"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. I also guest host for KQED’s \u003ci>Forum\u003c/i>, as well as the Commonwealth Club in San Francisco. • I speak periodically on media, democracy and technology issues, and do voiceover work for documentaries and educational video projects. • Outside of the studio, you'll find me hiking Bay Area trails and whipping up Insta-ready meals in my kitchen. • I do not accept gifts, money, or favors from anyone connected to my reporting, I don't pay people for information, and I do not support or donate to political causes. • I strive to treat the people I report on with fairness, honesty, and respect. I think it’s going to flatten the playing field a little bit so there’s not so much inequity between the big boats and little boats,” says Collins. \u003c/p>\n\u003cp>The few weeks of crab season are grueling for fishermen, as they race to catch all they can before the crabs are fished out. In reality the \u003ca href=\"http://money.cnn.com/galleries/2011/technology/1107/gallery.newme_accelerator/\">group of Black tech entrepreneurs\u003c/a> was in for a stressful but life-changing opportunity: the chance to pitch their idea to some of Silicon Valley’s best minds.\u003c/p>\n\u003cp>\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/11/blackinamerica1.jpg\">\u003cimg loading=\"lazy\" decoding=\"async\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/11/blackinamerica1-300x63.jpg\" alt=\"\" title=\"blackinamerica\" width=\"300\" height=\"63\" class=\"aligncenter size-medium wp-image-46754\">\u003c/a>\u003c/p>\n\u003cp>Unfortunately, as the feedback showed, they weren’t really ready.\u003c/p>\n\u003cp>\u003cem>I don’t know who your customer is. There were things you said that got me a little more lukewarm. You didn’t tell me a thing about what your business plan was. Don’t ever give vague numbers. I don’t know what you’ve built.\u003c/em>\u003c/p>\n\u003cp>This moment in the dragon’s den comes as a rude awakening for the characters in CNN’s fourth installment of “\u003ca href=\"http://cnnpressroom.blogs.cnn.com/2011/10/21/soledad-o%E2%80%99brien-chronicles-journeys-of-black-tech-entrepreneurs-for-fourth-black-in-america/\">Black In America\u003c/a>.” This time the documentary series deals with the struggles of African-Americans to start companies in Silicon Valley. Census figures show cities with big tech companies have small Black populations: 3% in Mountain View, 2.4% in Palo Alto, 0.9% in Cupertino.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>“What’s the future of America,” asks Soledad O’Brien, CNN’s special correspondent for the “In America” series, “if there’s an area that’s the engine of growth for the American economy, and Black people are left out of it? What’s at risk there?” \u003c!--more-->\u003c/p>\n\u003cp>Reporting this special brought some controversy O’Brien’s way even before the show aired. TechCrunch founder Michael Arrington fired off a \u003ca href=\"http://uncrunched.com/2011/10/28/oh-shit-im-a-racist/\">heated blog post\u003c/a> (WARNING: strong language) about his interview for the documentary, in which he said he didn’t know one black tech entrepreneur. Arrington felt CNN ambushed him by hiding the true topic of the interview and by omitting amendments he made to his original statement.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>O’Brien responded with a \u003ca href=\"http://money.cnn.com/2011/10/31/technology/arrington_blackinamerica/\">post of her own\u003c/a>, writing that what Arrington said, though perhaps uncomfortable, is also accurate.\u003c/p>\n\u003cp>“I don’t think he’s being a racist. I think he’s being very honest and very blunt, and very factual, and very realistic. There are not very many. Hence, our documentary.\u003c/p>\n\u003cp>“I think a lot of the controversy was kind of just people around it sort of whipping it up into a frenzy.” \u003c/p>\n\u003cp>The lack of Black-owned tech startups is certainly not due to a lack of entrepreneurial spirit: the Census shows Blacks are starting businesses at \u003ca href=\"http://www.census.gov/newsroom/releases/archives/business_ownership/cb11-24.html\">triple the national rate\u003c/a>. Still, less than four percent of all businesses in the San Francisco-Oakland-Fremont area are Black-owned. TechCrunch founder Michael Arrington fired off a \u003ca href=\"http://uncrunched.com/2011/10/28/oh-shit-im-a-racist/\">heated blog post\u003c/a> (WARNING: strong language) about his interview for the documentary, in which he said he didn’t know one black tech entrepreneur. Arrington felt CNN ambushed him by hiding the true topic of the interview and by omitting amendments he made to his original statement.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>O’Brien responded with a \u003ca href=\"http://money.cnn.com/2011/10/31/technology/arrington_blackinamerica/\">post of her own\u003c/a>, writing that what Arrington said, though perhaps uncomfortable, is also accurate.