"bio": "Sasha Khokha is the host of \u003cem>The California Report's \u003c/em> weekly magazine program, which takes listeners on sound-rich excursions to meet the people that make the Golden State unique -- through audio documentaries and long-form stories. As \u003cem>The California Report's\u003c/em> Central Valley Bureau Chief based in Fresno for nearly a dozen years, Sasha brought the lives and concerns of rural Californians to listeners around the state. Her reporting helped expose the hidden price immigrant women janitors and farmworkers may pay to keep their jobs: sexual assault at work. It inspired two new California laws to protect them from sexual harassment. She was a key member of the reporting team for the Frontline film \u003cem>Rape on the Night Shift, \u003c/em>which was nominated for two national Emmys. Sasha has also won a national Edward R. Murrow and a national PRNDI award for investigative reporting, as well as multiple prizes from the Society for Professional Journalists. Sasha is a proud alum of the UC Berkeley Graduate School of Journalism and Brown University and a member of the South Asian Journalists Association.",

"content": "\u003cp>A letter from Kris Kobach, the vice chairman of a White House commission looking into voter fraud and other irregularities, is drawing fire from some state election officials. The letter, sent Wednesday to all 50 states, requests that all publicly available voter roll data be sent to the White House by July 14, five days before the panel's first meeting.\u003c/p>\n\u003cp>The information requested includes the names, addresses, birthdates, political party (if recorded), last four digits of the voter's Social Security number and which elections the voter has participated in since 2006, for every registered voter in the country.\u003c/p>\n\u003cp>Kobach, who is also Kansas' Republican secretary of state, did not say how the commission plans to use the data other than to help it \"fully analyze vulnerabilities and issues related to voter registration and voting.\"\u003c/p>\n\u003cp>However, Kobach has long advocated comparing state voter rolls with other government databases to identify noncitizens or other illegitimate registrants. Voter advocacy groups say such comparisons are prone to error and worry that the effort will result in legitimate voters being purged from the rolls.\u003c/p>\n\u003cp>The bipartisan commission — chaired by Vice President Mike Pence — was established by President Trump after he made his widely dismissed allegations that as many as 5 million people voted illegally last November. Its stated purpose is to recommend ways to improve the public's confidence in the integrity of elections.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>But in response to Kobach's letter, California Secretary of State Alex Padilla said Thursday that he would not provide sensitive voter information to the commission.\u003c/p>\n\u003cp>\"California's participation would only serve to legitimize the false and already debunked claims of massive voter fraud made by the President, the Vice President, and Mr. Kobach,\" Padilla, a Democrat, said in a statement.\u003c/p>\n\u003cp>Connecticut Secretary of State Denise Merrill also released a statement, saying that she would share publicly available data with the commission but complaining about a \"lack of openness\" about what the panel is looking for. Merrill cited past legal challenges to Kobach's efforts to clean up voter rolls in Kansas, which have led to some eligible voters being removed from registration lists.\u003c/p>\n\u003cp>\"Given Secretary Kobach's history we find it very difficult to have confidence in the work of this commission,\" said Merrill, a Democrat and outgoing president of the National Association of Secretaries of State.\u003c/p>\n\u003cp>A spokeswoman for the association said the secretaries will almost certainly discuss Kobach's controversial request at their summer conference next week in Indianapolis.\u003c/p>\n\u003cp>The commission, which has yet to meet, has been viewed with suspicion from the start by civil rights groups, which think it will be used to justify measures — such as strict ID requirements — that will make it more difficult to vote.\u003c/p>\n\u003cp>Vanita Gupta, who headed the Civil Rights Division at the Justice Department during the Obama administration, said in a tweet that the letter confirms that \"Pence and Kobach are laying the groundwork for voter suppression, plain & simple.