"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. I also guest host for KQED’s \u003ci>Forum\u003c/i>, as well as the Commonwealth Club in San Francisco. • I speak periodically on media, democracy and technology issues, and do voiceover work for documentaries and educational video projects. • Outside of the studio, you'll find me hiking Bay Area trails and whipping up Insta-ready meals in my kitchen. • I do not accept gifts, money, or favors from anyone connected to my reporting, I don't pay people for information, and I do not support or donate to political causes. • I strive to treat the people I report on with fairness, honesty, and respect. I also recognize there are often multiple sides to a story and work to verify information through multiple sources and documentation. If I get something wrong, I correct it.",

Palmer, of the California Department of Finance.\u003c/p>\n\u003cp>But Sacramento Bureau Chief John Myers today placed the latest cuts in the context of a continuing series.\u003c/p>\n\u003cp>“You have to look at the cuts that they made in the budget deal in June,” he said on KQED Radio’s Forum program. “UC and CSU campuses already took $650 million hits each; now you add another $100 million on top of that. The social services programs took big hits and now you add new cuts. You get this cumulative fear of what these cuts mean.” \u003c!--more-->\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Jean Ross of the California Budget Project agreed. “These (reductions) come on the heels of reductions that were made in the March and June budget package as well as reductions over the past several years. It is the cumulative impact of year after year after year of cutting that’s really taking a toll on our colleges and universities, on in-home care programs, on childcare and other public services.”\u003c/p>\n\u003cp>Under the trigger cuts, in-home care for the frail and elderly will be slashed by $100 million. “Those are services provided to people with severe disabilities,” Ross said. (These cuts, however, are on hold pending a lawsuit. See \u003ca href=\"http://ww2.kqed.org/news/2011/12/14/past-present-and-future-budget-cuts-haunt-california#varney\">Sarah Varney’s report\u003c/a> below.)\u003c/p>\n\u003cp>The state’s school busing program was also hit hard. “Districts lost nearly $250 million in subsidies that they use to keep their buses on the road,” Ana Tintocalis says. “School officials say that mid-year cut will force them to dig deeper as they try to find that money elsewhere in their own budgets.”\u003c/p>\n\u003cp>Perhaps more depressing than the current not-as-bad-as-they-could-have-been cuts is the realization that we seem to be in the midst of a new normal, with the end of more spending reductions and the concomitant reduction in services nowhere in sight.\u003c/p>\n\u003cp>The Dept of Finance’s HD Palmer cited figures from the Legislative Analyst’s Office that the state must now close a gap of $12.8 billion over an 18-month period, and reiterated what Jerry Brown said yesterday: the January budget that he submits will be marked by further cuts.\u003c/p>\n\u003cp>It’s true future reductions may be mitigated by voter passage of new taxes that Brown is proposing for November’s ballot. A recent poll of the tax plan shows a majority of likely voters in favor, but John Myers cautioned any survey is merely a snapshot in time, and that any tax increases are historically difficult to pass. Additionally, it’s possible that four or five other tax plans will be competing on the ballot with the governor’s. “If you have that many proposals on the ballot,” said Myers, “you’re a much bigger target for anti-tax groups.” Brown said yesterday that he’s working to get all the pro-tax forces behind his plan.\u003c/p>\n\u003cp>But even if Brown manages to fill the coffers with new tax revenue, that may only slow the budget carnage. “The governor said even with this tax plan, we’re looking at another $6 billion in cuts possibly,” said Myers.\u003c/p>\n\u003cp>Myers summed up yesterday’s news this way:\u003c/p>\n\u003cp>“Even though the governor came forward yesterday and said things aren’t as bad as we thought they are, we are still missing the revenue expectation that was signed into law as part of the state budget in June. This notion that we see improvement in the economy is still relative when you see that it’s still below what the governor and legislators thought they were going to have, which was a $4 billion bump in additional revenue. That did not materialize.\u003c/p>\n\u003cp>“Some of the data is showing that expenditures are still outpacing projected revenue in state and local governments.”\u003c/p>\n\u003cp>Which, again, would mean…more cuts.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>\u003ca name=\"varney\">\u003c/a>Also, some of the health care cuts are on hold pending the resolution of lawsuits. Its temporary income and sales tax hikes would be earmarked for local schools, public safety, and mental health programs.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>\"None of these new revenues can be spent on state bureaucracy or administrative costs,\" says the opening section of the initiative.\u003c/p>\n\u003cp>Even so, Brown's letter admits that the result of those taxes will be a lessening of the fiscal burden now borne by the state budget.\u003c/p>\n\u003cp>\"The stark truth is that without new tax revenues, we will have no other choice but to make deeper and more damaging cuts to schools, universities, public safety and our courts,\" he writes. \u003c!--more-->\u003c/p>\n\u003cp>The income tax hike on those making $500,000 and above, combined with the half-cent sales tax hike for everyone, is estimated to be worth $7 billion a year -- leading legislative Republicans to \u003ca href=\"http://arc.asm.ca.gov/inc/article.aspx?id=250025\">instantly brand\u003c/a> it a \"$35 billion Tax Increase.\"\u003c/p>\n\u003cp>The proposal's targeting of schools and local services certainly helps identify two of the pillars of the coalition Brown now needs to build. While the state's most powerful teachers union has kept quiet, many believe it will be the governor's camp. As for locals, who helped Brown craft this year's major realignment of state and county services, the next few weeks will be intense.