"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. The package will go before the full Board of Supervisors tomorrow. \u003c/p>\n\u003cp>The deal approved today would shift the focus of the America's Cup 2013 activities from around Pier 50, south of AT&T Park, to sites at the foot of the Bay Bridge and just below Telegraph Hill. The shift was prompted by the high cost of relocating more than 80 tenants from the Pier 50 neighborhood and by questions over granting the America's Cup backers long-term development rights on the waterfront. \u003c/p>\n\u003cp>Reports over the weekend said that the BMW-Oracle Racing Team, the Cup defenders who have the right to choose the venue for the 2013 competition, has \u003ca href=\"http://www.baycitizen.org/americas-cup/story/larry-ellisons-team-wants-expensive-cup/\" target=\"_blank\">issued an ultimatum\u003c/a> to the city to approve the original package by December 31 or risk losing the Cup altogether. The threat came from Stephen Barclay, the team's chief operating officer, who suggested that an alternate site was in play.\u003c/p>\n\u003cp>That alternate site is Newport, Rhode Island—home of the America's Cup for more than a century before an Australian team won it in 1983. Rhode Island officials \u003ca href=\"http://www.projo.com/news/content/AMERICAS_CUP_NEWPORT_12-13-10_OPLEAE9_v15.503d2f6.html\">were quoted today as saying \u003c/a>they planned to discuss a Cup bid this week with the Golden Gate Yacht Club, BMW-Oracle's sponsoring organization. \u003c/p>\n\u003cp>Supervisor Ross Mirkarimi said during the Budget and Finance Committee meeting today he had talked to officials in Newport and confirmed that officials there had already been in contact with the race organizers. Mikarimi was one of those who pushed for the three-member panel to back the proposal to stage the event on the central and northern waterfront. \u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Mirkarimi said the revised plan will cost the city far less—an estimated $24 million cost to the general fund compared to a $128 million estimate for the southern waterfront plan—and will bring the potentilal of major benefits to the city. Cost is an issue because if people know one thing about Larry Ellison, the deep pockets behind the BMW-Oracle team, it's that he's \u003ca href=\"http://www.forbes.com/wealth/forbes-400/gallery/larry-ellison\" target=\"_blank\">one of the richest men in the world.\u003c/a> \u003c/p>\n\u003cp>\"We’ve been very sensitive to that,\" Mirkarimi said, \"to make sure that there are no giveaways to billionaires perceived or otherwise unresolved concerns.\" \u003c/p>\n\u003cp>Assuming the full Board of Supervisors passes the proposed Cup bid tomorrow, the next steps would be up to BMW-Oracle, acting in the guise of the America's Cup Event Authority. \u003c/p>\n\u003cp>Peter Stoneberg, an official with the St. Francis Yacht Club who has been working with San Francisco on its bid for the Cup, said the event authority can approve or reject the proposed contract the Budget and Finance Committee passed today. \"Or they can come back with something different. We've been in very close conversations with them, so they know what's coming down the pike.\"\u003c/p>\n\u003cp>Will the event authority say yes to San Francisco? Stoneberg suggested that there's more horse-trading ahead.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>\"It all happens in negotiation, right? We're hoping they see the strong efforts that the budget committee put together today, the evidence of the seriousness of the efforts, and how hard the city is trying to bring the America's Cup here,\" Stoneberg said. \u003c/p>\n\n",

So, the agreement we've been hearing about all week, the one so easily summarized as President Obama's acceptance of a continuation of the Bush tax cuts (for everyone, including the very wealthy) in exchange for the GOP's going along with extended unemployment benefits, is full of little surprises. \u003c/p>\n\u003cp>Here's a surprise that alarms Lyndon Rive, the founder and CEO of \u003ca href=\"http://www.solarcity.com/media-center/company-profile.aspx\" target=\"_blank\">SolarCity\u003c/a>, a big solar power seller and installer based in Foster City. Rive's story is this: The tax deal includes a major business tax break: a two-year provision that allows companies to take accelerated depreciation—100 percent of the value of capitalized assets. In essence, that will allow companies to cancel out their tax liabilities for the coming years. Rive argues that while that's \"a fantastic thing\" for U.S. business as a whole, it has a bad and completely unintended consequence for the solar industry. \u003c/p>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>Rive explains that the carrot that's driving the massive investment in solar and other renewable energy right now is the big federal incentive program for purchasers of solar systems (and wind and small hydro systems, too). One part of the program is a tax credit equal to 30 percent of the purchaser's investment. Side-by-side with that program is a 30 percent Treasury cash grant tax called the \u003ca href=\"http://www.treasury.gov/initiatives/recovery/Pages/1603.aspx\" target=\"_blank\">1603 program\u003c/a> that's part of the Obama administration's stimulus program).\u003c/p>\n\u003cp>Here's where the problem lies, according to Rive: by far the biggest investors in solar systems are large financial institutions: Wells Fargo, U.S. Bank, JPMorgan Chase, and Morgan Stanley among them. The banks purchase the systems and essentially lease them to end users like homeowners and small business, whose only ongoing payments are for the electricity the systems provide (end users also are credited for any surplus power generated and fed back into the grid). This arrangement allows the investors to get the benefits of the big federal tax credits or 1603 grants. However, with a 100 percent immediate depreciation of capitalized assets available, the banks and other investors have the ability to immediately zero out their tax liabilities. Since they no longer have any \"tax appetite\"—the term Rive repeatedly used for their need to find a strategy to reduce their tax bills--their incentive to buy solar systems for the 30 percent tax credit will go away, at least in the short term (you can't take a credit if your tax bill is zero). I don’t know what the planning process is like on a neighborhood level — or even if there is one — but when I lived there I don’t think I ever heard a single conversation about the cost or benefit of something opening or closing in advance of it actually happening. Thus, a few years ago, you had I think three Starbucks on Astor Place all within sighting distance of each other.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>You’d never see that kind of thing here.
