"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. I also guest host for KQED’s \u003ci>Forum\u003c/i>, as well as the Commonwealth Club in San Francisco. • I speak periodically on media, democracy and technology issues, and do voiceover work for documentaries and educational video projects. • Outside of the studio, you'll find me hiking Bay Area trails and whipping up Insta-ready meals in my kitchen. • I do not accept gifts, money, or favors from anyone connected to my reporting, I don't pay people for information, and I do not support or donate to political causes. • I strive to treat the people I report on with fairness, honesty, and respect. I also recognize there are often multiple sides to a story and work to verify information through multiple sources and documentation. If I get something wrong, I correct it.",

You can also \u003ca href=\"http://www.kqed.org/a/kqednews/RN201109211730/a/\">listen to the lead author\u003c/a> speak with KQED reporter Mina Kim.\u003c/p>\n\u003cp>RAND’s \u003ca href=\"http://www.rand.org/news/press/2011/09/21.htm\">\u003cstrong>press release\u003c/strong>\u003c/a> is a bit more attention-getting: “Crime Rises When Medical Marijuana Dispensaries Close,” reads the headline. \u003c/p>\n\u003cp>From the release:\u003c/p>\n\u003cblockquote>\u003cp>When medical marijuana dispensaries close, crime rises in the surrounding neighborhood when compared to areas where dispensaries are allowed to remain open, according to a new RAND Corporation study. The findings challenge the common wisdom that marijuana dispensaries promote criminal activity.\u003c/p>\n\u003cp>Studying crime both before and after a large number of dispensaries were shut down in Los Angeles, researchers found that incidents such as break-ins rose in the neighborhoods of closed dispensaries relative to dispensaries allowed to remain open, at least in the short term.\u003c/p>\n\u003cp>In the blocks with the closed dispensaries, the study observed crime up to 60 percent greater than comparable blocks with open dispensaries, but the effects were not apparent across a wider area.\u003c/p>\n\u003cp>“If medical marijuana dispensaries are causing crime, then there should be a drop in crime when they close,” said Mireille Jacobson, the study’s lead author and a senior economist at RAND, a nonprofit research organization. “Individual dispensaries may attract crime or create a neighborhood nuisance, but we found no evidence that medical marijuana dispensaries in general cause crime to rise.” \u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>However, this disclaimer comes at the very end: \u003c/p>\n\u003cblockquote>\u003cp>Researchers say their findings should be interpreted cautiously, given that they studied a relatively short period of time and that the margin of error was high. But the study may help inform decisions being made by local and state officials about how to regulate medical marijuana dispensaries. \u003c/p>\u003c/blockquote>\n\u003cp>And from the \u003ca href=\"http://www.latimes.com/news/local/la-me-0928-marijuana-dispensaries-20110921,0,7776989.story\">Los Angeles Times\u003c/a>:\u003c/p>\n\u003cblockquote>\u003cp>The researchers acknowledge that the results are subject to a large margin of error, so the increase in crime within less than a third of a mile could range from as low as 5.4% to as high as 114%.\u003c/p>\u003c/blockquote>\n\u003cp>The \u003ca href=\"http://www.eastbayexpress.com/LegalizationNation/archives/2011/09/20/rand-study-crime-increases-when-dispensaries-close\">East Bay Express\u003c/a> provides further caution: \u003c/p>\n\u003cblockquote>\u003cp>\n“The study’s validity is limited by the length of time studied — just 21 days — and the “noise” in the data. That’s because crime on any given block is actually pretty rare, Jacobson said, so tiny changes like one or two incidents can make the numbers look bigger than they are. “The estimated increase should be interpreted with some caution,” the paper states.