003cp>He said the ordinance has the endorsements of both the Building Owners and Managers Association of San Francisco and the San Francisco Bicycle Coalition.\u003c/p>\n\u003cp>The board voted 9-2 this afternoon in favor of the proposal. Carmen Chu and Sean Elsbernd were the two supervisors to vote no.\u003c/p>\n\u003cp>Chu said she was worried that the ordinance would put too much stress on city departments that \"are already taxed at the moment.\"\u003c/p>\n\u003cp>Avalos said after the vote that those concerns were \"a minor issue.\"\u003c/p>\n\u003cp>He said Department of Building Inspection officials had expressed concern about the ordinance but ultimately supported it.\u003c/p>\n\u003cp>Avalos also said the legislation currently does not include any penalties for building owners refusing to comply with it.\u003c/p>\n\u003cp>\"We could follow up later if we're seeing there's a real issue, but I believe that for the most part there's been embracing of us,\" he said. \"We're not asking anyone to make space for a bike where there isn't space.\"\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>The ordinance will come in front of the board again next week for final approval and then go to Mayor Ed Lee's desk to be signed into law.\u003c/p>\n\n",

"content": "\u003cdiv class=\"post-body\">\u003cp>\u003cp>(Bay City News) People biking to work just got a boost from the San Francisco Board of Supervisors, which gave initial approval today to an ordinance requiring commercial building owners in the city to accommodate bicyclists in their buildings.\u003c/p>\n\u003cfigure id=\"attachment_58674\" class=\"wp-caption alignleft\" style=\"max-width: 250px\">\u003ca href=\"http://www.flickr.com/photos/jamesbondsv/3297893049/\">\u003cimg src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2012/03/bikebuildingStevenVanceFlickr-300x225.jpg\" alt=\"\" title=\"bikebuildingStevenVanceFlickr\" width=\"250\" height=\"187\" class=\"size-medium wp-image-58674\">\u003c/a>\u003cfigcaption class=\"wp-caption-text\">Steven Vance/Flickr\u003c/figcaption>\u003c/figure>\n\u003cp>The proposal, introduced by Supervisor John Avalos last August, would allow tenants to bring bicycles into a building or require building owners to provide secure bike parking nearby.\u003c/p>\n\u003cp>Owners who want to put limitations on bike access to their buildings would have to complete a bicycle access plan and submit it to the city's Department of the Environment for approval, according to the ordinance, which will go into effect 30 days after its passage. \u003c/p>\n\u003cp>Owners could also ask for total exceptions to the ordinance if a building's elevators were not available for bicycle access or if there was secure off-street parking or indoor, no-cost parking within three blocks of the building. \u003c/p>\n\u003cp>The application for the exception would require an inspection of the building by the city's Department of Building Inspection and an inspection of the parking site by the Livable Streets subdivision of the Municipal Transportation Agency. \u003c!--more-->\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

Carmen Chu and Sean Elsbernd were the two supervisors to vote no.\u003c/p>\n\u003cp>Chu said she was worried that the ordinance would put too much stress on city departments that \"are already taxed at the moment.\"\u003c/p>\n\u003cp>Avalos said after the vote that those concerns were \"a minor issue.\"\u003c/p>\n\u003cp>He said Department of Building Inspection officials had expressed concern about the ordinance but ultimately supported it.\u003c/p>\n\u003cp>Avalos also said the legislation currently does not include any penalties for building owners refusing to comply with it.\u003c/p>\n\u003cp>\"We could follow up later if we're seeing there's a real issue, but I believe that for the most part there's been embracing of us,\" he said. \"We're not asking anyone to make space for a bike where there isn't space.\"\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>The ordinance will come in front of the board again next week for final approval and then go to Mayor Ed Lee's desk to be signed into law.\u003c/p>\n\n\u003c/div>\u003c/p>",

