Almost half the state’s water supply in dry years comes out of the ground, from groundwater aquifers.  It’s the job of state regulators to protect that groundwater from contamination.  And for decades in the San Joaquin Valley, they didn’t do it.  State officials allowed oil companies to dispose of wastewater into aquifers that were supposed to be protected.