\"\u003c/p>\n\u003cp>https://twitter.com/vanitaguptaCR/status/880479649817649152\u003c/p>\n\u003cp>However, Kobach's letter also seeks recommendations from state officials on other issues, including how to prevent voter intimidation and disenfranchisement. He says his wife and three young sons began experiencing shortness of breath and headaches soon after a \u003ca href=\"http://ww2.kqed.org/news/tag/porter-ranch\">massive methane gas leak\u003c/a> began near their home in Porter Ranch, an affluent community in the San Fernando Valley.\u003c/p>\n\u003cp>“You know, when the news story first broke, we immediately went on high alert because the youngest of our boys wasn’t even a year old. He just turned 1 a couple weeks ago. And so you immediately think, ‘Am I putting my kids in any danger?’ ” says Padilla.\u003c/p>\n\u003cp>He and his wife decided not to take any chances. “It’s not the easiest thing to be out of your own home. Our newborn doesn’t know the difference with what’s going on. Our middle boy certainly misses home. He says that although he’s frustrated by his personal situation, as a state official charged with ensuring transparency in voting and civic participation, he’s happy to see state lawmakers starting to take action to prevent something like this from happening at other gas storage facilities around the state. \u003c/p>\n\u003cp>Some members of the Assembly are \u003ca href=\"http://ww2.kqed.org/news/2016/02/03/lawmakers-propose-stripping-power-from-cpuc\">calling for the dismantling\u003c/a> of the California Public Utilities Commission because of the agency’s failure to respond quickly to the gas leak.\u003c/p>\n\u003cp>“I do think there needs to be a new day for the PUC. Have they done a good enough job of overseeing the utilities in different parts of California?” Padilla says, citing the 2010 \u003ca href=\"http://ww2.kqed.org/news/tag/san-bruno\">explosion in San Bruno\u003c/a> near San Francisco and the \u003ca href=\"http://ww2.kqed.org/news/tag/san-onofre\">closure of the San Onofre nuclear power plant \u003c/a>north of San Diego because of its history of safety concerns.\u003c/p>\n\u003cp>[contextly_sidebar id=\"QpMpEMljYzzgzPkpX8b4AQhUvb10ppMS\"]\u003c/p>\n\u003cp>“It’s a big reminder that our oversight of utilities needs to be reformed, and we can’t ignore our aging infrastructure. A lot of times in the Capitol, investment in infrastructure is discussed. It’s usually highways and bridges, and that’s important, but we can’t forget the infrastructure that we don’t see.”\u003c/p>\n\u003cp>The gas leak may be sealed \u003ca href=\"http://ww2.kqed.org/news/2016/02/05/official-porter-ranch-gas-leak-might-be-sealed-as-early-as-next-week\">as early as next week\u003c/a>. But Padilla says he’s not going to move his family back until he’s totally reassured. “I’ll tell you as a father and as a husband, I appreciate when I hear from the gas company the gas leak has been fixed, but I’m going to want a third-party validator here. Whether it’s the air quality management district or a state agency to confirm that’s indeed the case,” says Padilla.\u003c/p>\n\u003cp>Padilla says that even though his family spent Christmas day in the Burbank hotel, he’s grateful. “I remember huddling the kids and reminding them, ‘Look we’re together, we have our health, we have a roof over our head.’ There’s a lot of people in the world, there’s a lot of people in California that can’t say that.”\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Still, they can’t wait to return home. “Our youngest just celebrated one year, and seems like his first steps are going to be in a hotel room, not in our living room. Maybe that’s just the story he’ll have to tell the rest of his life.”\u003c/p>\n\n",

It’s usually highways and bridges, and that’s important, but we can’t forget the infrastructure that we don’t see.”\u003c/p>\n\u003cp>The gas leak may be sealed \u003ca href=\"http://ww2.kqed.org/news/2016/02/05/official-porter-ranch-gas-leak-might-be-sealed-as-early-as-next-week\">as early as next week\u003c/a>. But Padilla says he’s not going to move his family back until he’s totally reassured. “I’ll tell you as a father and as a husband, I appreciate when I hear from the gas company the gas leak has been fixed, but I’m going to want a third-party validator here. Whether it’s the air quality management district or a state agency to confirm that’s indeed the case,” says Padilla.\u003c/p>\n\u003cp>Padilla says that even though his family spent Christmas day in the Burbank hotel, he’s grateful. “I remember huddling the kids and reminding them, ‘Look we’re together, we have our health, we have a roof over our head.’ There’s a lot of people in the world, there’s a lot of people in California that can’t say that.”\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Still, they can’t wait to return home. “Our youngest just celebrated one year, and seems like his first steps are going to be in a hotel room, not in our living room. In fact, he arrived at KQED after attending one in Oakland. Part of his message is the importance of getting involved in our democracy.\u003c/p>\n\u003cp>\"For a lot of people, they feel disconnected from government, or a lack of trust,\" Padilla says. \"Will my vote really count? A big part is that they're aren't even aware Election Day is coming up. They’re not watching CNN or getting all the mailers in the mailbox. Or they don’t know where their polling place is.\"\u003c/p>\n\u003cp>https://www.youtube.com/watch?v=Zdk7HGJ-DwY&feature=youtu.be\u003c/p>\n\u003cp>When Padilla ran for secretary of state in 2014, his \u003ca href=\"http://www.latimes.com/opinion/endorsements/la-ed-end-secretary-of-state-20140916-story.html\" target=\"_blank\">critics\u003c/a> said he was just using the office as a steppingstone (see: \u003ca href=\"https://www.gov.ca.gov/m_about.php\" target=\"_blank\">Brown, Jerry\u003c/a>. 1974). But since taking over the job from Debra Bowen, Padilla has invigorated an agency most agree was moribund.\u003c/p>\n\u003cp>In June, California will become the very last state to finally have a statewide voter database. That will allow the state to, among other things, implement the new \u003ca href=\"http://www.latimes.com/politics/la-me-pol-ca-motor-voter-law-20151016-html-htmlstory.html\" target=\"_blank\">Motor Voter \u003c/a>law that will automatically register to vote eligible people who get a driver's license or state identification card, unless they opt out. It will also, Padilla says, allow voters to do things like verify their registration online, find out where to vote and check that their ballot was counted.\u003c/p>\n\u003cp>Of course, that doesn't mean they'll go out and vote. In November 2014 just \u003ca href=\"http://www.sos.ca.gov/elections/prior-elections/statewide-election-results/general-election-november-4-2014/statement-vote/#ssov\" target=\"_blank\">42 percent of registered voters \u003c/a>cast ballots in California.\u003c/p>\n\u003cp>Padilla is also supporting a California version of Colorado's voting reform. Among other things, it lengthens the voting period and allows voters to cast ballots at conveniently placed \"voting centers\" rather than just polling places near their homes.\u003c/p>\n\u003cp>\"We know our democracy functions best when everybody participates,\" Padilla says. \"When turnout is reflective of California, the outcomes -- what passes and what doesn’t, who gets elected -- it’s more reflective of our state.\"\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>\u003cem>Copyright 2015 KQED. But since taking over the job from Debra Bowen, Padilla has invigorated an agency most agree was moribund.\u003c/p>\n\u003cp>In June, California will become the very last state to finally have a statewide voter database. That will allow the state to, among other things, implement the new \u003ca href=\"http://www.latimes.com/politics/la-me-pol-ca-motor-voter-law-20151016-html-htmlstory.html\" target=\"_blank\">Motor Voter \u003c/a>law that will automatically register to vote eligible people who get a driver's license or state identification card, unless they opt out. It will also, Padilla says, allow voters to do things like verify their registration online, find out where to vote and check that their ballot was counted.\u003c/p>\n\u003cp>Of course, that doesn't mean they'll go out and vote. In November 2014 just \u003ca href=\"http://www.sos.ca.gov/elections/prior-elections/statewide-election-results/general-election-november-4-2014/statement-vote/#ssov\" target=\"_blank\">42 percent of registered voters \u003c/a>cast ballots in California.\u003c/p>\n\u003cp>Padilla is also supporting a California version of Colorado's voting reform. Among other things, it lengthens the voting period and allows voters to cast ballots at conveniently placed \"voting centers\" rather than just polling places near their homes.\u003c/p>\n\u003cp>\"We know our democracy functions best when everybody participates,\" Padilla says. \"When turnout is reflective of California, the outcomes -- what passes and what doesn’t, who gets elected -- it’s more reflective of our state.\"\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>\u003cem>Copyright 2015 KQED.