\u003c/p>\n\u003cp>“I don’t think he’s being a racist. I think he’s being very honest and very blunt, and very factual, and very realistic. There are not very many. Hence, our documentary.\u003c/p>\n\u003cp>“I think a lot of the controversy was kind of just people around it sort of whipping it up into a frenzy.” \u003c/p>\n\u003cp>The lack of Black-owned tech startups is certainly not due to a lack of entrepreneurial spirit: the Census shows Blacks are starting businesses at \u003ca href=\"http://www.census.gov/newsroom/releases/archives/business_ownership/cb11-24.html\">triple the national rate\u003c/a>. Quan said she was there to talk to people informally. Vinnee Tong did not see any police accompanying the pair.\u003c/p>\n\u003cp>About a dozen people from the encampment crowded around Quan and talked with her, Tong says. Quan said she wants the protests to continue minus the encampment.\u003c/p>\n\u003cp>One man, who said he was a medic by profession, told her \"we need jobs, we need jobs.\" Another man said he was upset about the police response to the protests and Quan told him the city is in the process of hiring an independent investigator.\u003c/p>\n\u003cp>Here's one interesting exchange Quan had with a member of the Occupy Oakland encampment, caught on tape by Vinnee Tong. However, as a city, we are carrying a disproportionate share of the burden. Overnight camping and the continued presence of a small, unsafe element are impacting both local businesses and our neighborhoods.\u003c/p>\n\u003cp>Local businesses are hurting because of vandalism and reduced patronage. Neighborhoods are hurting because city services already stretched by budget cuts face additional demands responding to emergencies downtown.\u003c/p>\n\u003caside class=\"pullquote alignleft\">\n\u003cp>This situation is costing us real jobs. We can't afford to lose a single job.\u003c/p>\n\u003c/aside>\n\u003cp>We are a city of the 99%. Oakland has the highest rates of unemployment, poverty and foreclosures of the major Bay Area cities. We are struggling under the weight of budget cuts at the local, state and federal levels. While we support the call for broader participation in political and economic democracy, we cannot ignore violence, property destruction and health and safety issues in Frank Ogawa Plaza.\u003c/p>\n\u003cp>This situation is costing us real jobs. We can't afford to lose a single job.\u003c/p>\n\u003cp>Oakland has demonstrated its support for the 99%. However, as a city, we are carrying a disproportionate share of the burden. Overnight camping and the continued presence of a small, unsafe element are impacting both local businesses and our neighborhoods.\u003c/p>\n\u003cp>Local businesses are hurting because of vandalism and reduced patronage. Neighborhoods are hurting because city services already stretched by budget cuts face additional demands responding to emergencies downtown.\u003c/p>\n\u003caside class=\"pullquote alignleft\">\n\u003cp>This situation is costing us real jobs. We can't afford to lose a single job.\u003c/p>\n\u003c/aside>\n\u003cp>We are a city of the 99%. Oakland has the highest rates of unemployment, poverty and foreclosures of the major Bay Area cities. We are struggling under the weight of budget cuts at the local, state and federal levels. While we support the call for broader participation in political and economic democracy, we cannot ignore violence, property destruction and health and safety issues in Frank Ogawa Plaza.\u003c/p>\n\u003cp>This situation is costing us real jobs. We can't afford to lose a single job.\u003c/p>\n\u003cp>Oakland has demonstrated its support for the 99%. It's a section of Line 132: the ill-fated conduit that exploded under a neighborhood in San Bruno in September 2010, leveling homes and killing eight people.\u003c/p>\n\u003cp>The section that burst yesterday spewed water, not natural gas. PG&E'was \u003ca href=\"http://pge.com/myhome/edusafety/systemworks/gas/pipelinesafety/hydrostatictesting/index.shtml\">hydrostatic testing\u003c/a> the lines, and crews had increased the water pressure to 550 pounds per square inch (psi) when the pipe broke, spilling mud onto Interstate 280 and blocking traffic. That's much higher than the pipe's typical operating pressure of roughly 300 psi.\u003c/p>\n\u003cp>\"Our plan is to get it up to a little over 800 psi when this hydro test is complete,\" said PG&E spokesman David Eisenhauer.\u003c/p>\n\u003cp>As for any link between this pipe and the San Bruno pipe, Eisenhauer says the two are \"completely different.\" The one in San Bruno was wider and had welds between two sections, unlike the narrower, seamless Woodside pipe.\u003c/p>\n\u003cp>Crews hope to get a new section in place this week and re-test it this weekend. That could be tough to do without affecting residents or traffic, since the pipe sits inside a hill next to the freeway with homes on the other side.