\u003c/p>\u003c/blockquote>\n\u003cp>Still, even with that potentially wide variation, the fact that crime was found to increase, not decrease, when dispensaries closed is at odds with the view of medical marijuana opponents like the California Police Chiefs Association. The organization’s Task Force on Marijuana Dispensaries wrote a \u003ca href=\"http://www.californiapolicechiefs.org/files/marijuana_files/files/MarijuanaDispensariesWhitePaper_042209.pdf\">2009 white paper\u003c/a> (pdf) that argued the following, in a section called “Ancillary Crimes”:\u003c/p>\n\u003cblockquote>\n\u003cp>Throughout California, many violent crimes have been committed that can be traced to the proliferation of marijuana dispensaries. These include armed robberies and murders. For example, as far back as 2002, two home occupants were shot in Willits, California in the course of a home invasion robbery targeting medical marijuana.32 And, a series of four armed robberies of a marijuana dispensary in Santa Barbara, California occurred through August 10, 2006, in which thirty dollars and fifteen baggies filled with marijuana on display were taken by force and removed from the premises in the latest holdup. The owner said he failed to report the first three robberies because “medical marijuana is such a controversial issue.” \u003c/p>\u003c/blockquote>\n\u003cp>The report goes on to describe other violent crimes related to medical marijuana, and discusses a money laundering and organized crime connection to boot.\u003c/p>\n\u003cp>But that evidence is anecdotal. The RAND study’s lead author, Mireille Jacobsen, says, the report is “the first systematic, independent analysis” of the claim that dispensaries actually attract crime. \u003c/p>\n\u003cp>An increase in crime resulting from the sudden \u003cem>lack\u003c/em> of a dispensary does seem counter-intuitive. Why might it occur? From the Times again: \u003c/p>\n\u003cblockquote>\u003cp>The researchers did not try to draw conclusions on why crime increased, but offered the hypothesis that dispensaries may heighten security in the areas around them because they employ cameras and guards, increase late-night foot traffic, replace illicit street sales and draw heavier police patrols.\u003c/p>\u003c/blockquote>\n\u003cp>I asked KQED’s Michael Montgomery, who has \u003ca href=\"http://www.pbs.org/wgbh/pages/frontline/the-pot-republic/\">covered the medical marijuana issue\u003c/a> for a long time, what he thought of the study. \u003c/p>\n\u003cp>“Some opponents of the legalization of medical marijuana have argued that outlets like dispensaries that distribute the product become a magnet for crime,” he said. “However, there’s never been a lot of data to back up that assertion. So the significance of the RAND study is that we now have serious data arguing just the opposite, that outlets that legally distribute marijuana have not created an increase in crime.”\u003c/p>\n\u003cp>Montgomery also says the report’s findings corroborate what he’s been told over the years by police officers in San Francisco and Oakland. “They say the establishment of dispensaries has actually led to a decrease in crime. It’s true there have been robberies, killings related to dispensary operators, but if you compare that to crime associated with liquor stores, the argument is, it’s much lower.”\u003c/p>\n\u003cp>KQED’s Mina Kim asked the Los Angeles City Attorney’s Office for a response to the RAND study. And surprise: They are not impressed. The email response: \u003c/p>\n\u003cblockquote>\u003cp>Concerning the City of Los Angeles, the Rand Study is deeply flawed.\u003c/p>\n\u003cp>The Study is the polar opposite of a scientific and measured response to verified data. It relies exclusively upon faulty assumptions, conjecture, irrelevant data, untested measurements, and incomplete results. The conclusions are therefore highly suspect and unreliable. \u003c/p>\n\u003cp>For confirmation, simply ask the residents in areas where dispensaries were or are located. In the end, random numbers do not tell the story, people do. Specifically, some of the shortcomings in the Study include the following:\u003c/p>\n\u003cp>1. The City Attorney sent a cautionary letter to illegal dispensaries on May 4, 2010. The Study considered 10 days before and after June 7, 2010, which was the effective date of the City’s new ordinance. \u003c/p>\n\u003cp>2. The 10 day time period before and after the June 7, 2010 date assumes without any substantiation that the dispensaries that received the May 4 letter remained open until June 7, closed on that date, and remained closed for 10 days. It is more likely that some closed in May, some re-opened during the interval of the Study, and some did not close at all.