"content": "\u003cp>\u003cstrong>Update 2:15 p.m.\u003c/strong> KQED's Mina Kim was at the press conference at the airport and reports the following: \u003c/p>\n\u003cblockquote>\u003cp>Airport spokesman Mike McCarron said suspicious items were detected at 11:17 a.m. by airport security. The SFPD bomb squad was called, and the security checkpoint, which serves Delta Airlines, was closed.\u003c/p>\n\u003cp>The bomb squad determined that the suspicious items were oxygen cylinders and a generator. The suitcase owner, an elderly woman in a wheelchair, was interviewed by police. She said that she was not aware of the items because did not pack them herself, a fact that had prompted the bomb squad to be called in. \u003c/p>\n\u003cp>Eight to ten flights were disrupted, serving 1,200 Delta passengers. \u003c/p>\n\u003cp>Angry Delta passenger Scott Kauffman said Delta did not hold flights or let passengers rebook on other airlines. The suitcase owner, an elderly woman in a wheelchair, was interviewed by police. She said that she was not aware of the items because did not pack them herself, a fact that had prompted the bomb squad to be called in. \u003c/p>\n\u003cp>Eight to ten flights were disrupted, serving 1,200 Delta passengers. \u003c/p>\n\u003cp>Angry Delta passenger Scott Kauffman said Delta did not hold flights or let passengers rebook on other airlines. The toxicologist said that he has \"rarely seen living people with Methamphetamine present in their bodies at the level he saw in Hill's body,\" according to the report. While the road was closed, people using the Golden Gate Bridge to drive into San Francisco found weekend traffic heavier than usual.\u003c/p>\n\u003cp>Traffic over the Golden Gate from about 4 p.m. Saturday to 10 p.m. was a \"slow crawl in both directions,\" said Golden Gate Bridge District spokeswoman Mary Currie.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Traffic was also heavy Sunday, Currie said.\u003c/p>\n\n",

While the road was closed, people using the Golden Gate Bridge to drive into San Francisco found weekend traffic heavier than usual.\u003c/p>\n\u003cp>Traffic over the Golden Gate from about 4 p.m. Saturday to 10 p.m. was a \"slow crawl in both directions,\" said Golden Gate Bridge District spokeswoman Mary Currie.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Traffic was also heavy Sunday, Currie said.\u003c/p>\n\n\u003c/div>\u003c/p>",

It's not just in one central area, the local areas are sort of off as colonies. With community policing, BART could help solve a lot of problems because it would have a smaller command structure in a local area; it would have a smaller span of control of the supervisors and they would be familiar with particular problems that occur in that area. And they'd be more on top of things in terms of supervision and command and control as events occur. The police officers on the ground would not be as isolated and they would have access to supervisory aid and assistance and advice, which for BART is something that is very much needed. \u003c/p>\n\u003cp>\u003cstrong>How far would this have gone toward preventing the the Oscar Grant shooting in 2009 or the shooting of Charles Hill at the Civic Center BART station last year?\u003c/strong>\u003c/p>\n\u003cp>Those shootings could well have been prevented had something like the community policing structure been in place. There you had the particular line officers involved over a fairly long period of time with something that would have been helped a great deal if they had some sort of advice and assistance and supervision and command oversight. \u003c/p>\n\u003cp>\u003cstrong>BART has said this is not the final solution for improving policing, this is part of a larger strategy to make BART police better.\u003c/strong>\u003c/p>\n\u003cp>Well BART's problems are endemic. This community policing situation is one small step toward addressing them, but the major things that have to be addressed are training and professionalism. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Everything that we've seen in the past regarding tragedies that have occurred, you can trace it to an absence or a total lack of training. Or deficiencies in training. Until those things are addressed, community policing will make a difference, but it's by no means going to solve the major problems we've seen.\u003c/p>\n\n",