\u003c/p>\n\u003cp>Last week, Brown addressed the annual meeting of the California State Association of Counties (CSAC), and used the speech to \u003ca href=\"http://twitter.com/#!/LAadvocate/status/142457471141810177\">urge the organization\u003c/a> to join his fledgling effort rather than campaign on the realignment initiative the group filed earlier this month.\u003c/p>\n\u003cp>\"We have to make a decision very soon,\" said CSAC executive director Paul McIntosh, \"as to whether or not to proceed with collecting signatures.\"\u003c/p>\n\u003cp>McIntosh says the leaders of the county organization likely want to work with the governor if possible. And an adviser to Brown says the governor is hoping the same spirit is out there among the various groups in organized labor and beyond that have \u003ca href=\"http://blogs.kqed.org/capitalnotes/2011/11/30/the-crowding-field-of-2012-tax-initiatives/\">their own tax-raising initiatives\u003c/a> in the 2012 pipeline. If Brown can clear the field, the thinking goes, then he avoids a muddling of the tax debate during election season.\u003c/p>\n\u003cp>It's worth noting that the governor, who certainly seemed at home last week in the public eye selling his pension proposal to the public, chose to file the initiative in a low-key fashion and issue a written statement rather than angle for sound bites on the six o'clock news. The governor's camp seems to believe that until the campaign's coalition is fully formed, it's best to hold back on the PR blitzkrieg. Perhaps, too, we'll then see a campaign dominated by images of teachers, firefighters, and cops (\u003ca href=\"http://digital.library.ucla.edu/websites/2005_997_002/about_the_alliance/index.htm\">where have we heard that phrase before?\u003c/a>) rather than the state's chief politician?\u003c/p>\n\u003cp>The real question, of course, may be whether a well-funded opposition campaign forms. While it didn't take money to beat back the \u003ca href=\"http://blogs.kqed.org/capitalnotes/2009/05/19/special-delivery-from-voters-no-x-5/\">last electoral campaign on taxes in 2009\u003c/a>, California's business community will no doubt be closely watched for clues about the road ahead. Many believe the governor's plan was crafted with an eye towards political balance -- by including a sales tax hike, even though it's unpopular with many Democrats.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>And the 2012 budget saga is just starting; stay tuned for official word on the 'trigger cuts' next week.\u003c/p>\n\n",

"content": "\u003cdiv class=\"post-body\">\u003cp>\u003c/p>\n\u003cp>\"None of these new revenues can be spent on state bureaucracy or administrative costs,\" says the opening section of the initiative.\u003c/p>\n\u003cp>Even so, Brown's letter admits that the result of those taxes will be a lessening of the fiscal burden now borne by the state budget.\u003c/p>\n\u003cp>\"The stark truth is that without new tax revenues, we will have no other choice but to make deeper and more damaging cuts to schools, universities, public safety and our courts,\" he writes. \u003c!--more-->\u003c/p>\n\u003cp>The income tax hike on those making $500,000 and above, combined with the half-cent sales tax hike for everyone, is estimated to be worth $7 billion a year -- leading legislative Republicans to \u003ca href=\"http://arc.asm.ca.gov/inc/article.aspx?id=250025\">instantly brand\u003c/a> it a \"$35 billion Tax Increase.\"\u003c/p>\n\u003cp>The proposal's targeting of schools and local services certainly helps identify two of the pillars of the coalition Brown now needs to build. While the state's most powerful teachers union has kept quiet, many believe it will be the governor's camp. As for locals, who helped Brown craft this year's major realignment of state and county services, the next few weeks will be intense.\u003c/p>\n\u003cp>Last week, Brown addressed the annual meeting of the California State Association of Counties (CSAC), and used the speech to \u003ca href=\"http://twitter.com/#!/LAadvocate/status/142457471141810177\">urge the organization\u003c/a> to join his fledgling effort rather than campaign on the realignment initiative the group filed earlier this month.\u003c/p>\n\u003cp>\"We have to make a decision very soon,\" said CSAC executive director Paul McIntosh, \"as to whether or not to proceed with collecting signatures.\"\u003c/p>\n\u003cp>McIntosh says the leaders of the county organization likely want to work with the governor if possible. And an adviser to Brown says the governor is hoping the same spirit is out there among the various groups in organized labor and beyond that have \u003ca href=\"http://blogs.kqed.org/capitalnotes/2011/11/30/the-crowding-field-of-2012-tax-initiatives/\">their own tax-raising initiatives\u003c/a> in the 2012 pipeline. If Brown can clear the field, the thinking goes, then he avoids a muddling of the tax debate during election season.\u003c/p>\n\u003cp>It's worth noting that the governor, who certainly seemed at home last week in the public eye selling his pension proposal to the public, chose to file the initiative in a low-key fashion and issue a written statement rather than angle for sound bites on the six o'clock news. The governor's camp seems to believe that until the campaign's coalition is fully formed, it's best to hold back on the PR blitzkrieg. Perhaps, too, we'll then see a campaign dominated by images of teachers, firefighters, and cops (\u003ca href=\"http://digital.library.ucla.edu/websites/2005_997_002/about_the_alliance/index.htm\">where have we heard that phrase before?\u003c/a>) rather than the state's chief politician?\u003c/p>\n\u003cp>The real question, of course, may be whether a well-funded opposition campaign forms. While it didn't take money to beat back the \u003ca href=\"http://blogs.kqed.org/capitalnotes/2009/05/19/special-delivery-from-voters-no-x-5/\">last electoral campaign on taxes in 2009\u003c/a>, California's business community will no doubt be closely watched for clues about the road ahead. Many believe the governor's plan was crafted with an eye towards political balance -- by including a sales tax hike, even though it's unpopular with many Democrats.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>And the 2012 budget saga is just starting; stay tuned for official word on the 'trigger cuts' next week.\u003c/p>\n\n\u003c/div>\u003c/p>",
