"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. I also guest host for KQED’s \u003ci>Forum\u003c/i>, as well as the Commonwealth Club in San Francisco. • I speak periodically on media, democracy and technology issues, and do voiceover work for documentaries and educational video projects. • Outside of the studio, you'll find me hiking Bay Area trails and whipping up Insta-ready meals in my kitchen. • I do not accept gifts, money, or favors from anyone connected to my reporting, I don't pay people for information, and I do not support or donate to political causes. • I strive to treat the people I report on with fairness, honesty, and respect. I also recognize there are often multiple sides to a story and work to verify information through multiple sources and documentation. If I get something wrong, I correct it.",

"content": "\u003cp>Anyone looking to buy fortune cookies in braille, I can tell you where to get them. Turns out the one place in the world embossing the fortunes and bringing them to a shop in Chinatown to get them made into cookies is right here in our midst…\u003c/p>\n\u003cp>The California School for the Blind just turned 150 years old, though many in the Bay Area probably don’t know the state magnet school is right here in Fremont. The school draws young people with visual impairments from all over California. The 80 full-time students live on campus during the week and go home on the weekends. \u003c/p>\n\u003cp>I visited the campus to do a \u003ca href=\"http://www.californiareport.org/archive/R201105060850/b\">story\u003c/a> about The Rocket Shop — the school’s student-run cafe that just won an award from the state. Besides being stocked with lunch and snack food, it sells T-shirts in braille, and, yes, their Lucky Touch fortune cookies — another student-run program. \u003c/p>\n\u003cp>The Rocket Shop opened two years ago as a vocational training program to teach kids about the assistive technologies and social skills needed to run a retail establishment. Here’s a \u003ca href=\"http://www.youtube.com/watch?v=I0oIjeB3-i4&feature=player_embedded\">video\u003c/a> of Eduardo Mendez demonstrating the school’s talking cash register and bill reader:\u003c/p>\n\u003cdiv style=\"text-align: center\">\u003ciframe loading=\"lazy\" width=\"425\" height=\"349\" src=\"http://www.youtube.com/embed/I0oIjeB3-i4\" frameborder=\"0\">\u003c/iframe>\u003c/div>\n\u003cp> \u003c!--more-->\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>The choice of a food stand for vocational training was no accident. A Federal Act passed in 1936 (the \u003ca href=\"http://www.ncsab.org/randolphSheppard/info/faq.htm\">Randolph Sheppard Act\u003c/a>) gives people who are blind preference when awarding food-vending contracts in Federal buildings. Most states now extend that priority to state and municipal buildings as well. \u003c/p>\n\u003cp>When I asked the two students I interviewed about their career goals, though, they each had something very different in mind. They said they loved the experience at the Rocket Shop because of all the skills they’ve learned — from handling money to more experience with social interactions. But Eduardo Mendez, 20, of Santa Rosa said he’s working toward being a forensic scientist in a coroner’s office. And Jot Purewall, 19, of San Jose, said she’d like to work as a massage therapist.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>For anyone interested in learning more and visiting the campus, the school has its Spring Concert open to the public next Thursday (5/12) at 7:30 pm and Wednesday (5/11) at 1:30 pm.\u003c/p>\n\n",

Turns out the one place in the world embossing the fortunes and bringing them to a shop in Chinatown to get them made into cookies is right here in our midst…\u003c/p>\n\u003cp>The California School for the Blind just turned 150 years old, though many in the Bay Area probably don’t know the state magnet school is right here in Fremont. The school draws young people with visual impairments from all over California. The 80 full-time students live on campus during the week and go home on the weekends. \u003c/p>\n\u003cp>I visited the campus to do a \u003ca href=\"http://www.californiareport.org/archive/R201105060850/b\">story\u003c/a> about The Rocket Shop — the school’s student-run cafe that just won an award from the state. Besides being stocked with lunch and snack food, it sells T-shirts in braille, and, yes, their Lucky Touch fortune cookies — another student-run program. \u003c/p>\n\u003cp>The Rocket Shop opened two years ago as a vocational training program to teach kids about the assistive technologies and social skills needed to run a retail establishment. A Federal Act passed in 1936 (the \u003ca href=\"http://www.ncsab.org/randolphSheppard/info/faq.htm\">Randolph Sheppard Act\u003c/a>) gives people who are blind preference when awarding food-vending contracts in Federal buildings. Most states now extend that priority to state and municipal buildings as well. \u003c/p>\n\u003cp>When I asked the two students I interviewed about their career goals, though, they each had something very different in mind. They said they loved the experience at the Rocket Shop because of all the skills they’ve learned — from handling money to more experience with social interactions. But Eduardo Mendez, 20, of Santa Rosa said he’s working toward being a forensic scientist in a coroner’s office. And Jot Purewall, 19, of San Jose, said she’d like to work as a massage therapist.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>For anyone interested in learning more and visiting the campus, the school has its Spring Concert open to the public next Thursday (5/12) at 7:30 pm and Wednesday (5/11) at 1:30 pm.\u003c/p>\n\n\u003c/div>\u003c/p>",

But because of \u003ca href=\"http://ballotpedia.org/wiki/index.php/California_Proposition_13_%281978%29\">Proposition 13\u003c/a>, that’s just what any government entity in California has to do in order to levy or raise taxes. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>But on May 3, Bay Area voters weighed in on a dozen proposed \u003ca href=\"http://ballotpedia.org/wiki/index.php/Parcel_tax_elections_in_California\">parcel taxes\u003c/a> in their individual school districts, passing eight of them.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>And what are parcel taxes? From \u003ca href=\"http://ballotpedia.org/wiki/index.php/Parcel_tax_elections_in_California\">Ballotpedia\u003c/a>:\u003c/p>\n\u003cblockquote>\u003cp>Parcel tax elections are held when a taxing district in California wants to raise revenues through imposing an additional tax called a parcel tax. The taxes are a form of property tax, which must be paid by the owners of parcels of real estate. However, unlike standard property taxes, which are based on the value of the property, a parcel tax is an assessment based on the characteristics of the parcel. School districts have created assessments that range from flat amounts per parcel to assessments based on parcel lot square footage or building square foot. Some school districts have assessed residential parcels using one method and non-residential using another method. \u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>So how’d these school districts manage do it?