"content": "\u003cp>\u003cstrong>by Agustin Armendariz and Mihir Zaveri, \u003ca href=\"http://californiawatch.org/dailyreport/bike-theft-rise-bart-stations-14522\">California Watch\u003c/a>\u003c/strong>\u003c/p>\n\u003cp>Jay Fraser knows what it's like to lock a bicycle at a Bay Area Rapid Transit station and return to an empty rack.\u003c/p>\n\u003cp>Fraser is a research analyst for the Administrative Office of the Courts in San Francisco and has commuted by bike for 20 years, 10 of them in the Bay Area. He had a bike stolen at the Pleasant Hill/Contra Costa Centre BART station and a seat stolen at the Walnut Creek station.\u003c/p>\n\u003cfigure id=\"attachment_55797\" class=\"wp-caption alignleft\" style=\"max-width: 240px\">\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2012/02/bart_subway.jpg\">\u003cimg src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2012/02/bart_subway.jpg\" alt=\"\" title=\"DSCN9858\" width=\"240\" height=\"180\" class=\"size-full wp-image-55797\">\u003c/a>\u003cfigcaption class=\"wp-caption-text\">Stephen Rees/Flickr\u003c/figcaption>\u003c/figure>\n\u003cp>Like Fraser, hundreds of other commuters have parked a bike at a BART stop and returned to find it gone or stripped of parts.\u003c/p>\n\u003cp>The Walnut Creek and neighboring Pleasant Hill BART stations are the top targets for bike thefts, a California Watch \u003ca href=\"http://californiawatch.org/data/bike-thefts-bart-stations\">analysis\u003c/a> of BART crime data shows. From 2006 through October 2011, the two stations accounted for more than 430 thefts of bicycles or bicycle parts, nearly 17 percent of the thefts in the entire system. Stations in higher-crime areas in Oakland and Richmond had lower theft numbers.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>At the West Oakland and Richmond stations, reported thefts were dramatically lower, with 64 reports at the West Oakland station and 51 at the Richmond stop. While the Ashby and MacArthur stations in Berkeley and Oakland, respectively, were among those hardest hit by thefts, there were 141 more reported thefts at the two Walnut Creek stations. \u003c!--more-->\u003c/p>\n\u003cp>\"It surprises me that Walnut Creek is that high. It's generally a low-crime area and kind of a low-crime demographic,\" Fraser said.\u003c/p>\n\u003cp>Systemwide, the data show a 20 percent increase in the total number of reports during the nearly six-year period, with eight stations – Walnut Creek, Pleasant Hill/Contra Costa Centre, Dublin/Pleasanton, Ashby, Fremont, North Berkeley, MacArthur and Concord – accounting for half of the thefts.\u003c/p>\n\u003cp>In a recent meeting of the BART Bicycle Advisory Task Force, BART Deputy Police Chief Ben Fairow identified bike theft as a problem and said bike theft stings, as well as the placement of bike racks in more visible locations, are part of future plans to help decrease theft at stations, according to meeting minutes.\u003c/p>\n\u003cp>BART Police Community Service Officer Lauren LaPlante says BART police often find commuters aren't properly locking their bikes, making it easier for thieves to make off with the bike or any unsecured parts. In order to combat the problem, \"we are currently focusing on a public awareness campaign that may include signs, multimedia demonstrations and traditional 'door to door' or 'bike to bike' style interactions with commuters,\" LaPlante wrote in an e-mail. \"Our main message is about locking bikes securely and self-registration.\"\u003c/p>\n\u003cp>LaPlante explained that self-registration means owners should keep a record of the make, model, year, style, color, value and serial number of their bikes and give this information to police to ensure that bikes can be identified if recovered.\u003c/p>\n\u003cp>At the Downtown Berkeley BART bike station, head mechanic Adam Hunt recommended, at a minimum, using a U-lock and cable combination. \"A couple of blows with a hammer will pretty much take care of a padlock,\" he said. Hunt also says lights, wheels, seats, mileage meters and any other loose parts on a bike are easy pickings for thieves if they are not properly secured. While the Ashby and MacArthur stations in Berkeley and Oakland, respectively, were among those hardest hit by thefts, there were 141 more reported thefts at the two Walnut Creek stations. \u003c!--more-->\u003c/p>\n\u003cp>\"It surprises me that Walnut Creek is that high. It's generally a low-crime area and kind of a low-crime demographic,\" Fraser said.\u003c/p>\n\u003cp>Systemwide, the data show a 20 percent increase in the total number of reports during the nearly six-year period, with eight stations – Walnut Creek, Pleasant Hill/Contra Costa Centre, Dublin/Pleasanton, Ashby, Fremont, North Berkeley, MacArthur and Concord – accounting for half of the thefts.\u003c/p>\n\u003cp>In a recent meeting of the BART Bicycle Advisory Task Force, BART Deputy Police Chief Ben Fairow identified bike theft as a problem and said bike theft stings, as well as the placement of bike racks in more visible locations, are part of future plans to help decrease theft at stations, according to meeting minutes.\u003c/p>\n\u003cp>BART Police Community Service Officer Lauren LaPlante says BART police often find commuters aren't properly locking their bikes, making it easier for thieves to make off with the bike or any unsecured parts. In order to combat the problem, \"we are currently focusing on a public awareness campaign that may include signs, multimedia demonstrations and traditional 'door to door' or 'bike to bike' style interactions with commuters,\" LaPlante wrote in an e-mail. \"Our main message is about locking bikes securely and self-registration.\"\u003c/p>\n\u003cp>LaPlante explained that self-registration means owners should keep a record of the make, model, year, style, color, value and serial number of their bikes and give this information to police to ensure that bikes can be identified if recovered.\u003c/p>\n\u003cp>At the Downtown Berkeley BART bike station, head mechanic Adam Hunt recommended, at a minimum, using a U-lock and cable combination. \"A couple of blows with a hammer will pretty much take care of a padlock,\" he said.
