"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. Brent Stirton/Getty\u003c/figcaption>\u003c/figure>\n\u003cp>The United States Court of Appeals for the Ninth Circuit ruled Tuesday that the delay in providing medical care to veterans violates their constitutional rights to disability benefits.\u003c/p>\n\u003cp>In a strongly worded statement the judges noted that here are roughly 1,000 attempted suicides every month among veterans enrolled with the Department of Veterans Affairs, and about 18 suicides a day among all veterans\u003c/p>\n\u003cp>On average it takes more than four years for a veteran's claims to go through. The court noted that these delays cause \"unnecessary grief and privation\" for veterans and their families.\u003c/p>\n\u003cp>\"The VA’s unchecked incompetence has gone on long enough; no more veterans should be compelled to agonize or perish while the government fails to perform its obligations,\" wrote Circuit Judge Reinhardt in the opinion.\u003c/p>\n\u003cp>This ruling overturned a 2008 verdict of U.S. District Judge Samuel Conti. After two weeks Conti ruled that Veterans' Groups were seeking help from the wrong place.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>In the court's opinion Reinhardt noted that the Administrative Procedure Act precludes veterans from going to the court to try to get their benefits, which means that their Fifth Amendment right to due process was violated.\u003c/p>\n\u003cp>Reinhardt noted that the three appeals court judges agreed that the judiciary was not the best place to help veterans, but that the legislation and other agencies needed to be prodded to do their jobs:\u003c/p>\n\u003cblockquote>\u003cp>We willingly acknowledge that, in theory, the political branches of our government are better positioned than are the courts to design the procedures necessary to save veterans’ lives and to fulfill our country’s obligation to care for those who have protected us. Brent Stirton/Getty\u003c/figcaption>\u003c/figure>\n\u003cp>The United States Court of Appeals for the Ninth Circuit ruled Tuesday that the delay in providing medical care to veterans violates their constitutional rights to disability benefits.\u003c/p>\n\u003cp>In a strongly worded statement the judges noted that here are roughly 1,000 attempted suicides every month among veterans enrolled with the Department of Veterans Affairs, and about 18 suicides a day among all veterans\u003c/p>\n\u003cp>On average it takes more than four years for a veteran's claims to go through. The court noted that these delays cause \"unnecessary grief and privation\" for veterans and their families.\u003c/p>\n\u003cp>\"The VA’s unchecked incompetence has gone on long enough; no more veterans should be compelled to agonize or perish while the government fails to perform its obligations,\" wrote Circuit Judge Reinhardt in the opinion.\u003c/p>\n\u003cp>This ruling overturned a 2008 verdict of U.S. District Judge Samuel Conti. After two weeks Conti ruled that Veterans' Groups were seeking help from the wrong place.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

"content": "\u003cdiv class=\"post-body\">\u003cp>\u003c/p>\n\u003cp>In the court's opinion Reinhardt noted that the Administrative Procedure Act precludes veterans from going to the court to try to get their benefits, which means that their Fifth Amendment right to due process was violated.\u003c/p>\n\u003cp>Reinhardt noted that the three appeals court judges agreed that the judiciary was not the best place to help veterans, but that the legislation and other agencies needed to be prodded to do their jobs:\u003c/p>\n\u003cblockquote>\u003cp>We willingly acknowledge that, in theory, the political branches of our government are better positioned than are the courts to design the procedures necessary to save veterans’ lives and to fulfill our country’s obligation to care for those who have protected us. Assistant US Attorney Elise Becker said he came down the aisle from the back of the plane chanting \"Allah Akbar\" - God is Great - as he tried to barge into the cockpit.\u003c/p>\n\u003cp>Becker said al-Murisi began his journey in New York and said he was headed to visit relatives in Vallejo. His relatives in Vallejo said they had no knowledge of the visit. Becker also told the judge that al-Murisi had no baggage and traveled with $47 cash and a pair of sunglasses.\u003c/p>\n\u003cp>More details the government laid out before the judge:\u003c/p>\n\u003cul>\n\u003cli>Al-Murisi entered the country on an immigrant visa in January 2010. He has a permanent residency card.\u003c/li>\n\u003cli>They believe he held a job in New York at some point although they didn’t have more detail.\u003c/li>\n\u003cli>Al-Murisi was traveling with a number of identification cards, some valid and some expired, including 2 New York State learner’s permits, a New York State drivers license issued last month, and an expired California ID card with his Vallejo relative’s address\u003c/li>\n\u003cli>He used the address of his relatives in Vallejo as his stated address when he entered the country.\u003c/li>\n\u003c/ul>\n\u003cp>After al-Murisi was led back into custody, his cousin from Vallejo, 25-year-old Ahmed al-Moraissi spoke to reporters outside the courtroom. Authorities say Almurisi was yelling in the cabin before he approached the flight deck, at which point he was wrestled to the ground by crew and passengers. Almurisi was carrying a Yemeni passport, although it's unclear if he is from Yemen. "content": "\u003cp>From AP:\u003c/p>\n\u003cblockquote>\u003cp>San Francisco's sheriff says he plans to stop cooperating with federal immigration officials and will start releasing illegal immigrants who have been jailed for minor offenses before they can be picked up for deportation.