\u003c/p>\n\u003cp>3. The faulty assumption that the dispensaries closed immediately on June 7 and stayed closed for 10 days further fails to take into account the fact that in any period of shutting down, dispensaries will often have fire sales, internal fights among their participants, and offer incentives in order to dispose of their product. \u003c/p>\n\u003cp>4. Because of the difficulties and fire sale promotions that arise when any business closes, it is quite possible that member in-fighting, increased traffic to the dispensaries for bargains, and disgruntled clientele who found the dispensaries in a state of transition, accounted for the increase in crime in the 10 days following June 7, 2010. \u003c/p>\n\u003cp>5. It is not credible to suggest that security guards at illegal dispensaries foster a sense of neighborhood safety, as the common practice of security guards at dispensaries is to remain on the dispensary premises, in contrast to security personnel hired by a community who are deliberately dispersed throughout the area.\u003c/p>\n\u003c/blockquote>\n\u003cp>[ad floatright]\u003c/p>\n\u003cp>\u003cem>Update Wednesday p.m.\u003c/em> Lead author Mireille Jacobsen answers the city attorney’s critique with this:\u003c/p>\n\u003cblockquote>\u003cp>\nWe agree with the City Attorney’s Office’s comments 1-3 about the June 7th date not binding for all dispensaries. In fact we would be surprised if some did not close early and others did not defy the date. The early and late closures should add noise to the analysis and actually downward bias our estimates, i.e. make the increase look too small. \u003c/p>\n\u003cp>For example consider a place that closed early (in May). At that location, nothing happens on June 7th, so under this methodology we would measure the impact of closure as zero. The more “early” or “late” closures there are, the more our estimates are understated. Our assumption is simply that a large share of dispensaries closed on June 7th, and to the extent that they did not, our estimates represent a lower bound on the true effect.\u003c/p>\n\u003cp>As some evidence for the noise introduced by the non-binding date, Appendix Table A.4. recodes known defiers (based on LA Times and LA Weekly reports) as open instead of closed. These estimates are slightly more precisely estimated and in some cases larger in magnitude. \u003c/p>\n\u003cp>Points 3 and 4 seem to suggest low compliance with the closure orders combined with fire sales or other activities in the 10 days after June 7th The combination (low compliance + firesales or in fighting) increased crime. By the City Attorney’s office’s own accounts, compliance with the June 7th closure date was quite high, albeit not perfect, so these arguments seem hard to square. \u003c/p>\n\u003cp>Regarding point 5, we never state or “suggest that security guards at illegal dispensaries foster a sense of neighborhood safety.” Rather one hypothesis for our results is that security guards and cameras at dispensaries deter some crime, which may indirectly benefit their neighbors. These estimates are slightly more precisely estimated and in some cases larger in magnitude. \u003c/p>\n\u003cp>Points 3 and 4 seem to suggest low compliance with the closure orders combined with fire sales or other activities in the 10 days after June 7th The combination (low compliance + firesales or in fighting) increased crime. By the City Attorney’s office’s own accounts, compliance with the June 7th closure date was quite high, albeit not perfect, so these arguments seem hard to square. \u003c/p>\n\u003cp>Regarding point 5, we never state or “suggest that security guards at illegal dispensaries foster a sense of neighborhood safety.” Rather one hypothesis for our results is that security guards and cameras at dispensaries deter some crime, which may indirectly benefit their neighbors. The organization serves hot meals to people with HIV and other illnesses. \u003c/p>\n\u003cp>Brinker passed away on Monday of natural causes. The group’s Development Director Bob Brenneman told \u003cem>KQED News\u003c/em> that Brinker was a fearless woman.\u003c/p>\n\u003cblockquote>\u003cp>She started Open Hand at a very scary time here in San Francisco and at a time when a lot of people her age were figuring they can settle back and enjoy retirement. She saw how the AIDS epidemic was affecting so many people and she knew she could do something about it and she just rolled up her sleeves and did it.\u003c/p>\u003c/blockquote>\n\u003cp>Project Open Hand now serves hot meals to some 7,200 people in San Francisco and Alameda counties every year.
