"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. But the Financial Crisis Inquiry Commission \u003ca href=\"http://www.fcic.gov/report\">\u003cstrong>report\u003c/strong>\u003c/a>, chaired by former California state treasurer, gubernatorial candidate, and native Sacramentan Phil Angelides, is currently No. 19 on the New York Times \u003ca href=\"http://www.nytimes.com/best-sellers-books/paperback-nonfiction/list.html\">Paperback Nonfiction Best Seller list\u003c/a>. Last week it debuted at No. 10.\u003c/p>\n\u003cp>The 10-member \u003ca href=\"http://www.fcic.gov/\">commission\u003c/a> was created by an act of congress and signed into law by President Obama in 2009. Its charge was to \"examine the causes, domestic and global, of the current \u003ca href=\"http://en.wikipedia.org/wiki/Financial_crisis_%282007%E2%80%93present%29\">financial and economic crisis\u003c/a> in the United States.\" That crisis is widely considered to be the worst since the Great Depression and one that led into the vicious \u003ca href=\"http://en.wikipedia.org/wiki/Late-2000s_recession\">recession\u003c/a> that we are still feeling the effects of.\u003c/p>\n\u003cp>Angelides was a guest on Forum today, \u003ca href=\"http://www.kqed.org/a/forum/R201102221000\">\u003cstrong>archived here\u003c/strong>\u003c/a>, talking about the commission's \u003ca href=\"http://www.fcic.gov/report\">\u003cstrong>final report\u003c/strong>\u003c/a>. Among other topics, Angelides answered charges by Republicans that the report is a political document reflecting a pre-existing narrative the Democrats on the panel believe. And among those homeless vets, one in four live in California.\u003c/p>\n\u003cp>Each year, HUD provides Congress with an assessment on the homeless population in the United States. The \u003ca href=\"http://www.hudhre.info/documents/2009AHARVeteransReport.pdf\">Veteran Homeless\u003c/a> report released Thursday from the two agencies — a first of its kind — is considered a supplement to the 2009 annual report.\u003c/p>\n\u003cp>San Francisco Mayor Ed Lee, speaking on KQED’s \u003ca href=\"http://www.kqed.org/a/forum/R201102101000\">Forum with Michael Krasny\u003c/a> Thursday morning, said his city has programs for homeless vets in place already… and that more are on the way:\u003c/p>\n\u003cp>“I’ve already been informed that we’re on our way to building our first veterans homeless housing center, and that’s with a group in Chinatown that’s helping to build that housing.”\u003c/p>\n\u003cp>The report included a one-year estimate of homelessness among veterans, as well as a one-night snapshot, which found more than 75,000 homeless veterans nationwide sleeping on the streets or in a shelter.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

Over the years, I've heard many more laments about the deprivation of critical revenue to local governments, as well as hosannas to the retainment of that previous tax liability by homeowners.\n\u003cp>It always seemed to me that a lot of people talk about Proposition 13 like it's the \"\u003ca href=\"http://calitics.com/diary/9027/hey-legislature-listen-to-harold-meyerson\">original sin\u003c/a>\" of California budget issues, a shibboleth of anti-tax crusaders; yet it's also been pretty clear that the measure has become all but untouchable -- even sacrosanct. The third rail of California politics and then some. \u003c/p>\n\u003cp>So when you want to explore an important area of California political history like this, who you gonna call? \u003c/p>\n\u003cp>I call (or email) KQED's Sacramento Bureau Chief, John Myers....\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>\u003cem>Question\u003c/em>\u003cbr>\nWhat did Proposition 13 do exactly, and just how high were property taxes before it passed?\u003c/p>\n\u003cp>\u003cem>John Myers\u003c/em>\u003cbr>\nThe 1978 initiative was based largely on a campaign about escalating property taxes, but it made major changes that have had ripple effects through all sectors of government.