\u003c/p>\n\u003cp>\u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/05/01/INB81J8OCL.DTL\">Sheriff Michael Hennessey\u003c/a> told the \u003ca href=\"http://www.sfexaminer.com/local/2011/05/san-francisco-county-jail-won-t-hold-inmates-ice\">San Francisco Examiner\u003c/a> he is making the change effective June 1 to comply with the city's sanctuary ordinance.\u003c/p>\n\u003cp>The law, which has caused tension between local and federal authorities, prohibits officials from assisting U.S. Immigration and Customs Enforcement in cases that do not involve felonies.\u003c/p>\n\u003cp>The city currently keeps low-level offenders ICE has identified as illegal immigrants through fingerprints until immigration officials collect them. The Examiner reports that 111 inmates were detained for deportation between last June and February.\u003c/p>\n\u003cp>ICE spokeswoman Virginia Kice told the newspaper that Hennessey's decision was unfortunate. \u003c/p>\u003c/blockquote>\n\u003cp>The \u003ca href=\"http://www.sfexaminer.com/local/2011/05/san-francisco-county-jail-won-t-hold-inmates-ice\">Examiner\u003c/a> has more details, including the following: \u003c/p>\n\u003cblockquote>\u003cp>The new policy, set to begin June 1, means illegal immigrants arrested for petty crimes such as disorderly conduct, drunk in public or shoplifting will not be held in jail until U.S. Immigration and Customs Enforcement officials come to collect them.\u003c/p>\n\u003cp>San Francisco would become the first county in California to implement such a policy, he said.\n\u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003cbr>\nThe ICE program in dispute is called \u003ca href=\"http://ww2.kqed.org/news/2011/04/29/what-is-immigration-and-customs-secure-communities-and-ab-1081/\">Secure Communities\u003c/a>. The program requires local police to check the immigration status of arrested suspects by running their fingerprints against a centralized federal database. ICE requires even non-criminal arrestees to be detained if their status is in question. The program has been controversial because it has contributed to the deportation of thousands of non-criminals, as reported by the Los Angeles Times and others. Furthermore, San Francisco considers itself a \u003ca href=\"http://www.sf311.org/index.aspx?page=543\">sanctuary city\u003c/a>, having passed an ordinance that prohibits local law enforcement from this type of cooperation with immigration authorities.\u003c/p>\n\u003cp>Last week, the California Assembly's Public Safety Committee passed AB 1081, also known as The TRUST Act. "content": "\u003cdiv class=\"post-body\">\u003cp>\u003cp>From AP:\u003c/p>\n\u003cblockquote>\u003cp>San Francisco's sheriff says he plans to stop cooperating with federal immigration officials and will start releasing illegal immigrants who have been jailed for minor offenses before they can be picked up for deportation.\u003c/p>\n\u003cp>\u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/05/01/INB81J8OCL.DTL\">Sheriff Michael Hennessey\u003c/a> told the \u003ca href=\"http://www.sfexaminer.com/local/2011/05/san-francisco-county-jail-won-t-hold-inmates-ice\">San Francisco Examiner\u003c/a> he is making the change effective June 1 to comply with the city's sanctuary ordinance.\u003c/p>\n\u003cp>The law, which has caused tension between local and federal authorities, prohibits officials from assisting U.S. Immigration and Customs Enforcement in cases that do not involve felonies.\u003c/p>\n\u003cp>The city currently keeps low-level offenders ICE has identified as illegal immigrants through fingerprints until immigration officials collect them. The Examiner reports that 111 inmates were detained for deportation between last June and February.\u003c/p>\n\u003cp>ICE spokeswoman Virginia Kice told the newspaper that Hennessey's decision was unfortunate. \u003c/p>\u003c/blockquote>\n\u003cp>The \u003ca href=\"http://www.sfexaminer.com/local/2011/05/san-francisco-county-jail-won-t-hold-inmates-ice\">Examiner\u003c/a> has more details, including the following: \u003c/p>\n\u003cblockquote>\u003cp>The new policy, set to begin June 1, means illegal immigrants arrested for petty crimes such as disorderly conduct, drunk in public or shoplifting will not be held in jail until U.S. Immigration and Customs Enforcement officials come to collect them.\u003c/p>\n\u003cp>San Francisco would become the first county in California to implement such a policy, he said.\n\u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003cbr>\nThe ICE program in dispute is called \u003ca href=\"http://ww2.kqed.org/news/2011/04/29/what-is-immigration-and-customs-secure-communities-and-ab-1081/\">Secure Communities\u003c/a>. The program requires local police to check the immigration status of arrested suspects by running their fingerprints against a centralized federal database. ICE requires even non-criminal arrestees to be detained if their status is in question. The program has been controversial because it has contributed to the deportation of thousands of non-criminals, as reported by the Los Angeles Times and others. Furthermore, San Francisco considers itself a \u003ca href=\"http://www.sf311.org/index.aspx?page=543\">sanctuary city\u003c/a>, having passed an ordinance that prohibits local law enforcement from this type of cooperation with immigration authorities.\u003c/p>\n\u003cp>Last week, the California Assembly's Public Safety Committee passed AB 1081, also known as The TRUST Act.