\u003c/p>\n\u003cp>Prop 13 set the base property tax rate throughout California at 1% of a property's value. For property that hasn't changed hands since 1978, the tax-assessed value remains the same. Prop 13 only allows a revaluation of property once it's sold, which explains why some people pay higher property taxes than others who have almost the exact same home. The nonpartisan Legislative Analyst's Office has reported that before Prop 13, the average statewide property tax was 2.67%, which means the drop to 1% was pretty noticeable.\u003c/p>\n\u003cp>Prop 13 also caps the annual increase in property taxes at 2%.\u003c/p>\n\u003cp>It's important to note that Prop 13's limits apply to all property, both residential and commercial. And that's been a source of debate through the years, as some have argued that voters approved Prop 13 to protect their homes, not company and corporate buildings. As such, that's why some continue to believe Prop 13 should be amended to apply only to residential property, thus allowing higher property taxes on commercial/business property.\u003c/p>\n\u003cp>But that's not all Prop 13 did. It also raised the requirement for new taxes -- both locally and from the Legislature -- requiring a supermajority (2/3) of either voters or legislators.\u003c/p>\n\u003cp>\u003cem>Question\u003c/em>\u003cbr>\nWho was against it and who was for it? And who exactly was Howard Jarvis? \u003c/p>\n\u003cp>\u003cem>John Myers\u003c/em>\u003cbr>\nProp 13 was written by two men: Howard Jarvis, an apartment- building owner in Los Angeles, and Paul Gann, an anti-tax crusader in Sacramento. But it was the curmudgeonly Jarvis who became the folk hero during the Prop 13 campaign, tapping into a popular resentment and worry about property tax rates. \u003c/p>\n\u003cp>The fundamental question, as many have written, wasn't whether property tax rates should be lowered, but how? Gov. Jerry Brown and the Legislature, widely criticized for acting too slowly to address concerns around the state about property taxes, hurriedly put an alternative measure on the June 1978 ballot -- arguing Prop 13 was the wrong fix. But by the time lawmakers got involved, the popular uprising was simply too strong to stop.\u003c/p>\n\u003cp>\u003cem>Question\u003c/em>\u003cbr>\nWas there a lawsuit? \u003c/p>\n\u003cp>\u003cem>John Myers\u003c/em>\u003cbr>\nThere have been several legal challenges to Prop 13, mostly focused on whether it properly changed the state constitution. Initiatives (measures placed on the ballot by voter signatures) can only deal with one change to the constitution -- and not multiple changes. But the California Supreme Court has ruled that Prop 13 is legit, and so it remains in full effect.\u003c/p>\n\u003cp>\u003cem>Question\u003c/em>\u003cbr>\nWhat were the implications of the loss of that property tax revenue?\u003c/p>\n\u003cp>\u003cem>John Myers\u003c/em>\u003cbr>\nThe property tax revenues that disappeared under Prop 13 meant less money for schools, fire, police, etc. And here's where a big decision shaped what we now live with today: state leaders, including then/now Gov. Brown, agreed to replace the former local dollars with state tax dollars, thus leading to the state subsidizing/paying for much of what happens on the local level.\u003c/p>\n\u003cp>\u003cem>Question\u003c/em>\u003cbr>\nSo is Prop 13 the \"original sin\" of California budget woes?\u003c/p>\n\u003cp>\u003cem>John Myers\u003c/em>\u003cbr>\nProp 13 has both supporters and critics, so it's hard to objectively call it a \"sin.\" But it did have a dramatic impact, especially through the years, on the state budget. \u003c/p>\n\u003cp>It also had another, perhaps unintended, consequence that's been pointed out by Joe Mathews and Mark Paul in their book \"California Crackup\": it transferred a lot of political power (which follows the money) away from local communities and toward Sacramento.\u003c/p>\n\u003cp>\u003cem>Question\u003c/em>\u003cbr>\nWas Proposition 13 a harbinger of the ascent of Ronald Reagan and Reaganomics? \u003c/p>\n\u003cp>\u003cem>John Myers\u003c/em>\u003cbr>\nRonald Reagan, who was a fiscal conservative as governor (1966-1974), was likely able to ride some of the anti-tax anger into a national political victory in 1980. Keep in mind that Prop 13 spawned other efforts in other states, many of them led by Howard Jarvis, who saw the victory as one which would change the nation.\u003c/p>\n\u003cp>\u003cem>Question\u003c/em>\u003cbr>\nHow sacrosanct is Proposition 13 in the state?
